    It is increasingly recognized the importance of the implementation of “program” and “program management” as an efficient and effective tool for inducing R&D outcome in Japan. However, there are few empirical discussions due to the limited implementations of R&D program and management. The objective of this study is to examine the co-evolutional program management for trans-disciplinary R&D program of JST-RISTEX in the area of environment and energy. In light of the P2M program management framework, we found that the co-evolutional management was efficient and effective to induce R&D outcome that the program aimed. Nevertheless, there are some “co-evolutional” challenges remained in terms of program lifecycle management and value management in relation to internal and external program evaluation.

    Methodology of big data analysis consisting of statistical analysis and mathematical analysis is highly specialized in wider range of application, so therefore, problem of program management which includes big data analysis is difficulty of management by non-specialized manager. Proposal for this issue was made by utilizing simplified framework of big data analysis in scheme model, and the efficacy was explained while showing imaginary examples in fields of healthcare, energy, environment and so on. Moreover, the way of proceeding program with big data analysis was investigated even though there is a bottle neck of technology and business. As a result, it was suggested that both short-term and long-term outcome can be easily planed by using the simplified framework. An utilization of data base from serendipity platform in stage-gate and policy making for ROI were investigated, and its affinity in P2M was confirmed.

    Applying P2M framework to business continuity program, Program Mission has to be broken down into multiple projects missions and each project as a program that has a dynamic value-chain of 3S project models. A theory of P2M, project missions are managed by program organization because program has to reconstruct changing the project situation. On the other hand, Joint Venture and Consortium had been increased by globalization and complicated large business model and Cooperation should be planed risk dispersion has culture issue. Therefore, Joint Venture and Consortium Scheme should be considered value-maximizing strategy of the companies. In the previous paper, the authors proposed scenario design method based on the SWOT combined with IDEF0 that discloses the causes of uncertain situations.

    In order to gather clinical case data efficiently, it has been suggested that creating opportunities for communication among coworkers, comprising the medical doctors, patients with the disease, clinical researchers and clinical research coordinators, is important based on a detailed examination of the four different types of drug development processes investigated in a previous report. Unfortunately, the collaborative approach to progressing a new drug development program does not work well in Japan because the existing clinical trial system does not provide communication opportunities for the coworkers participating in the drug development program to meet together in one place. The objective of this paper is to explain the planning process needed to set up a clinical communication platform for a new drug development program, covering the stages from the basic research into drug development up until commercial release. With reference to the MMRF (Multiple Myeloma Research Foundation) / MMRC (Multiple Myeloma Research Consortium) in the U.S, which have excelled in new drug development, the necessary functions of the clinical communication platform will be discussed. Several issues will then be considered in relation to how a new drug development program should be managed, considering the status of industry-government-academia collaboration for regenerative medicine development in Japan.

    In recent years the social system has increased cooperation with fusion is the importance of the various fields, program management to solve complex problems by integrating the project to cross-disciplinary multi-stakeholder is relevant has been attracting attention. In P2M, value assessment from the target design of the program, in the process of sharing knowledge and information, logic model, balanced scorecard, and practice methods are recommended. In this paper, a new value to various stakeholders cooperate in conjunction with these as a technique for creating jointly consider the possibility of having to explicitly introduce a workshop.

    For automotive development, we propose the development process for both the feasibility and the efficiency of the product concept. Based on the car review on the web, the integral type development that has high request feasibility was adopted for the process of giving a strong influence on product concept, the modular type development that is highly efficient was adopted for the other process. In addition, in order to evaluate the expected effect and feasibility of this process, we got the evaluation from an expert of automotive development. In the future, we will increase the practicality while paying attention to the method of sharing information that becomes the interface of each process.

    For a satellite campus of the university, we have implemented and operate the SNS platform for planning the emergent services. We have decided some required functions that supports the service model projects these are ”Share of the purpose”, ”Knowledge accumulation”, and ”Interactive dialogue”, and constructed information infrastructure that link the Slack and Google Drive. Furthermore, to confirm that we can provide enough platform of the required function, we had the trial basis in operating this platform. As a result, although some of the functions required a supplementary by human work, generally required function was found satisfied. In the future, human study of operating this platform and expanding the range to apply this will lead to the establishment of management tools to support the service model.

    In order to make successful research-and-development (R&D) program management, after looking down at the whole project combined organically, it is necessary to perform timely management in the suitable timing of a program. However, such panoramic management is not performed timely in many cases. One of causes is because the method of practicing R&D program management is not offered with the form which can be performed. Therefore, this research proposes a process model, in order to practice R&D program management. By using a process model, the program manager can grasp when it should be cautious of what kind of thing, and should manage in accordance with the progress of R&D program. As a result of analyzing record of an actual R&D program using the created process model, the knowledge of management has been grasped systematically. We think that this result suggests the usefulness of a process model.

    The authors, in our previous study, have applied a Balanced Scorecard (BSC) to a corporate research and development (R&D) process and discussed a “multi-program platform structure” and its management mechanism for research and development. The authors cite to the Purdue Enterprise Reference Architecture (PERA), and have attempted to reveal a mechanism of the “multi-program platform structure” by citing a finished manufacturing company as an example. In this process, a strategy by the Balanced Scorecard is the strategy of a particular point in time, and the strategy under the BSC that was correspond to changes in the business environment and situation was recognized necessity of a structure to manage multi-programs in the time axis direction. Therefore, in this paper, the authors expand this BSC in the time axis direction and propose a “Scrum Type (Rugby Scrum Type) management structure for BSC under R&D program” which manages multi-programs in the time axis direction.

    In the research and development process, the “Boost-Gate” function has gathered increasing attention by many companies as a valid method of filtering out promising themes out of a variety of alternatives. Also, a great deal of research has been conducted on Serial Innovators who provide continuous success in the market and Product Champions who advocate the seeds of ideas, as key persons to achieve radical innovations. In this study, key persons working for food company K, and contributing to the innovative product development, are identified, interviewed, and analyzed. As a result, the existence and activities of such human resources have been confirmed, suggesting the possibility they play the role as the Boost-Gate function in research and development.

    To target the emergent regional activation projects, we report the tendencies and overcome means of human factors conflict. We made a questionnaire that answer the conflict factors and solutions according to the activity level to the participants in the emergent program of regional activation with renewable energy. Based on this results, we derived the occurrence tendency and guidelines to solve the conflicts. In the program level, the conflicts caused by the mismatch Interpretation and understanding of the concept occurs frequently, was a tendency to resolve them in a compromise and reconciliation. Whereas, in the working level, the conflicts caused by resource procurement occurs frequently, was a tendency to resolve them in a cooperation and problem-solving. Therefore, it is considered important to form a consensus on resource procurement in the program level.

    In the previous report, we constructed a management model by adding the collaboration elements of “system arrangements” and “alliance activities” to a four-phase framework model based on P2M Ver.2 and then requested universities to present cases where the intended outcomes had been achieved in order to extract the factors for the success of collaborative research. We found some correlations between the grade and the progress of“system arrangements”among universities and considered relationship between “system arrangements” and collaboration research from the viewpoint of platform management.

    In a wake of 3.11 (2011 Tohoku earthquake and Fukushima Daiichi nuclear power plant accident on the 3.11), the Japanese government was required to change its energy policies drastically. Today, an increase of utilization of renewable energy is an urgent issue. Among a variety of renewable energy resources, small hydro energy is winning attention, since it has a variety of benefits: Small hydro emits little CO2 gas, gives little impact on the environment, runs for a long time, and local community oriented energy. In this study, the author picks up Tsuchiyu Onsen (hot spring) in Fukushima as a case study for utilization of renewable energy for local community revitalization.

    Currently leads to the majority of companies recognize the importance of the CSR, the ISO26000, plays a role as a guideline. When performing CSR management of this guidance, it must be clarified organic relationship between value creation activities and CSR companies. It should be noted, it is the perception of stakeholders. Conventionally, diversification of stakeholders has been pointed out. In this paper, we classify the organizations involved in social value companies, the NPO and government, to discuss the relevance of the P2M framework by showing the relationship between social values. Moreover, customer value is focused on cases that have been reflected in the company's internal processes, and report that the examined element in order to reflect the value sharing process P2M framework addresses the companies.

    The study for realizing Industrial clusters planning was made in the previous work and it has become clear that the method in practice has not been established. The present work is concerned with the continuous study for the realization based upon the P2M concept. It is attempted to expand the concept of the standard 3S project model to integrated multi –programs case. The framework of integrated multi –programs, called “ super program” is proposed and some investigations have been carried out by taking the recen movement of possible use of IOT( Internet of Things) into consideration to be adaptive to the future scheme of industrial clusters. The development of method for realization is underway and the present work is a progress report.

    In the fourth Science and Technology plan, ”challenges achieved type” was listed as a way of science and technology innovation policy. On the other hand, in order to strongly aware ”realization”, there is a tendency that basic research centered on the ”discovery” is neglected. So, In formulating the fifth Science and Technology plan, while include ”challenge achieved type”, in of all stages, including from basic research to applied research study, the study of new concepts that contribute to the sustainable growth of our country has been promoted. As one, by science and technology innovation, it is incorporated the ”Future Creation type” has been raised for it of creating the future by nurturing the business to be the next generation of backbone. This study, proposed a value creation process needed to take advantage of the results of such scientific research to innovation to win the value in the market.It is a process of sequentially is performed in conjunction with ”discovery value” and ”ealization value” a ”value acquisition” to each other. The value creation process is described in the 3S model. It was shown by way of example that the scheme model is the ”discovery process of academic and technical value” and the ”discovery process of social and economic value,” the system model is the ”value of the realization process”, the service model is ”economic market it was shown to be acquisition process ”in value.

    In these years, Enterprise Social Networks such as Microsoft O365 and Sales Force Chatter, have been enforced collaboration functionality and are available as Cloud Services. Enterprises required to provide high value added activities, are adopting Social Network rapidly. This research is to investigate benefits of Enterprise Social Network when adopting as a platform of collaboration for complex programs such as new service development, from the view point of functions of problem solving – gathering, processing, storing, and communicating information. This research is also making analysis based on case studies of Enterprise Social Network deployment. And, the research is to describe required functionality of platform and management to enable high value added enterprise activities.
