The library standards exist for the scale of quality and quantity of maintenance and management of libraries. There are library standards in several countries which have not been built up on the same theory but on their policies.
Japanese Library Law prescribes two library standards; the one is called the minimum standards in the Act 19, by which the national subsidy are given to the public libraries, the other the desirable standards in the Act 18, for healthy maintenance and management of public libraries. Both standards, however, were not based on the same principle. They really had reasons for exist at first, but through discussion of librarians during twenty years, they concluded the minimum standard meaningless and desirable one in practice the basic standards. Japanese librarians have seize the oppotunity, the desirable standards to be adopt as the minimum one, and extend services all over the country.
