We analyzed transfers of agricultural land at the suburb of Tokyo Metropolis. The results are as follows; the transfers under high urban pressure are caused mainly by gaining as substitute land. It means that one's trasnsfer is a sequel of one's loss of agricultural land by selling itfor urban development. In a suburban area of a big city. even though it is designated as urbanization control area, many developments are promoted by public sector in order to construct public utilities such as roads. The site of development, which is usually under cultivation, is be boughtby him. The owners of the site don't usually sell willingly their agricultural land to him, so they aim at making up the decrease through getting substitute agricultural land. This demand for agricultural land meets the supply of the agricultural land which is come into an agricultural market by personal reason. This process can be summarized that the transfers as substitute agricultural land caused by urban development connects the demand for agricultural land for the development with the supply of agricultural land by personal reason out of the proper site of the development.
