    ISDB-T enables multiple programs to be broadcast according to the purpose at hand using hierarchical transmission. With the objective of using this capability in actual broadcast services, we have performed experiments that set up two layers within one 6-MHz channel, one for HDTV stationary reception and the other for mobile reception. This is possible because high compression efficiency 720p is used for HDTV broadcast. In the experiments, We first examined mobile reception in urban areas and determined the parameters that would make it workable, and then performed two-layers transmission consisting of "HDTV including data broadcasts" and "mobile-reception broadcasts, " confirming that actual services could be achieved in this manner.

    It is necessary for the relay of the digital terrestrial broadcasting that the signal performance isn't made to deteriorate. This paper proposes that applications of the diversity combining technique to the broadcasting wave relay to secure the signal performance. The techniques apply diversity combining to every career of OFDM(Orthogonal Frequency Division Multiplexing)for the reception of the relay station. The proposed technique makes signal delay in a relay small, and improves the signal characteristic better compared with an equalizer.

    A higher efficient HDTV coding technique is desired to enrich the services of the digital broadcasting. In the MPEG-2 video coding, which is commonly used for digital broadcasting, generally a motion vector rate is constant and not related to the coding bit rate. At the lower bit rate, the ratio of motion vector rate is generally high and the quantizer scale becomes large to reduce the DCT coefficient rate. To improve picture quality at the lower bit rate, the motion vector rate should be suppressed. This paper describes the effect on picture quality improvements by an adaptive picture structure coding method based on the vertical frequency level in a frame.

    BS digital broadcasting has been started since December 2000. The four frequencies were newly allocated to Japan in addition to the currently used eight frequencies for the BS broadcasting. Broadcasting via a communication satellite at 110 degrees of east longitude has been standardized in the same technical specifications as the BS digital broadcasting. The standardization of terrestrial broadcasting has been completed, and its broadcasting is just prepared on business. In this background, aiming the realization of digital HDTV broadcasting at the lower bitrates, we are studying the improvements on the coding algorithms at the encoder without changing the current MPEG-2 receivers. In this study, we have started research on a pre-filtering. This paper describes the structure of this hardware.
