    　The differences in quality of public library services in Japan have been increasingly becoming consplcuous.
    　To make a national program of public library is urgent so as to solve these problems. Following items are the base of a national program of public libraries in Japan:
    　1. Library policies of central and local government bodies.
    　2. Library information system and the medium.
    　3. Bibliographical control (Information systems, indexing and abstracting services)
    　4. Manpower of library.
    　5. Library co-operation.
    　6. Strengthen the professional librarian's unity.
    　ln the making of the above mentioned program, following three items should be taken into account as necessary conditions.
    　1. There is no paradigm in the theory of national program of public library.
    　2. Effectiveness is not in the group of libraries, but in a single library.
    　3. To have confidence that only public libraries can be the library.
    　ln the beginning of the program, necessities are the systematization of museums, art museums, libraries, and archives; the establishment of the foundation of developing cultural institutions; and its funds should be founded on the cultural development tax. Professional staffs of libraries should have pride of their abilities of offering the purpose and way of library world and should advise to politicians and administrators about this library program with confidence.
