The purpose of this study is to make clear the technological factors to form the defective production system in the iron and steel industry in the TAISHO Period (1912〜1926). In this period, to add to the production of acid open-hearth steel, the production of basic open-hearth steel had been undergone a remarkable development at the Yawata Works and the private steelworks. But on the production of pig iron, except that the Yawata Works succeeded in gaining mastery of the technology to produce low silicious pig iron in about 1924, no other ironworks had succeeded in making low phosphorus pig iron or low silicious pig iron. It is, therefore, evident that the above facts is the most important contributing factor to form the defective production system in the iron and steel industry of Japan. The retardation of technological mastery of the production of pig iron had thwarted the development of an integrated steelworks and the increase in number of it. At the same time, it had brought to increase in number of open-hearth steel makers without having blast furnaces and made them depend on the pig iron supplied from overseas more than over. As the result, the more the steel production had been extended, the more the instability in getting sufficient raw materials had been increased. The production structure of the iron and steel industry of modern ages is constructed of three departments, i. e. the production of pig iron, the production of steel and the production of steel products. And for the existence of this structure, the technological consistency among them is a SINE QUA NON. In other words, production of steel products is classified into the production of cast or forged steel and the production of rolled steel, so the function of the production of pig iron is to supply low phosphorus pig iron to the former and low silicious pig iron to the latter. Consequently, there is no question that two different technological systems should be established to make each kind of pig iron. Thus, this study on the production structure is based on the theory of the technological consistency.
