A trail network plan which aims to develop pedestrian paths as a network was established in the City of Dallas, Texas, the United States. In this paper, we clarify the formation process and ideas of the plan in terms of changes of trail’s roles, and the progress on improvements of trails in order to discuss how the plan has been reflected in the implementation. Through the analysis of primary sources, we have been able to show that developing a particular trail network in highly urbanized area has enabled to change the understanding of the trail’s roles from as an amenity in an open space to as a pedestrian traffic route. Therefore, the trail network plan over the whole city was established. Especially in case of Dallas, the city has managed to implement the plan using rights-of-way of a rail company and power company.

Potential factors that have contributed to advanced population decline and ongoing corporate divestment in Osaka Prefecture’s tri-city metropolitan area include the shortage of industrial land in Osaka’s principal industrial zones and the fact that the expansion of urban areas in Osaka Prefecture have been restrained in comparison to national trends, creating an insufficient supply of housing land. In order to examine whether increasing housing supply through urban expansion and urban land use in urbanization control areas offer viable options as future land use policy measures, this report presents a summary and analysis of the positioning of urbanization control areas in Osaka’s Urban Planning Master Plan and other initiatives. The results of this study reveal that in districts that allow for the use of transport infrastructure (such as highway roadsides and the immediate environs of rail stations) in urbanization control areas, the proactive positioning of urban land use and the incorporation of areas designated for urbanization into urban planning initiatives offers the orientation of the "offensive" that can lead to economic revitalization.

The transformation of the Otemachi-Marunouchi-Yurakucho District during its recent large scale redevelopment has also witnessed a steady rise in cultural consumption. Drawing upon conditions for the realization of Hannigan’s (1998) ‘Fantasy City,’ this study identifies two enclaves of ‘heritization’ and ‘pedestrianization,’ and it examines the role played by cultural consumption in each district's spatial transformation. In the former enclave, cultural consumption has grown through the showcasing of local history, and in the latter, it has given rise to a more cosmopolitan space familiar to cities worldwide. Further study of the actors involved and of the relevant political and economic factors is needed to better understand the dynamic relationship between cultural consumption and urban transformation.

The reorganization of regional community is an urgent issue in the rural areas of Japan, from a variety of social factors, such as the declining birthrate and differing opinions of rural residents. These factors have influenced the rural environment greatly. In this paper, I propose the unification of many small rural communities in order to create a combined resource network to be used in natural disasters and other issues that affect the overall area. Although ownership is separate, the right to use the facilities is shared. In addition, I observed the following effect while monitoring a partnership between rural communities: (1) changes in managing boundaries in rural communities, (2) changes in communication for conservation activities, (3) citizens become more open-minded to new experiences.

This research is about understanding schools’ roles for maintaining communities in rural areas with low birth and high aging population rates. The survey is exploring the involvement of local residents into school’s management and understanding school facility usage as community base. Despite the inclusion of community spaces into school planning, many residents are reserved about using school for their daily activities, as they thought that school must be a place reserved only for education. On the other hand, even if many residents are not so active about using school facilities except festivals, they accept to be involved into school management and are attached to the school as part of their community. It is hard to conclude that schools can be considered as community base, but they plays a role in maintaining residents into one community. Further survey is needed to define the role of schools in community establishment and continued existence.

Under the Disaster Relief Act in Japan, public facilities are supposed to be used as the first choice for evacuation shelters at the time of disaster. Therefore, the cost of the space for evacuation shelters is considered free. However, at the time of recent major disasters such as the Great Hanshin Earthquake, a lot of private facilities were also used for evacuation due to short of accommodations. In Japan, earthquakes such as the Major Nankai Trough Earthquake and the Tokyo Inland earthquakes that require further space of mass evacuees including commuters stranded downtown due to suspension of transportation services homeward are currently concerned. In order to utilize private sector’s facilities widely, private sector’s effort to provide their facilities for evacuees should be properly recognized and appreciated by society. In this paper, the authors have presented an estimated cost of the space for evacuation shelters using the evacuation data in Kobe at the time of the Great Hanshin Earthquake.
