Man creates institution or "shikumi" to achieve objectives by organized activity. Localized culture is densely reflected to shikumi framework. At any levels of state, society, community, and enterprise, rules are enacted in forms of laws, policies, regulation to effectuate a variety of institutionalized framing or "shikumidukuri" activities to accomplish mission and purpose. An excellent knowledge framework of project management in the West has been penetrated in Japan for "closed system building execution" which more or less overlaps its conception. Nevertheless, complying with rising needs of solution in managerial undertakings, open system approach, and a holistic harnessing by constructivism are indispensable for paradigm breakthrough. Contrary to its original context of artificial systems construction, projects give not a little rise to such frictions and conflicts as environmental contamination, man made disaster, and poverty gaps. A novel type of "Shikumizukuri" shall place a top priority issue to a harmonized holism conception. Program management offers pragmatic approach from mission orientation to future reality by developing plural project models, which invite you the challenging research arena.
