    Energy is indispensable to our daily life. That's why energy policy plays an essential role in our economic and social activity. The issues of energy policy in Japan have been changing according to changes in the economic environment. To supply energy was the top priority just after the War, and it was taken the place of by energy conservation and diversification after the oil crises in 1970s. Economic efficiency in energy market was on top of the agenda in 1980s and the climate change became one of the important issues after 1990s. The present principles in Japan's energy policy are energy security, climate change and market mechanism. The government is going to promote policy to countermeasure climate change such as cap-and-trade, feed-in tariffs and carbon tax. But GHG reduction target (25% reduction against the level of 1990 by 2020) is vague and the vagueness confuses the domestic discussion. It is necessary to make long-term strategies, not short-term visions, to be able to contribute to both the global warming prevention and the sustainable economic growth.

    Many nuclear power plants are in the planning stage throughout the world today, as the fossil power plants utilizing coal or petroleum are restrained because of world energy and environmental aspect. And furthermore, nuclear power plants are now strongly expected to be safer and more reliable operation.
    From the view point of preventing faculty failure, it is very important to manage the preservation of aged polymers that are used in many components as domestic nuclear power plants prolonged their operation years.
    This paper reviews some results of confirmation tests and ways of quality management for the functional rubber and plastic materials that are used in several components of nuclear power plants.

    Although photovoltaic industry rapidly grows, cost reduction is the most important issue for spread of photovoltaics. Various technical issues for crystalline or thin-film Si solar cells and modules will be discussed in detail. Those for compound thin-film such as Cu-In-Ga-Se (CIGS), dye-sensitized and organic thin-film solar cells will be also introduced. Reduction for Si use is key technology for cost reduction of crystalline Si solar cells. Various methods are developed for improved properties of thinner wafer crystalline Si solar cells. Large-area and high rate deposition of microcrystalline Si films are key technology for multi-junction thin-film Si solar cells. Various polymer materials are used in module-formation processes and those polymer materials determine the reliability of modules. New type solar cells such as CIGS, dye-sensitized and organic thin-film ones are of course necessary for dramatic cost reduction of photovoltaics.

    Although rubber expansion joint has been used in a variety of field in abroad before World War II, its production in Japan began after the war. Since then, the rubber expansion joints have been recognized to be one of the most important modules to support power plants which have been necessary for economical renovation. Other rubber lined products such as pipes and valves are also often used for power plants utilizing the chemical stability and elasticity of the rubber. In this review, practical usage of rubber expansion joints and rubber-lined modules used in power plants is described.

    This report introduces the feature and the technology trends of rubber cables for power generation plants and the transmission and distribution of electricity. In nuclear power plants, the radiation resistant ethylene-propylene rubber cable is used and requested longer service life, 60-80 years, for the purpose of plant life extension. In wind power plants, high voltage cable is used and required superior low temperature distortion resistance.
    The cables in photovoltaic power module demand the weather resistance, especially ultra-violet resistance. Halogen-free polyolefin and ethylene-propylene rubber are used. In the field of the transmission and distribution of electricity, rubber block joint is used to connect power cables, which utilizes the rubber elasticity. Ethylene-propylene rubber and silicone rubber are used in this application and it is requested to achieve both high dielectric breakdown strength, good workability which means cold shrinkable property around –40 °C, and relatively low cost.
