    CATV operators provide IP based gigabit network between CATV stations with own optical fiber. Now we have developed the digital image exchange system for CATV stations. This system can transmit DVCAM formatted digital image with IPv6 which is next generation internet protocol. We will exchange our original TV programs and digital images. We summarize the real time delay of transmission.

    In this paper, we propose an autonomous distributed QoS control method for MPEG video streaming in the wide area network. The capacity of the links and the characteristics of the video streams change dynamically. However, it is difficult to manage the condition of all the links and the streams in the network intensively. On this account, the routers which compose a network observe the conditions of the links and the streams locally, and control the transmission rate of the stream server in the individual judgment. Picture quality oriented fairness is realized because the transmission rate of the stream which has the highest PSNR in the bottleneck link is reduced. The computer simulation results show that this control concept is effective.

    Delivering a video content, which generates the code stream in a constant bit rate and has the time constrains, over the Internet has been widely studied. Researchers and developers are paying more attention for the technology called CDN (Content Distribution Networks) in these days. CDN is referred to as an infrastructure to enhance the quality of content delivery by distributing the network and the server load. We focus our interesting on the content distribution subsystem on CDN. A cvclic distribution of video content among the surrogates is proposed in this paper. Proposed scheme has the advantage compared to unicast or multicsast-based distribution in the sense of scalability of bandwidth. It enables to distribute the multiple contents among distributed servers using the bandwidth that one content consumes in near real-time.

    This paper proposes to use UDP and RTP (Over IP) with Feedback controlled Redundant Packet Insertion Algorithm to minimize the packet losses in Real-Time communications over the Internet, where the redundant data about present packets are piggybacked along with later packets. The redundant packets are encoded at a lower rate (secondary encoding rate) compared to the primary encoding. With the increase of number of redundancies the QoS and reliability will increase, but it is inefficient with respect to the bandwidth. Therefore the proposed control algorithm inserts redundant blocks based on the feed back from the network by varying the Combination Value (CV) suitably CV is defined such that number of redundant packets inserted is increased with the CV The QoS improvement due to the proposal is proved mathematically using simple M/M/1/K queue to model the loss process in the network and also by simulation. This control algorithm is proposed with the aim of controlling packet losses within the limits of High and Low depending on the application.

    We propose a new video transmission method for error resilience. The proposed method divids the image into some correlative streams by using subsampling. If the error occurs, the proposed method restores lost pixels by using the correlation between the divided images. The experiment with the transmission error shows that the proposed method is more robust than the conventional method and effective in the ignoble transmission environment.

    It is one of the important technical subjects towards realization of Digital Terrestrial Television Broadcast (DTTB) to construct a relay network of transmitters in the service area. Unlike the conventional analog Television, DTTB on the principle of SFN can not use the technique of relay programs by broadcast signal, because of construction of a transmitter system is needed isolation between receiving and transmitting antennas. Although the so-called TTL circuit serves as a base, we studied to make the example of a model of the networking of transmitters in Gumma prefecture is actually built.

    This document presents a validity of objective intermediate audio quality measurement method. Two objective measurement methods, ITU-R PEAQ method and Genista measurement method, have been investgated. The validity is studied between the objective measured values and the subjective quality assessment results of MPEG-2 AAC codec with from 32kbps/2ch to 80kbps/2ch carried by ARIB. As a result, for speech materials both objective measurement methods have high correlation with subjective qualities, and for music materials Genista method has better performance than PEAQ method.

    A software MPEG-4 Visual Advanced Simple Profile (MPEG-4 ASP) video codec has been developed. MPEG-4 ASP has the advantage of coding efficiency by 20-40 % compared with MPEG-2. The developed software codec employs an enhanced bit rate control based on preanalysis and optimized pre/post-processing. This codec produces TV/DVD quality video streams at 2-3 Mbps. The decoder playbacks video streams of SDTV resolution at 30 fps on the 800 MHz Pentium III processor in realtime.

    MPE Gover IP has been a. topic of wide interest and put into practice in recent years. MPEG-2 Systems suecifies the transmission of clock reference information to synchronize the system clock frequency between the transmitter and the receiver side. The clock recovery method described in MPEG-2 Systems is designed only for low delay jitter situation, and causes problems in networks with large jitter like IP networks. In this report, we propose a new method to achieve accurate and stable clock recovery even in large jitter networks. We improve accuracy and stability of the clock recovery by utilizing only the clock reference information with low jitter and by tolerantly controlling frequency so as not to be affected by temporary jitter.

    This paper proposes the MIRACLE (virtual MIRror And Clothing Environment) system, which realizes a cloth-fitting room not by actual cloth-fitting but by digital image processing. For the sake of realizing the MIRACLE system, we developed fast fitting algorithm. Our first goal is set to develop a fast image-processing algorithm for Kimonos, which afe Japanese traditional clothes. The proposed algorithm is based on fast matching for textures and efficient texture mapping. This is because KIMONO is still tailored by order-made way and our system works well especially in this industry. In this paper, we proposed an efficient algorithm used for performing the texture mapping of virtual KIMONO pattern and the pattern recognition of KIMONO pattern. This intends to make the virtual KIMONO fitting room.

    The Same Video Retrieval means the method to seek out the specific video from long video data. This type of video retrieval is useful for copyright protection, automatic video clustering, commercial message detection from a television broadcast, etc. We proposed the fast feature extraction from the video data in the MPEG compressed domain for this video retrieval in previous paper. In this paper, at first, the fast feature extraction is improved upon. Secondly, the parameters defining the way of feature extraction are examined in the respects of retrieval-possibility and speed.

    This paper presents an effective method which can automatically extract the apoptotic cells from image sequence obtained by using videomicroscopy. Since apoptosis, which called cell death is well-known to be related with various disease. Therefore, several researchers try to reveal its mechanism. Further, for the purpose they often analyze images acquired in the videomicroscopy, by using simple software or visual recognition. However, even using the software, they have to manually process or check the images, because its performance is not enough for the auto-detection of the apototic cells. Thus this paper proposes a method to automatically detect the apototic cells, which are based on the inherent features of the images of the apototic cells.

    In this paper, we have studied a video authoring system especially for non-professinal person, which mainly uses camerawork information which was extracted from video stream. After we discussed a effectiveness of camerawork information in the video authoring systems, we proposed a new algorithm to devide a video shot into segment using camerawork information. This algorithm also includes a method to evaluate a camerawork stability of input video. This means that automatic video editing system could be realised using this algorithm.

    This paper describes a fast Digital Video (DV) to MPEG-2 conversion algorithm. At first, 2x4x8 DCT to 8x8 DCT conversion and sampling format conversion were employed for the DV to MPEG-2 I-picture conversion. The experimental results show that the proposed method is more than 10 times faster than a baseband domain conversion while about the same PSNR is obtained.

    This paper presents a method using a genetic algorithm and game theory for Nurse Scheduling Problem (NSP), which is one of the multiobjective optimization problems. The object for the traditional approach of the NSP has to be definitely formulated by a performance function. The proposed method provides an optimization scheme for solving problems including objects like nurses' preferences, which cannot be formulated by any performance functions by utilizing a game where each player has its own strategy.

    This paper presents a novel exoansion technique for one-dimensional discrete signals derived by using Fractal Interpolation Functions (FIF) known as one of the fractal models. When FIF is applied to a given discrete signal, the map parameters, which are required to represent the signal in FIF must be determined by solving the inverse problem set as depending on the signal. However, the inverse problem concerned with the expanded signal cannot be easily solved, since the expanded signal includes unknown data points which must be interpolated. Therefore we demonstrate that the inverse problem concerned with the expanded signal can be easily solved by using the map parameters obtained by solving the problem of the given signal and thereby a given signal can be efficiently expanded with an arbitrary rate.
