A Proposal on Social Data Commons Forming a Community of Interest Across Various Industries and Organizations

Abstract

It is important to use data sets effectively for evidence-based policy making (EBPM). However, there has been almost no progress in data utilizing and sharing among a number of various industries and organizations. To solve this issue, it is prosed that Social Data Commons (SDC) can realize data sharing, linkage and interoperation across different organizations. In this paper, several examples of social implementation of EBPM systems operated by Community of Interest (COI) are described.
