    Utsunomiya City is a front runner among candidates for introduction of a new LRT system aiming to create an attractive and sustainable city. In recent years, residents' preferences are increasingly reflected in the city planning process in Japan. Therefore, it is crucial to provide residents with appropriate information about LRT. This study is intended to examine the change of residents' consciousness in the face of better understanding about the future image of LRT. According to the field survey in Utsunomiya, it is clear that the improvement of residents' comprehension promotes attitude formation about pros and cons related to the planning of LRT. Therefore, it is very important to encourage better communications among various parties involved in the planning process to achieve a successful LRT project.

    Transit networks such as those of buses, subways, express buses, and regional railways have long served as the backbone of public transportation. In order for a transit network to attract more users, its efficiency or convenience, among other things, should be maintained at an acceptable level. Although there could be several ways to measure the efficiency or convenience of a transit network, this paper proposes the concept of connectivity, which quantifies how well or easily users can access from one point of a transit network to other points. In particular, this paper aims to develop a quantitative model for measuring the level of connectivity of a node of a transit network. By applying the model to subway networks in South Korea, we compute connectivity indexes of subway stations from which connectivity indexes of subway lines are also derived. The connectivity index of a subway line considering transfer is also calculated.

    This paper describes the models of fundamental characteristics for pedestrian flow movement. The actual data were investigated in Bangkok, Thailand. A sidewalk in the CBD in Bangkok is separated into six sub-sections in order to model the density-speed relationships. Nonlinear weights of instant density are assumed equal for each case for this study. The authors found that multi sub-sections analysis increase accuracy of speed-density-travel time relationship more than single section analysis but there is limitation of section separation. The final section of sidewalk does not give a significant impact on the speed of the whole section.

    The study focuses on the public transportation systems provided in three different cities: Singapore, Melbourne and Adelaide. Trip details and public transport systems' attributes were recorded in travel diaries. A comparative study was conducted to identify major similarities and characteristics of the public transport systems from the perspective of different user types namely: frequent travellers and first time users. It was found that after the second trips, most of the first time users were getting familiarized with, among others, the ticketing and routing systems. Qualitative evaluation of seven characteristics of public transport systems was undertaken. Elements such as routes, stations and platform identifications, feeder services coverage, number of transfer or interchanges, seamless transfer or interchanges experiences, single or integrated ticketing systems, existence of free city-circle services, complementary versus competitive feeder services and differences of completing trips for familiar routes or destinations compared to trips for unfamiliar routes or destinations were recorded, transcribed and assessed so as to distinguish the variations of trip making processes between first time users and frequent travellers.

    Passenger service time mainly depends on numbers of passenger boarding and alighting, and fare collection process. Understanding the impact of fare collection with multiple fare media helps to reduce the variation of passenger service time. This paper has attempted to study the effect of existence of multiple fare media for fare collection purpose on passenger service time. It is natural that the IC card payment and commuting passes consume least time for fare payment processing. However, when bus rider uses exact required coin, its marginal payment time is not significantly different with other fare media. Also, the predecessor's fare payment process has no significant effect over the follower's payment process. Thus, multiple fare media can embraces wide variety of users who can select fare media according to their ease and also supports implementation of complex fare policy including fare transfer policy.

    This paper compares the perception towards public transportation information system in selected cities. Two viewpoints, each from the first time users and frequent travellers were recorded in a likert-scale checklist. Audio and visual capturing of data about the system was conducted through voice recording and photo taking. A regression analysis has been conducted on a dependent variable which is the average scoring for accessibility and reliability of information system. Independent factors found to be significantly affecting user perception were whether users were frequent travelers, the proportion of distance travelled by public transport and the duration of non-stop travel by public transport.

    Recently evaluation of travel time reliability has become great concern in transportation planning. Many studies have analyzed travel time reliability so far and most of them focused on the reliability concerning road transports. Therefore, the reliability of railway service was analyzed in this study. It is thought that railway users recognize variability of travel time and decide their departure time in consideration of necessary spare time. Therefore, departure time decision of railway users in Tokyo metropolitan area was investigated in this study. Internet survey was conducted to prepare the data for analysis. Several factors which affect the length of spare time were extracted through the basic analysis. Regression model which can estimate the length of spare time was build. Model parameters were estimated by Markov Chain Monte Carlo simulation. Moreover, it is shown that consideration of user's heterogeneity concerning distribution of spare time is effective for the analysis.

    This paper reviews the current statutory and operational system of urban bus service and reports the impacts of the regulation system on the local bus market in five mega cities in Asia: Bangkok, Hanoi, Singapore, Tokyo, and Yangon. The bus-related laws/acts are collected through interviews with government officials in the cities. The results show that the definition of vehicle types, the fare regulations, responsibilities of public and private sectors, and the permission system of urban bus operation vary among the cities. Then, the paper proposes the Index of Market Intervention for Urban Bus with which the degree of market intervention by the government is evaluated in a given bus market. Finally, the paper presents the recommendations: the differentiation of regulation for small-sized vehicles from that for large-sized vehicles, the transparent decision-making process of fare setting in unstable markets, and the private management under the well-organized control of government.

    The article examines factors influencing behavioral responses to metro accessibility and proposes strategies for enhancing access behaviors, intentions, motivations, and actions of metro services in Bangkok Metropolitan Region, Thailand. Regression analysis identifies six influential factors regarding multidimensional aspects. The findings expand the knowledge on individual metro accessibility in real understanding of socioeconomic, temporal and psychological influences to improve sustainable access of such services. An importance-performance analysis technique was applied for policy design with a focus on long-term social sustainability in transportation. The policy analysis results suggested that Transit-Oriented Development application should be regarded as sustainability and importance of metro accessibility improvement strategies, on the basis of their high scores in evaluation process.

    The research focuses on the comparative analysis of three popular types of bus lane operation including roadside exclusive bus lane, bus priority lane and ordinary lane. The analysis is firstly conducted based on simulation tests in Paramics with assumed data about traffic arterial road and input parameters. Then, to evaluate the results, a case study is introduced. This case study is conducted in Nagaoka city at an urban street with a large number of buses going through and a high traffic volume. The results show that with the current traffic situation, once it is deployed, the bus priority lane type can help reduce by 1.2 sec for each passenger traveling on 500m long segment compared with the current ordinary lane type. Choosing the bus lane types in terms of travel time is also investigated in a sensitive relation with the main traffic volume and the number of passengers on the bus

    Evaluating urban public traffic network is a multi-criteria problem with interval numbers as eigenvalue indexes. Therefore, a variable fuzzy sets model for is proposed in this paper. In this model, the interval-number-based relative deference degree function is used to determine the relative degree and global relative membership degree firstly. Then the category eigenvalue is used to reflect the statement of urban public traffic. Finally, a case study is given by the proposed model. The results show that the proposed model is a reasonable and effective method for multi-criteria and interval-number evaluation problems.

    This study is an extension to a project that explores pedestrian behavior in Taiwan with an emphasis on impacts of socio-cultural attributes. Data collection for this study was carried out by conducting an interview questionnaire survey in four Taiwanese cities. The structural relationship among pedestrian attitudes and multiple variables was examined by using multiple correspondence analysis. The main purpose in this study is to use correspondence analysis to discover and visualize the structural relationship among attributes of citizens and pedestrian awareness and attitudes. The result shows that pedestrian awareness and attitudes are associated with stage of life and life style.

    This study analyzes paratransit drivers' stated job choice behavior under various policy interventions. First, the current profiles of four typical types of paratransit drivers (becak, ojek, bajaj, and angkot drivers) are clarified in Jabodetabek Metropolitan Area, Indonesia. Second, factors affecting their future driver job choices under policy interventions from social and environmental aspects were investigated based on a stated preference (SP) survey, conducted in 2010. In the SP survey, future driver jobs are assumed by considering salary level, employment opportunity, employment status, operation cost, subsidy for low-emission vehicles, vehicle fuel types, and so on. Third, direct evaluation of different factors on job choices were conducted by cross-tabulations. Dogit model was further applied to properly represent the captive job decision. The model estimation results confirmed that drivers are relatively captive to ojek and bajaj, and subsidy for low-emission vehicles is influential to drivers' stated job choices about ojek and bajaj.

    Bus Rapid Transit (BRT) is a high quality bus based on a transit system that delivers passengers in a fast and comfortable manner. The BRT also ensures effective urban mobility through the provision of segregated busways and a bus-only roadways infrastructure. However, most of the cities in Korea have already adopted railroads under the trunk roads. Also, because there is no available ground to construct a highway, cities must utilize existing highways. Therefore, this study will explore the possibility of the introduction of the BRT in the case of Busan. From the result of the exploration, it is possible to suggest which priority conditions should be considered in the early phase of BRT corridor selection. Also, it is possible to choose a corridor as a candidate BRT in Busan. Lastly, it is possible to construct a use demand model of a BRT from potential users and estimate the use probability.

    Small irregularities in service are leading to significant delays in the urban railway system of Tokyo, Japan, because the rail system is now operating very close to its capacity. The increase in train running time becomes the major cause during the later rush hours, which is longer than that of dwelling time. However, the case of the delay time increase due to an interaction between trains is not properly accounted. Therefore, this research formulated a train operation simulation model which reproduces the behavior of train operation taking into account the interaction between the trains. Using this simulation model, this study attempted to grasp an actual situation of train operation under the knock-on delay, and suggested a practically method to recover the knock-on delay earlier, which involves keeping the moderate separation between trains during running time.

    Abstract: HCMC is the largest city in Vietnam and the biggest industrial center. As such, HCMC is faced with various problems brought by rapid urban development such as traffic congestion, air pollution, high rate of traffic accidents, among others. There are some research studies has identified these problems along with solutions in order to improve urban traffic management. This study will focus on policy strategies to solve air pollution from transportation in HCMC. The aim is to increase the number of vehicles using alternative fuels in HCMC by 2020 and to encourage public buses plying in HCMC to run on LPG/CNG or electric energy. The paper suggests that aside from the development urban railway system, it is needed to study the possibility of establishing a trolley bus running on electric power.

    Abstract: Bus Rapid Transit system is one of the public transport facilities in Jakarta. This study use SERVQUAL, IPA, travel time and headway performance analysis. The methodologies of this study are direct observation, survey and interview to the passengers. Separated and dedicated lane for BRT is the key of the busway operation reliability, and it is proved by the fastest travel time and best headway in Corridor 1. Expectation of Transjakarta public service quality by operators and acceptance of public service quality by the society as end user, strengthen one another.The highest quality of service priority level found at the emphaty dimension, on the contrary the lowermost quality of service priority level present at tangible dimension.

    Many researches and foreign case studies have shown that the provision of amenities in public transportation facilities can help increase public transport ridership. However, the range of public transport terminal amenities is broad and diverse, such that it would be too costly and impractical to include all of them in any terminal, especially in the Philippine setting. Thus, a study was undertaken to determine the terminal conditions and amenities preferred by the trip makers, specifically those within the central business districts. Preferences of trip-makers to/from Makati CBD on up to 15 terminal amenities had been collected through on-site and email surveys. The data was processed and analyzed to identify some patterns or trends in these preferences which could help improve the planning of terminal facilities.

    This paper conducts a field survey with cameras at intersections to collect and analyze pedestrian walking speeds with one factor and multiple factors. Following regression analysis and factor identification, this paper also develops a prediction model for pedestrian walking speed. Results show that the mean speed of male adults is significantly higher than that of female adults in most cases. The mean walking speed of individual crossers is higher than the mean speeds of a group of two people or a group of three or more people. People walk faster on cold days, but slower on rainy days. People tend to increase their walking speed when walking across a wider street or an intersection without pedestrian control devices. In addition, regression analysis shows that the walking speed for pedestrians is significantly affected by the factors of sex, temperature, weather, number of lanes, signal type, and pedestrian phase length.

    In order to create a better and sustainable living environment, bicycle is an essential vehicle for greening transport. Cycling on sidewalks is an urban development pattern owing to the limitation of road width for motorized vehicle. This paper aims to develop a comprehensive assessment model of the Level of Quality of cycling on sidewalk. The classification of Level of Quality is built by Fuzzy Set Theory according to the perception of cyclists. The evaluation model is applied practically to evaluate the streets in Taipei city. The evaluation results show that the general situation for cycling on sidewalk is not good. A systematic improvement is needed. The model is then applicable for further application to evaluate and create the improvement countermeasure for bicycle.

    To provide high quality walking space for pedestrian is one of the most important measures to achieve a sustainable urban living environment. A good pedestrian space has to fulfill the multi-objective requirements of road users. Therefore, this paper presents a comprehensive assessment model for pedestrian space. The assessment model is established by using Fuzzy classification method based on a survey of pedestrian perception on service quality of pedestrian space in comparison with the field observed value of evaluation criteria. The assessment results using the model developed in this study are proven consistent with the perception of the pedestrian. The model is then practically useful. The model is applied to assess the streets in Taipei city center. The results reflex the sidewalk quality level in Taipei is needed to be improved. The model is then a useful tool to assess the quality of sidewalk.

    The purpose of the study is to develop a users' satisfaction model for a transit center complex. As the results of the study, we introduced the concept of sentimental transfer distance from the respects of users. Based on the sentimental transfer distance, we developed users' satisfaction evaluation model. This model advanced the old one by reflecting the effect of escalator. This study represents the methodology to evaluate the importance of the paths and to set satisfaction goal for each path. Because of this, it is possible to increase the effect of transit center complex development project. However, this study has a limitation in some ways. The model can be utilized easily to evaluate users' satisfaction and calculate transfer trips. But this model was developed using small samples. Therefore, it is recommended to study more in the future using many sample.

    Existing signal control strategies do not consider pedestrian flows in optimizing signal parameters, which may impose significant delays on pedestrians. This study aims to investigate the rationality and effectiveness of designing signal coordination for pedestrians. A Japanese numerical case study is analyzed. Field survey is conducted to collect the geometric characteristics, signal timings and vehicular traffic condition information. In a parallel approach, the performances of signal coordination for vehicular and pedestrian traffic are estimated by using the vehicular simulation tool Synchro/SimTraffic and the pedestrian simulation tool NOMAD. The results showed that the coordination for the major pedestrian flow led to a significant reduction in average delay (15%). Generally, it is concluded that the effectiveness of pedestrian signal coordination is not guaranteed but depends on the relationship between pedestrian platoon dispersion and the signal cycle length.

    This paper presents an evaluation of the electric jeepney as a means of public transport. The evaluation tackles different aspects such as technical features, environmental impacts, and social acceptability. Comparison with the conventional jeepney is made based on data from actual operations in Metro Manila. This study presents the outcomes of interview surveys conducted to examine the perception of the general public towards the e-jeepney as a mode of public transport. The study also takes a look at future development and programs geared towards improving the e-jeepneys. These are in response to the issues and concerns that are perceived to be obstacles in mainstreaming the e-jeepneys as a mode of public transport. The e-jeepney is presented as a viable mode of public transport and is contextualized along initiatives to improve public transportation in the country particularly in re-engineering the jeepney and transforming it into a sustainable transport mode.

    The skid resistance of asphalt concrete is highly influenced by the microtexture and macrotexture of pavement surface. It is believed that the microtexture and macrotexture are affected by the surface texture of pavement, which refers to the arrangement of aggregates and their aggregates characteristics. The objective of this study is to evaluate the effects of aggregate properties and its orientation on microtexture and macrotexture by using an image analysis technique. Test results reveal that texture values obtained through the use of an image analysis technique is highly sensitive to changes in microtexture. The aggregate types and their related properties which are polished stone value, angularity, and texture of aggregate significantly affect the microtexture whereas the macrotexture is considerably influenced by fineness modulus, angularity and texture.

    The purpose of this research is to compare two methods, that is Mechanistics and Semi Analytical in analyzes the flexible pavement structures of Indonesian toll road and to calculate the overlay thickness required, based on the deflection data using Falling Weight Deflectometer equipment. From the deflection data, Resilient Moduli in each layer can be determined by using the Mechanistics method, namely the Everseries Program. These results were then compared to the calculation results using the semi analytical method that is the AASHTO 1993. The result of Resilient Moduli in each layer shows that those values could identify the weakness layer in the pavement structure, indicated by the lower value of Moduli. The calculation using analytical method showed that the overlay needed was higher than that calculated by semi analytical method. This means that the analytical method could analyze the total deterioration generated in the pavement structure.

    Recently, natural disaster such as heavy snowfall and freezing rain may increase during winter due to unusual climate changes all around the world. In order to cope with these kinds of winter events, more scientific snow removal works, including road weather information system have been employed and even operated more than usual. However, there are few studies on identifying the relationship between weather and road surface temperature data in terms of road operation standpoints in Korea. Therefore, our studies have tried to demonstrate the impacts of weather conditions and topography on road surface temperature using a vehicle-mounted thermal mapping system. In addition, feasible utilization plans are suggested for winter maintenance.

    Traffic loading and volume are important parameters used in the analysis of the new pavement design and rehabilitated pavement. It has been widely accepted that Weigh-in-Motion (WIM) data can provide realistic traffic condition of the highways. This study presents the traffic characteristics collected from the WIM stations located on four national highways around the city of Bangkok. The traffic characteristics including axle load, axle spacing, number of axles etc. were accurately and simultaneously collected from WIM technology. The truck factors for HWY No. 2, 4, 304 (Suwintawong), and 304 (Bangpai) WIM stations were determined to be 1.5, 0.6, 6.1, and 1.0, respectively. The truck factor for HWY No. 304 (Suwintawong) WIM station was considerably high due to a number of overweighed two-axle and four-tire single-unit trucks.

    Option evaluation systems (OESs) have been widely recognized as a powerful means for investigating such policies of optimal pavement preservation for road networks in various situations. OESs, however, entail exogenously specified alternatives of pavement preservation. Hiep (2009) generalized the combined optimization- simulation methodology (GCOSM) for finding optimal maintenance strategies without relying on user specified options, taking into account of various treatments including resealing, overlay and reconstruction. Based on GCOSM, the objective of the paper is to propose an approach to investigating optimal pavement preservation strategies (OPPSs) for a national road network in a systematic manner. The HDM-4 system is employed as an OES in the study for Vietnamese national road network. The findings may provide a guideline for highway agencies in better applying the appropriate maintenance work based on site surveys in terms of pavement conditions and traffic situations with regard in saving the total transport costs to the society.

    Highway agencies are collecting an enormous amount of pavement condition data and have to face constantly the laborious task of ensuring its completeness and accuracy. Traditionally, most data-quality studies are focused on ensuring the accuracy and precision of delivered pavement condition data and little attention has been paid to ensure that the data is of high integrity. This paper proposes the use of information management concepts to investigate the integrity of a delivered pavement condition database. A set of performance metrics is developed to assess data integrity from both macroscopic and microscopic perspectives. Using these metrics, a quality assurance framework is proposed to test for data integrity before accepting the database for use in the pavement management system. Through the use of a case study, the applicability of the developed quality assurance procedure is demonstrated.
