This paper is to introduce why P2M was born in Japan but will be eligible to international community. P2M was born in the late 1990s in a process how to breakthrough plant and machinery industries and engineering companies which were placed in difficult situation despite their relatively superior technology and engineering capability. That is why the Japan-based project management which only deals with an individual project in case of the U.S.-born PMBOK, linked logically to the group of projects, or program, making project and program management. Similar situation may exist in the continental Europe and other areas, Asia in particular. It may well be implanted in such area like Asia in accordance with Economic Partnership Agreement between Japan and ASEAN countries, etc. Academic contacts with many international business school seeking new lecture contents will make fruits both P2M stakeholders and them. Also, of vital importance is to deploy IP strategy as much as possible in the future integrated P2M operation world-wide.

Under this circumstances, the organization of the company has tendency to change from hierarchical and steady form to flexible and horizontal form. Especially innovative firm or market oriented firm need to change toward such form. Project organization is one of the structure to respond with this movement. This paper proposes a method of research and development management for information technology service providers, taking account of the types of service provided. It identifies research items to which the R & D division should contribute at each part of the value chain in an information technology service enterprise. It then shows how to make a strategic map of the R & D division which is harmonized with the corporate strategy. Furthermore, it shows an example of the evaluation index and goals of the research themes used to manage both short-term development themes and long-term research themes simultaneously. The paper finally shows that the framework of the Project & Program Balanced Scorecard is effective for R & D management in information technology service providers.

In this paper, the authors would like to institute roles of the program management in the area of the collaboration business domain. After collaborated enterprise project management is defined using a collaborating model for organizing a structure, several research themes are presented. Man creates institution or "shikumi" to achieve objectives by organized activity. Localized culture is densely reflected to shikumi framework. At any levels of state, society, community, and enterprise, rules are enacted in forms of laws, policies, regulation to effectuate a variety of institutionalized framing or "shikumidukuri" activities to accomplish mission and purpose. An excellent knowledge framework of project management in the West has been penetrated in Japan for "closed system building execution" which more or less overlaps its conception. Nevertheless, complying with rising needs of solution in managerial undertakings, open system approach, and a holistic harnessing by constructivism are indispensable for paradigm breakthrough. Contrary to its original context of artificial systems construction, projects give not a little rise to such frictions and conflicts as environmental contamination, man made disaster, and poverty gaps. A novel type of "Shikumizukuri" shall place a top priority issue to a harmonized holism conception. Program management offers pragmatic approach from mission orientation to future reality by developing plural project models, which invite you the challenging research arena.
