 This paper aims at describing the processes in which discourses on prohibition of prostitution had an important influence on the construction of domination in the early period of military occupation in Okinawa Prefecture.
 In social sciences, the issue of prostitution has long been regarded as a matter of "sexual" domain, in such reductionist views on prostitution, in which the whole issue is interpreted as violence and discrimination against women, however, it is impossible to understand what exactly structuralizes the relationship between prostitution and violence/sexism. Therefore, it is necessary to situate the event not in a single context of good/bad, but in the plural contexts of social relations at that time.
 In Okinawa under occupation, the complexity of social relations becomes very visible when we look at the issue of prostitution: since the beginning of occupation in 1945, rape of Okinawa women by American soldiers was a big social problem. To solve this problem, the local leaders had to build a cooperative relationship with the army. They segregated the female prostitutes and put them under systematic control. On the other hand, the army could occupy Okinawa efficiently by controlling them.
 Discourses on prohibition of prostitution were produced by both the Okinawa people and the occupation army for different reasons. Such discourses became appropriated to mask the division among people. People could gain security and economic prosperity by these discourses, but it also led to construct the relation of military domination.
 By analyzing the historical documents, I have described the processes of such discourse formation and revealed the complexity surrounding the issue of power and sexuality.
