Members who driving the innovative business are required to discover and define problems from collected primary sources on their fields. Nevertheless the skills for discovering and defining are depended on the personal experiences and problem consciousness, the project studies and the PBL etc. which are for engineering education at the universities mostly focus on the skills for solving problems. In this study, we proposed the method of collecting primary sources with consciousness of decoupling both primary sources and interpretation, for field studies of discovering the problem. Under the nsideration of the relationship with Profiling management of P2M, we discussed the usefulness of the method through the trial experiment.

Cost reduction is indispensable to strengthen competitiveness of companies. To make it happen, it is important to improve productivity by energy reduction and labor saving, but usually the companiesrelyon “Gemba”, there factories and working sites, to implement it. When the company’s orderis cost reduction by outsourcing, manufacturing sites may be confused by luck of their experience normanual ,and they will be obliged to confront difficulties while learning by trial and error .To solve this situation, it is required to produce the situation by contriving the method that suits each sites, redefining the mission ,and utilizing the capability of production sites. To enhance the capability, the program manager who can grasp the current situation and propose new hypothesis are needed. This report is written as preliminary study on the role and necessary action of the program manager who would maximize the capability of production sites to enhance companies’ competitiveness.

Conventional, IT system development organizations have selectively utilized the two techniques: plan-driven method in which requirements are defined and baselined in early phase of the project and agile method which is based on iterative development. Recently, the research articles that reported a hybrid approach that uses plan-driven and agile method together have been on the rise. However, few theoretical studies have investigated the contextual conditions that illustrates a better fit for hybrid approach, called effective area. This research is aimed to provide an analysis model of hybrid approach by evaluating project characteristics and iteration development strategy. Our model and numerical simulations present that a hybrid approach should be fit with wider context of project characteristics than the agile method. By investigating the effective area with multiple parameters, this research would contribute to a growing literature of hybrid approach and a methodology for project manager or project management office to choose hybrid approach appropriately. Furthermore, this paper introduces a discussion of the management methodology in the Scheme-System-Service (3S) model of the Japanese Project and Program management (P2M) studies, where very few studies have suggested the management methodologies of the hybrid approach.

In the journals of International Association of Project and Program Management, there are preceding studies about the importance and necessity of program approach in Japan’s ODA activities. JICA, the agency responsible for Japan’s ODA, also issues “JICA Project Management Handbook” and introduces how to deal with ODA programs. In this thesis, based on the preceding studies and JICA’s approaches, a method of universal and effective method of profiling of ODA programs, based on the effective application of logic model, is proposed by studying an actual ODA project in which the author is involved in Bangladesh. The procedure of program formulation is clarified and also the tips to increase the possibility of realization of the program are introduced. More concretely, feasibility of realization the program was increased by formulating the program in a technical cooperation project and giving it the status of national strategy.

With an aging population there are increasing demands on Functional Recovery Care (F.R.C) for the patients requiring nursing care, in other words can patients start taking care of themselves. Family members and other care givers as well as patients also want to see patients become more independent. In this study we evaluated independent nurses and care staff who took care of patients who needed Functional Recovery Care (especially walking support) at the beginning stage. We also analyzed the service value and the QCD (Q= quality, C= cost D = deliver time). We came to the conclusion that the nurses and care staff were (and still are) unable to provide sufficient Functional Recovery Care due to inadequate education and a lack of training. Based on this investigation and these results, we are planning to develop an effective education service for Functional Recovery Care staff. This service is based on the P2M framework. In the project management knowledge, there are the easy one to make to explicit knowledge and the difficult one. For example, making the knowledge of quantitative management process to explicit knowledge is relatively easy. However, as for the predicting risk or handling problems, it is difficult to make explicit because most of them are tacit knowledge acquired through experience. So, it is difficult to transfer implicit knowledge. The challenge to apply AI (Artificial Intelligence) to the project management has been started. In this research, knowledge classification model for project management of software development is proposed. The knowledge is classified by the viewpoint that AI can substitute or supplement the project management activity. The model can be used for utilizing the AI and transferring the knowledge. Some case studies for applying AI to project management are shown which utilize the knowledge classification model.

Social Innovation is created with the state of arts Information Communication Technology and Internet of Things as Industry 4.0. The huge change of social environment occurs suddenly. So the top management cannot assume ”ambiguous overall mission”. Different industries create Social Innovation that can respond to future social needs and individual solution. Finally conventional management and business will be lost. We are finding many cases that social environment overtakes existing company.
Successful experienced top management cannot assume ”ambiguous overall mission”.
But in order to embody Social Innovation, the counter measures of P2M theory to work effectively for Social Innovation is necessary. Before applying the P2M Scheme model especially for Social Innovation, we had better construct “Pre-scheme model”. The “Pre-scheme model” can obviously convince the top management of bottom-up proposal of Social Innovation. As a result, the top management can issue ”ambiguous overall mission”.
In this paper with showing some case study, I will propose the effectiveness of “Pre-scheme model” for Social Innovation and the proposition of the integrated management for constructing “Pre-scheme model” with existing 3SModel.

In Japan, in the face of situations such as a decrease in the productive age population accompanying the declining birthrate and the aging of the birthrate, diversification of working styles, etc., we are working to improve productivity, create an environment where employment opportunities can expand, Has been advanced. In such circumstances, we think that the role of human resources service industry, which realizes the mobilization of human resources, becomes increasingly important.
However, in the human resources service industry, there are few experts with sufficient experience and skills, and even if we rapidly advance human resource development, we recognize that it is a situation not supplementing the shortfall.
Therefore, in this paper, we show the effectiveness of the P2M theory in the approach using the artificial intelligence technology applied to the situation of the shortage of experts in the human resources service industry, and show the effectiveness of the P2M theory in the effort and show artificial intelligence Discuss the effectiveness of the technology.

LPWA alliances in the IoT business are ecosystems that are consisted of telecommunications companies as keystone companies, and device manufacturers as niche companies, because the networks that can be used are limited by the communication method. In order to create customer value in the IoT business, product capabilities of device manufacturers as niche companies are important key factors. However, since the communication method is selectable for the device manufacturers, it is decisive how a telecommunications company as a keystone company can attract device manufacturers.
In this paper we propose that both parties utilize program management to collaborate and promote value creation, in order to maintain autonomous and smooth relationship and to demonstrate maximum effect as an alliance. Especially it is effective to utilize platform management for LPWA alliance. We discuss about Kyocera Communication System Co., Ltd. (KCCS) which develops Sigfox alliance in Japan as an example.

Most companies need to create not only existing services’ improvements but also breakthrough services. At the same time, designers are required to propose ideas and schemes of new services.
In order to launch projects form ideas, the inventor must have visions of the ideas clearly to present the attractions of the proposal to various people and show the meaning to make the projects.
In this paper, we attempted to trial experiments to introspect and clarify to improve idea transmission ability the visions of ideas by using the Inverted Triangle, a writing support tool used in elementary school English education in the United States.
The results show the tendencies to improve in both subjective evaluation and objective evaluation.

The aim of the collaborative research program “W-BRIDGE” is to design, implement, and develop environmental activity models. W-BRIDGE has discovered various environmental projects through public invitation. By supporting these projects, W-BRIDGE builds models that can be widely implemented in society. In order to solve environmental problems with low economical rationality, the projects involved in W-BRIDGE focus on environmental as much as economical issues. A Co-design approach is taken in the process, which means the projects are improved and transformed from the initial proposals to be more effective and practical models. This report analyzes the effects of the Co-design approach implemented through these projects over the past 10 years.

Program management is expected to manage the created values by past projects to take over to launching projects and on-going projects in the program. However, most of the continuity values created by the project (knowledge, rules, skills, experience, etc.) are intangible. Therefore, these values are accumulated in the individual's brain involved in the project. The authors recognize the connecting network among the multiple virtual spaces as Itami's 'Ba.' The project value-succession under program management should be to transform the project values to the fundamental elements of the ‘Ba’ (agenda, semantic interpretation code, information carrier, solidarity desire) and to hand over the transformed project values to other project organizations. In this paper, the authors discussed and described the structure and process of this value transformation.

In this paper, my research considers the feasibility of support functions especially utilizing the ICT in the value indicator management of the platform promoting diverse and wide-ranging program activities. First, this paper shows the schematic design of ”Internet of Program Management (IoPM)”. And as one of its elements, examined the program evaluation indicators, objectives, and the functions required for management utilizing them based on the statistical analysis of the various actual values of the new product development in 250 major companies. As a result, revealed are 18 items out of the 33 performance indicators candidates showed a distribution that can be analyzed by the Factor analysis, ”profitability of new products” is the objective variable as ”Key Performance Indicator (KPI)” that suitable for the mathematically extracting ”Key Goal Indicator (KGI)”, and ”patent registration success rate” was the only KPI as plan and evaluate in the product development process that positively correlated with ”profit ratio of the new product”. These suggest that can be implemented the support function for choosing a program planning and evaluation indicator using Factor analysis, but there is a need to a human intervene to setting target value of each indicator in order to support the value indicator management by utilizing ICT.

The authors, in our previous paper, have discussed the framework for achieving the corporate vision and, however, do not describe concrete solutions to the project value succession problem that is caused that projects have the time of the specified period. In the future, for developing this research into a program engineering, a management methodology for ensuring the project value succession should be proposed and discussed specifically from the relationship between the customer viewpoint (project organization) and the internal process viewpoint (functional department). In addition, as an illustrative example of Japanese engineering companies, a role of the project organizations and functional departments on the project value succession in the company discussed and tried to explain the proposed methodology.
