    P2M is a methodology to inquire solutions to social issues of high hurdles in terms of the holistic harmony. The essence lies in the unique management to sharing of social, environmental and economic values. By profiling the ideality for the purpose, parallel sets of the issues and solutions are emerged in the tracking process in short and long ranges time horizon to break through the sets problems of multiplicity and uncertainty. In the midst of the national concerns and pros and cons of the participation to Trans-Pacific Strategic Economic Partnership Agreement (TPP), the government administration formulates the sixth industrialization plan to positioning it to the next generation industry for implementation. This paper focuses the commonality in the context of value creation to prove effectiveness and thereafter, keys and implications are envisaged to nature symbiotic industry evolution.

    The authors have reported the product innovation methodology referenced for evolutionary game theory focusing on the evolutionarily innovation for value creation model based on standard project model in the previous paper. The connection management methodology between 3S models in business life cycle is explained regarding driver and event in cycling project cycle. The program is related to strategic states regarding present, future, and environment of evolutionary game theory and a qualitative method of determining directions using indeces in the product innovation cycle is presented as a methodology to manage them.

    In these days, customer needs have been diversifying due to the advent of real knowledge society. Product in the manufacturing industry is becoming a composite artifact of "Mono" (object) and "Koto" (service) that includes surrounding contents of "Mono" and "Koto". Therefore, manufacturing has come to be requested to expand its product developing processes (coverage by the scheme and system project model) for evaluation the customer usage of the said product (coverage of service project model). In this paper, the authors propose a services support and management methodology based on a product concept development.

    To lead a project to a successful conclusion, smooth communication in an organized team, is important. In this paper, in order to make the project organization perform smoothly, the goal-sharing management system is proposed, in which goal sharing, division and coordination of labor, and communication are taken into consideration. Above mentioned goal sharing management system are implemented, in which team members can share their goals and goals of the project organization. "Sharing goal" described in this study means a comprehensive one that involves not only the goal of the entire project team, but each member's goals within a team. As a result, smooth communication and further increasing motivation to achieve goals within the team, are expected.

    In a corporate innovation program, the alignment of required technologies and available human resources is the key part of the corporate reengineering. In the previous work, the authors have presented the successful implication of the widely used "Pinch Technology" to the technology and human resource management. It is expected that the elimination of the "Pinch Point" would disclose the human resource development strategy. This paper is concerned that an acceptable framework of human resource alignment for business innovation program and the way of visualizing the work sink and work source as a practical methodology. An illustrative example is also presented based on the actual corporate innovation.

    Growth of internet led to develop prosperous global market. Most winners in the market exploited distinguished capabilities of IC Technology, such as communication capability with people all over the world without any money. Unfortunately, investments of ICT system in most companies could not achieve good results. IAP2M set up study group named Fusion of Business and ICT in applying P2M method, and obtained several factors in order to solve the problems. The biggest problem is that most top managements still believed the past success. They could not understand sense of new consumers in current global market. At the same time, they could not realize capability for their business development by ICT system. Our group submits some solution and inform how to convey business requirement for ICT system construction.

    For projects, including organizational reform, to be successful, it is essential that CEOs exercise strong leadership and that program managers carry out their roles effectively at both the strategic planning stage and the goal-oriented performance stage. In general, program managers can be trained through experiences in various authentic projects. However, in the case of engineer-oriented companies, the technical engineering skills of program managers tend to be given a higher priority than their management skills. In order to cope with this lack of the opportunity, training can be helpful if it provides program managers with chances to simulate and solve realistic problems. This paper shows that actual issue-based training involving discussion in mixed groups consisting of engineering experts, staff members, and program managers is effective in enhancing both "active followership" (understanding and actively supporting a superior's goals) and leadership. This type of training can substitute for a lack of authentic experience as program managers and can help project managers to develop their management skills.

    This paper proposes the framework, outputs, and tools of acquisition value and target Quality, cost, and delivery which were drawn by the conceptual phase in operating reform which realizes management strategy, and the information system development which supports it. It shows the framework for from a scheme model to a system model and a service model based on Japanese version project & program management (P2M) and 3S-model, then shows its outputs, and tools of acquisition value and target QCD were drawn by the conceptual phase. Furthermore, it shows a case study on the effectiveness of the framework and outputs based on an actual Project.

    By the change activities to the structure of value creation, the primary aim of project activities has a case where a target result is not obtained at the beginning, in IT project, although the evaluation is a product, and not output but the result of the project itself. It is a cause that the system introduction itself serves as the purpose, it forgets acquisition of the result at the concept time and value acquisition, and chooses an easy realization measure. When implementing a solution package, a correspondence function is sorted out through the process of a fit & gap based on a functional list, but rational judgment is important for the priority attachment. The example of the project was promoted towards result acquisition is discussed.

    We propose a concept of translational program and project management. Translational research is used in medical sciences for bridging multi stakeholders between basic sciences and clinical medicine. Systems sciences also focus on bridging different disciplines. In this paper we introduce the concept of translational program & project management (TP2M) for social architecture design depending on translational systems sciences and agent based modeling.

    We propose bookkeeping by 2n-th entry, in which n pairs of double bookkeeping is done from n viewpoints. It uses exchange algebra. It can be used to control the foreign currency risks, which have much influence on the value management of projects. Foreign exchange accounting is examined, using the case in which one currency is influenced by inflation and another isn't. We show that the bookkeeping using exchange rate of the end of accounting period and putting exchange gain or loss till the end of accounting period is useful and possible. It enables the consistency of multi-currency bookkeeping.

    In this paper, we consider the control of economic policy as the program management. Composite Index is very important for the estimation of business trend. It is calculated by integrating index reflecting economic conditions like production and employment. New detection method of outliers was introduced on 2004, when the tax revenue moved far apart from the business trend. In the period of Lehman's fall, this method unexpectedly judges the value outlier and makes mistake in dealing the values. We propose another method of judging outliers against this problem.

    JMTDR (Japan Medical Disaster Relief Team) is dispatched when large-scaled disaster occurs anywhere in the world in response to a request from a disaster affected country to support its emergent relief activity. Each Member is registered to JICA (Japan International Cooperation Agency) as a volunteer and a team is organized in each case with a consideration of expertise, etc. of constituent members to meet the needs of the situation in the disaster affected area. The proper preparation and its mechanism to secure total capacity of a team no matter whom are selected as members are required to bring the best of an extemporaneously-formed team in the field to achieve a mission just through short-term and concentrative activities. The framework with a series of activities formed for JMTDR is functioning well as a platform building up total capacity. I would like to propose a model for platform consisting of volunteers formed to attain a specific mission analyzing successful factors of JMTDR in this paper.

    In the previous works [1][2], the authors discussed a methodology for sustainable business lifecycle development and proposed a fundamental framework for creating improvement and innovation projects based on the 3S (Scheme, System and Service) project models. Based on the framework, the latest paper presented so-called "Dynamic Evolutionary Approach" with practical implementations for new product development project and product defects eradication project. Human resources who comprehend the P2M concept are the key factor to implement and extend Dynamic Evolutionary Approach. In this paper, the authors point out problems of traditional OJT for developing human resources for this approach and propose a new "P2M-OJT" methodology. A actual case is also presented to understand and evaluate this methodology.

    After the 3.11 Big Quake, Japan is facing the shortage of electricity, due to the stoppage of most of Nuclear Power Stations. The shortage of electricity is being covered by saving effort of electricity in civil life and industries, and substituted LNG fired power. However, substitution by coal fired power is not feasible due to much higher emission rate of CO2. Other difficulty are higher cost of electricity for civil life and industries, mostly due to higher energy source cost, such as imported natural gas (LNG). Current situation forces inconveniences on civic life and loss of competiveness on most of manufacturing industries in Japan Under such complex and difficult situation, is there any good solution to cope with? The writer suggests ideas and scenarios to attain the sustainable society and Low Carbon Society.

    For a globally sustainable evolving world of business, effects of international regulations and government's pressure on companies in auto industry are increasing. Policies which are decided in order to reduce many negative effects are getting stricter to be sensitive about reverse logistics and recycle management of their own products. To take future generations into account, to be more careful about environment and at least but not less important, to decrease various costs might cause several trouble, companies have to care about every processes of each product they have been sending out of the forward supply chain. Unfortunately, forward supply chain is not enough itself to control after sale product is named as End of Life Vehicles (ELV). Sun et. al (2011) proposed a Reuse Trader Construction to fill this gap in auto industry reverse logistic structure. This study aims to represent selections and changes on constructions expressed in Sun et. al (2011), regarding to Scenario Analysis accordance with plausible real case regulations of government.

    Immediately after the Great East Japan Earthquake in March 2011, so many production companies were critically damaged their operations, because of the disruption of supply chains, even though they did not directly affected by the earthquake and each company immediately took its sort of management mechanism night be necessary for situated rearrangement of individual PCPs. In this paper, the authors would like to propose a P2M oriented BCP methodology that supports a wide area disaster.

    The climate change issue surrounding the world is cleared by the development of science what the climate change is caused by many kinds of influences. However, it is difficult that the simplified countermeasures for climate change make any resilient measures. Accordingly, this paper presents some scenario approach for adaptative climate change planning, and reviews (1) Climate change measure led by IPCC; (2) Climate change measure dominated by Western mentality; (3) Climate change influenced by natural variability. This study indicates that scenarios will be completely different depending on its precondition concerning the very uncertainly climate change issue, and finally, discloses the necessity of multiple viewpoint scenario that is the complement of lacks of Westerners mentality like "tunnel vision."

    In recent years, many urban simulation models are constructed to understand social phenomena that will occur in the real world. For example, emergency medical transport problems, infectious disease spreading problems and so on. And these constructed models can be used to evaluate policies against targeted social phenomenon. But, almost all models are constructed just to solve targeted social phenomenon and it is very hard to re-use its models to other purposes. Considering this situation, this paper proposes a concept of the environment for constructing urban simulation models. From this environment, urban simulation models are constructed from two layers that are the virtual city layer and social phenomenon modules layer and models can be re-used by changing not only virtual city layer but also social phenomenon modules.
