In order to assess the service range and scope of school library in Japan, a library personnel task analysis survey was carried in January 1975 at 30 schools —10 for each primary, intermediate and high schools. The results were partially compared with those of a similar American survey carried in February 1969 as a part of “School Library Manpower Project” by the Research Division of the National Education Association. The results of analysis and the comparison can be summarized as follows;
1) Formal instruction of library skills which accompanies student evaluation by tests is not conducted both at elementary and secondary school levels.
2) Performance rates for the organization and maintenance of card catalogs are lower in primary and intermediate schools than in high schools. This might due to insufficient staffing of primary and intermediate school libraries.
3) The range and scope of library personnel tasks in intermediate schools are almost same as those in high schools, but their performance rates are lower than those in high schools. This tendency is particularly significant in tasks relating to personnel administration, statistical works, and individual library instruction for students.
4) Performance rates of all library staff positions for tasks related to development of the educational program are lower than those in American schools.
5) In the performance of administrative tasks and development of the educational program, the distinction of main responsibilities between
Tosho-Shunin (head of library, or full-time subject teacher who assigned to the post of top library administrator at part-time basis) and
Toshokakari-Shunin (school librarian, or full-time professional librarian with fuculty status) are not clear as those between head of library media center and librarian in American schools.
6) Task performance rates in every service field suggest that the responsibilities of primary school
Tosho-Shunin are exactly same as those of high school
Gakko-Shisho (quasi school librarian or sub-professional librarian with clerical status). Tasks performed by primary school
Tosho-Shunin are quite different from those performed by high school
Tosho-Shunin and
Toshokakari-Shunin.
7) The rates of high school
Gakko-Shisho are far higher than those of clerk and technician in American schools in the performance of professional tasks, such as library instruction for students, handling of complaints and objections to particular materials and services, cataloging and classification of print and non-print materials, checking of catalog card filing, and reviewing sources for background information in selection of materials and equipments. Performance rate of
Gakko-Shisho for the handling of complaints and objections is higher than that of
Tosho-Shunin and
Tohokakari-Shunin.
8) Tasks relating to administration and maintennance of audiovisual equipments are mainly performed by
Shichokakukakari-Kyoyu (teacher who assinged to audiovisual works) in primary schools and by
Tosho-Shunin in high schools. In production of materials, the tasks performed by
Shichokakukakari-Kyoyu are similar to those performed by technicians in American schools.
