    Japanese National Colleges of Maritime Technology (Kosen) have long faced structural vulnerabilities stemming from high operating costs and sensitivity to national policy shifts. This study examines how five colleges survived repeated crises by strategically redefining their organizational identities. Historical analysis identifies two pre-war survival models: a Public and Regional Cooperation-Based Model rooted in community mobilization, and a Specific Resource and Political Capital Mobilization Model exemplified by Hiroshima and Yuge. The 1980s restructuring is interpreted as a “dual strategy” in which colleges grafted engineering fields onto maritime education to build a dual organizational structure as a risk-hedging mechanism. The findings show that the shift from individual survival tactics to coordinated inter-college strategies offers insights for contemporary higher education institutions facing demographic decline and structural pressures.

  • From Increased Input to Productive Vocabulary

    This study examines how inteigrating extensive reading (ER) with oral and expressive reading aloud affects the speaking proficiency of Japanese EFL junior high learners. Although the value of output is widely recognized, instructional models that link input and output in EFL settings remain limited. Ten students participated in a program combining ER with output activities focusing on prosody and delivery. Speaking performance was assessed through pre- and post-intervention retelling tasks and analyzed for Complexity, Accuracy, and Fluency using automated speech evaluation and text-based indices. Results showed significant gains in fluency, grammar, and vocabulary, as well as increased use of extra-textual vocabulary, suggesting that receptive vocabulary from ER was internalized as productive vocabulary. Qualitative analyses revealed self-monitoring and self-correction, while questionnaire data indicated growing learner autonomy and metacognitive awareness of skill transfer between reading and speaking. These findings highlight the potential of integrating ER with expressive oral reading in EFL classrooms.

    Aiming to utilize food waste in Japan, particularly non-standard citrus fruits that occur on Osakikamijima Island, a new student-led brand called " Kamijima Bijou " was launched and commercialized as orangettes. This research examines the validity of product development and distribution models using non-standard citrus fruits, the ripple effects on the local economy, and its significance as a practical implementation of the SDGs. Sales results and surveys have shown that the brand has been well received, especially among young people, and it has also been confirmed that social media dissemination contributes to the formation of a local brand. However, issues remain, such as production constraints due to the seasonality of citrus fruits, production systems, administrative procedures, and securing sales locations, and the establishment of a system for sustainable operation is required.

     This paper examines the necessity of financial knowledge and the educational effects of the " Modern Business " financial education course at Hiroshima National College of Maritime Technology. A wide range of topics, from taxes and pensions to investments, loans, and fraud prevention, were systematically provided through lectures by experts and review by faculty. As a result, students understood the content and evaluated it as useful for the future. The practical perspective of the external lecturer increased motivation to learn and contributed to improving financial literacy. However, issues such as long-term retention of knowledge, continuous learning, and updating of faculty knowledge were pointed out.

    Internship recruitment guidelines and job postings provided to our school have traditionally been paper-based and stored in thick files, making it difficult for students to efficiently locate companies of interest. To address this issue, the development of an electronic management system requires both a structured database and a user-friendly interface. In this paper, we describe the development of an electronic system for managing internship recruitment guidelines and job postings. The system includes an administrative registration interface, a database for information management, and a user search interface. In addition, Microsoft 365 cloud applications are also utilized as the system infrastructure.
