    At the coastal area without bridges, vessels are the only means to transport people and goods. It is necessary to prepare a measures using the vessels for a wide-scale disaster such as Nankai Trough Earthquake. In order to make a best possible use of transportation performance of the vessels in a disaster, “A matching system between vessels and port facilities using mobile phones” is developed. A pilot program to review whether the system is practical and the findings are reported in this paper.

    There are many small islands in Japan. Almost all of these islands have suffered from depopulation and population ageing. This situation has caused various problems. The problem relating to public transportation is one of most important things. Especially, the users of sea lines that run between these islands and the mainland have been decreasing and some of them are operated in deficit. Akitsu-Ferry Line, which runs between the Osaki-Kamijima Island and the mainland and is the target of this study, had also fallen into deficit previously because of decrease in its users. In this study, Attitude of its users toward the line is analyzed in order to reveal its actual use situation and the users’ opinion on the fare, the number of services and so on, based on a questionnaire survey to its users that we carried out.

    Energy problem is related to the various fields of society, this is a problem that gives a big impact on global warming. In Europe, in order to realize a low-carbon society, and develop a power generation system that does not rely on nuclear power, with a focus on renewable energies, it has been constructed for the new power supply system. In Japan, although renewable energy is to be noted, still rely a lot on conventional power generation systems, such as thermal power generation and nuclear power generation, path to a low-carbon society in the current situation is not attached is there. This paper describes an overview on past efforts, and proposes an education program for realizing a comprehensive, systematic learning on energy and environmental issues.

    The colleges which have a maritime department have held the project that makes maritime human resources for four years. The project has some programs and it has a English training program for teachers. It have been held at the Kauai Community College in Hawaii. Four teachers belonging to Hiroshima college have participated in it. We report an outline of the program.

    As being part of the COC programs of Institute of Technology, Hiroshima, an inspection was carried out on the actual condition as well as the collections of Local Museum of History and Culture in Osaki-cho. This paper shows the result of this inspection and clarifies the characteristics of our museum, and the issues to solve it is facing now. As a result, these following things comes to be clear : it is really necessary to get more space for display and storage, and one or more staff as curator(s) to classify a large amount of collections. Besides, more manpower is needed to move heavy articles. Finally, the museum has the possibility of serving as a lifelong education center.

    The purpose of this study was relationships between the efforts of outdoor education in physical education. We have reported that one of our projects in the center of community was doing an outdoor education in physical education classes. A cruising experience was using in a physical education class per a class. We conducted a questionnaire about the cruising experience. As results of this study, more than 80% of all students understood the learning content and met the learning target. Also, the other analysis found that about 90% of their all responses showed this cruising experience related to making a unique college. This study found out efforts of outdoor education which marine sports, especially, cruising experience, was using in our physical education classes.

    The purpose of our study is to evaluate a possibility of adaptation on precise velocity measurement with GPS carrier phase for the ship’s Speed and Distance Measurement Equipment (SDME). And also we propose to apply velocity as input sensor to a decision-support and guidance system aiming to provide accurate velocity information to the officer in charge of Ship To Ship (STS) operation. This paper introduces that optimization of satellite combination on velocity measurement with GPS carrier phase.

    In this study, it was searching for that the problem of training ship maintenance and management system about national institute of technology, and economical advantage of one ship managing by multiple schools. It was possible to carry out that the cost reduction and rarefied education by the big one ship service compared with three ship service by three school. It was possible to reduce the cost and manage efficiently by using the training ship on the national institute of technology. It was also possible to reduce significantly by exploiting ship management consultant while managing ships.

    In the mid-night of blackout at the Great East Japan Earthquake, it is said that the people ashore watched the bright lights offshore emitted by more than 50 ships that escaped from tsunami. In Japan with broad coastal area, it is anticipated that a wide-scale earthquake of a seismic intensity of 6 or more such as the Nankai Earthquake could happen with probability of 70% in the next 30 years, and would take more than 2 weeks to restore the damaged power infrastructure. On the contrary, the fuel for the in-house power generation at the governmental facilities and hospitals lasts only for 3 days on average. It is socially significant to supply power to the shore facilities using the ship power system. This paper reports a basic review regarding the use of ship power at a disaster.

    We described that we had observed the environment of the costal seawater using CTD profiler. This executed research as a part of the studies of the students. The research places are the Hiroshima Bay and the coastal area of Oosaki-Kamijima. These students were able to recognize the local environment where themselves lived in.

    When a large-scale disaster have occurred the island damage (a power outage or water outages, etc.) to the infrastructure is huge, and first aid is apt to delay. After the disaster by focusing on the often a ship to be forced to anchoring of outside the port, in this study, the land power supply system using the vessel at anchor the ship that do not use the quay is presented.

    One of the authors have developed a software called DSS which supports the sequence of operation of numerically solving the motion equation and displaying the analytical results graphically. DSS can deal with problems where the motion equation can be described in second order ordinary differential equation, with maximum of six analysis variables. DSS has three modes which are new analysis use mode, demonstration use mode and experimental device use mode. New analysis use mode does not yet have a motion equation described, and it could be used when the user wishes to conduct simulation for a specific purpose. Demonstration use mode already has motion equations described in it, and has 35 examples of kinetic problems (from basic to advanced problems) prepared. Experimental device use mode has 13 vibration problems corresponding to the experimental devices prepared. In this paper, the outline of DSS is described first. Next, a learning program for motion and vibration is proposed by using it. Finally, as an example, vibration phenomenon of three storey structure is simulated by using DSS.

    In learning the issue of vibration, it is important to know the essence of the various problems in resonance, natural frequency, natural vibration mode, and so on. However, it is really very hard to understand these phenomena. So, we started to develop the experimental equipment for the purpose of observing the vibration of mechanical systems. In the previous study, we developed the horizontal and vertical shaking tables respectively. In this study, ten vibration objects were made for the shaking tables. By using these objects, we clearly observed the resonances and natural vibration modes respectively.

    We demonstrate a simple solution of Kirchhoff’s equations under the restricted conditions. It is shown that n variables simultaneous linear equations reduce to a set of one variable equation.

    Risk-based maintenance (RBM) means that maintenance will be done according to the risk evaluation result, which is calculated by the probability of failure and the consequence analysis. RBM is often applied to some plants (oil refining plant, chemical plant etc...), but still few applied to vessels. IMC developed the RBM software for vessels in order to apply RBM to ship management, but the RBM calculation method and result is not enough to be verified. Therefore, we apply RBM to Hiroshima-Maru, and improve the RBM calculation method and result. In the future, we aim at the practical use of the RBM for vessels.

    This paper proposes a way of reducing the number of colors contained in a JPEG image and remove block noise at the same time. The main purpose of this research is converting a kind of color images, such as Tokyo Metro map, to gray scale ones. When a color image is converted to gray scale one, two different colors are not always converted to different gray levels because of the small number of possible levels in the gray scale image. When the number of colors in a color image is appropriately small, we can assign different gray level for each color then convert it to gray scale image without any information loss. However JPEG images usually contain noise, so called block noise. In this case, before converting, we have to remove noise and reduce the number of colors.
