    The ODA aims at creating value, which has not existed in the recipient countries, through mutual cooperation between donor and recipient countries, each of which has different social and economical backgrounds, and leading to sustainable operation. The environment of its implementation is underdynamic complexity. In this paper, the structure of ODA programs will be modeled by incorporating P2M framework as combination of a number of systems for “value creation through the collaboration and mutual assistance between independent actors”. Then, this paper will analyze the risk and opportunity attributed from the structure and necessary input elements with reference to “P2M tree”. Additionally, this paper will analyze the points of attention which should be considered in the process of operation and effective usage of difference (gaps) in social, economical and cultural background between the actors (countries) by utilizing the theoretical framework regarding the experimental learning. Finally, the feasibility of the framework discussed in this paper in programs other than ODA will be referred. Keywords:ODA, P2M Tree, Combination of Systems, Value Creation, Experimental Learning

    In global-scale competitions, investments on innovation have a great opportunity to help companies and governments to take a step further than their competitors. From the viewpoint of environmental issues in sustainability, organizations should set up a green innovation mechanism to seize the sustainability goals of international directives and national strategies. However, these both stakeholders have their own predefined goals. According to the nature of multi goal programs, there can be two strategies to balance the goals of multiple stakeholders; tradeoffs or win-win structure. In order to obtain the win-win strategy for all the stakeholders, the organizational structure should be reconstructed by considering a time series activities in each transformation stage of the sustainable development program. In this research, there are two main aims. Primarily, a strategic P2M approach is proposed for the conflicts that are generated under multi goal program. Secondly, this research also aims to focus on the fundamental time series activities of green innovation in closed loop supply chain transformation.

    The importance of innovation activities by manufacturing industry which has trends toward service economy and service industry which is leading player hereafter is increasing. Project activities that implement service innovation in service industry should set the new value criteria to take smoothly a chain between program management and value management. So that, after the relationship between goods and services that configure products is reviewed in service innovation study, new model that is consisted of goods and services is defined. By adopting this model to theme park industry that contrasting of competence advantage clarifies, new outcome is obtained. They relate to the competence superiority in theme park industry, some different purposes of theme park business, the relationship between goods and services in service industry and the possibility of two sorts of models.

    The following is an application example of the web platform through SNS for versatile activities on Tokyo Skytree Town® Campus.This facility has multiple missions, including publicity of Chiba Institute of Technology, presentation of the research results, and stimulation of visitors’ scientific interests. Various stakeholders are involved in activities of this facility. Human interaction at this facility includes transient interaction such as administrative circular, know-how accumulation interaction such as planning promotion, and information diffusion interaction such as public relations. Appropriate utilization of the information infrastructure is requested.Based on the above information characteristics, this facility uses two SNSs for the web platform for improving the operation efficiency and quality. This paper tries to organize the configuration and function of the information infrastructure, and reports on their effectiveness.

    As a case study of the web platform, we report to apply an information platform that supports an internship program for sports promotion and regional development, while extending the utilizing scopes. The program was developed for enhancing stadium and regional activities and services, and had different missions specific to each team. This web platform is expected to promote information accumulation and reuse, facilitate cooperation, improve work efficiency and quality, and reduce individual load. This paper, we introduce the practical know-how that was derived in order to extend the scope of the platform, which is used within a team.

    Usage of ICT has undergone a change with the development of ICT technology, the role and purpose of ICT was change to gain competitive advantage through the implementation strategy in Internet penetration and later. Use of ICT has changed in this way, but the development of a method to evaluate the ICT investment is not enough. In this study, from the fact that a variety of resources, including ICT is exploited for competitive advantage and acquisition strategy realization, we propose a concept of ICT investments as a strategic program with operational reforms and new value creation, introduce evaluating Framework for ICT Investments as a Strategic Program Approach

    For ICT system integration projects to be successful, it is essential that CEOs exercise strong leadership at the strategic planning stage and that project leaders carry out their roles effectively at the goal-oriented performance stage. Drawing evidence from five actual computer system integration cases, this paper shows that the performance of project leaders is a key factor in taking projects to successful conclusions. Project leaders who understand the vision and the strategy of the organization, as determined by their CEOs, have to set up “Ba”, which is either a real or a virtual space where collaborative work with project members on project execution is carried out in order to deal with various incidents by means of an SECI process. SECI comprises four inter-exchanges of explicit knowledge and tacit knowledge transformation modes: socialization, externalization, combination, and internalization. Given today’s fickle and complex business environment, a project leader in an SI firm needs to play the role of program manager, supervising the overall program, in addition to managing a particular project.

    The programs dealing with environmental issue of high uncertainty are dominated by psychological influenced consensus, and are often with reduced resilience over the lacked flexibility of thoughts. The former program management measures aiming stabilities lack the flexibility of entire programs. On this paper, we introduce the dynamic instability as a concept of complexity onto the program management and examine the management measure to increase the resilience of future society. Corresponding to climate change issue, we arrange related information using the integral thinking, and generalize the method how to introduce the dynamic instability. This paper indicates new possibilities of program management theory constructing sustainable society by applying resilience to the management measures.

    Since the Act on Promotion of Private Finance Initiative enacted in 1999, Japan's PFI projects has been utilized over 400 cases (at a total worth of JPY 4 trillion), studied and evaluated based on real cases, and has been praised as contributing to the streamlining of program and project management (P2M) for social infrastructure investment and operation when implemented properly. Amendment the Act on Promotion PFI in 2011 established a basis for new right concerning the way public facilities are operated, so attention will be drawn to these sites as they more comprehensively adopt these rules, creating a new class of intangible assets. In this research, we explore the possibilities new economic stimulation through the implementation of the above methods and the possibilities and use of P2M therein, as well as how the results of this implementation are reflected in the Japanese National Accounts, Fundamental Statistics and a public accounting standard spoke of the Japanese administration's policy.

    In a project, project managers are required to achieve the project goals by arranging technicians in a minimum cost and delay in schedule time. Therefore, in an ongoing project, adopting a new engineer who does not have sufficient knowledge and experience are not generally considered. However, in order for the company over a long period of time, and to create the outcome with certainty in multiple projects, it is necessary to develop human resources loaded with practical experience in the project, in order of their education, to new engineers be carried out in the project OJT (On the Job Training) may become necessary. In this paper, by using a framework that was developed ”practical skills (Capability)” on P2M, to clarify the need for OJT in order to foster performance possible human resources project. Furthermore, based on the results of the questionnaire to the company, and describes the present status and problems of the companies against efforts to OJT the implementation in the project.

    This paper reports the result of having examined the example of the small-scale-hydropower project by citizens from a viewpoint of P2M theory about the emergent regional vitalization program management which manages two or more projects comprehensively. Furthermore, when promoting emergent regional vitalization program management, new deployment of program management is discussed by comparing with the example of other programs about the boost gate method expected to play an important role.

    In IOE(Internet of Everything) Era, Intelligent agents as human, things and software connect on the Internet and work as autonomous distributed cooperative system, that execute tasks of a complex workflow a project and program. The management for the workflows of a project and program on the Internet and resource management for the workflows and its supporting system become one of the core social technology for the socio-economic and industrial system of the IOE Era. In this paper we introduce the architecture called “Real World Operating System(OS)”, that supports the design, deployment and management for a project & program over the Internet. We also clarify how the Real World OS changes the traditional information processing and socio economic system in IOE Era.

    Large-scale urban development represented by Smart City, project is configured in the consortium form multiple companies and organizations from different fields to participate. In such projects, the entire management is an important point. In order to increase the flexibility in the future, there is a need to strengthen the integrated risk management that focuses on the uncertainty of the project by cooperation of companies and organizations of multiple. In this paper, we were evaluated by the case study of the Smart City project of Japan, the effectiveness of the mechanism of integrated risk management in P2M that we propose.

    In carrying out project-based learning (PBL), an awareness of a team’s QCD and implementation of appropriate support are necessary for effective learning. In this study we propose a management method on the basis of EVM. Once EVM, which primarily manages costs and delivery, is used as a management tool for PBL, the output and performance quality of human resources are quantified. In this paper we report on the educational results of experiments and practice courses at the Project Management Department of Chiba Institute of Technology. We find that quantifying the output and performance quality of human resources allows for the visualization of the human resources contribution to overall team production. Furthermore, this enables continuous guidance without dependence on milestones.

    Thailand is the center of the Southeast Asian economy, and the baht economic sphere is expanding daily. Enabled in part by a well-developed roadway infrastructure, many Japanese companies are expanding, especially in the primary sector. In such companies, the difference in attitudes between Japanese and Thai workers regarding project delivery management is often regarded as problematic. In this study, we conducted an attitude survey and a behavioral character survey relating to delivery management in Thailand and Japan. As a result, it was found that Japanese people have a tendency to emphasize processes, whereas Thai people have a tendency to emphasize results. Furthermore, as we considered that the frequent occurrence of delivery delays results from a lack of understanding of management tools, we examined the key points of delivery management for Thai workers by means of an attitude survey administered to Thai university students on EVM implementation of work package units.

    QCD target accomplishment under plural projects practice is one of the main problems of the program management in system model phase. For this purpose, it becomes important that completion of a complicated schedule comprised of a large number of parallel work without a delay. The purpose of this study is the development of a method to design the buffer in consideration of the change of the critical path (CP) that is easy to occur in such a large number of parallel works. In this report, a buffer design method which considers tasks that is not included in CP by the initial plan as basic examination but is more likely to be incorporated in CP in case of delay. We inspected the effect of the proposed method by a simulation using a test pattern.

    Every company has to be responsible for the role to achieve the healthy and harmonious development of the society .The company, therefore, is recognized as a social being from this view point. A number of studies have been made for the company's role and scope under the CSR (Corporate Social Responsibility) perspective. There, however, is a very few discussion about linkages of business and CSR operations. Without disclosing these linkages, the company cannot fulfill its accountability of the usage of resources to stakeholders. Therefore, it is necessary to develop a management methodology to design and manage the said linkage. The authors would like to discuss the multi-program frame that helps to transform CSR to CSV(Creating Shared Value).

    Recently, business for poor people called BOP has been attracting attention. Many multinational companies have entered BOP market. However, because of the differences of business environment of developed countries, there are very few profitable companies. Therefore, in this paper, it is discussed from the point of view of P2M that the BOP’s value-chain should include an educational program. This program has the mission to improve the quality of life for customer (increasing income). A model to achieve both improving BOP’s quality of life and sustaining BOP business, a multi-program framework is proposed with a vocational education as a practical innovation driver.

    Success of IT system development in the System Model becomes the key to carry out surely value collection in a business model using IT system. For the purpose, it is effective to abstract the essence of the past failure and to reinterpret this as a management element. This research proposes a method to abstract a cause from failure example of IT systems development. The method extracts causal relationship by processing statistically a lot of data showing the relation between a failure example and a management element. Furthermore, ISM generates structure information. As a result of structurizing 11 management elements of P2M using 58 failure examples, relationship management with stakeholders, such as a customer, has extracted as an important element.

    Research and development (R&D) processes have important roles to create corporate “values“ and ensure corporate “sustainability practices”. However, uncertainties in the business practices have been increasing under the globalization and diversification of the corporate market. It becomes more difficult to make an effective linkage between uncertain corporate practices and R&D processes that also include uncertainties. In order to clarify this linkage problem, the authors classify research and development activities into four segments by using “Goal“ and “Activity“ axes, and propose an effective implication of P2M concept to the segments based on created shared values.

    In a business creative education using PBL (Project Based Learning) , systematic business knowledge education, knowledge creative PBL process and productive mechanism of innovation are important. In this research, the present situation and the subject were analyzed as a case of PM (Project Management) experiment and exercise carried out for years in Department of PM, Chiba Institute of Technology. i) The lectures cover required knowledge, ii) Although these subjects agree to a SECI model, the growth check process of PBL needs to be improved. iii) These subjects are insufficient of design driven type business and B2B type business compared with actual venture businesses. In this report, the measures of the above mentioned subjects were proposed, and the validities were examined and verified.
