The purpose of this paper is to consider the meaning of the interaction between the core company and the regional actors over the restructuring of infra-firm, inter-region division of labor, through the clarification of the realities of the restructuring of the core company and the reaction of the local government and subcontractors in the company town. This is a case study of Minamiashigara city, the company town of Fujifilm Corporation (a major chemicals company). In the 2000s, while on the one hand, Fujifilm was reducing its production of materials used in photography, on the other hand, it was constructing a production site for materials used in liquid crystal displays. The company also constructed a new laboratory to enhance R&D. By means of this restructuring, the company was transforming itself from a traditional producer of main products to a producer of high-value-added products. The local government incentivized the construction of the laboratory and factory in order to increase employment and revenue. It is not difficult to understand the company's intention and interest in the government policy because the town's mayor is an ex-employee of Fujifilm Corporation. As such, although government finances worsened, it chose to survive as a company town by strengthening its connection with the company. For Fujifilm's subcontractors, restructuring had a major impact. Although they need more customers and better technology, the government does not provide them with any direct support. The faster communication with the company is considered to be one of the conclusive factors that drew investment into the city. Thus, we can say that among the features of today's company towns the effect of the intention of the anchor company, which undergoes reorganization to respond to shortening product life cycles in a timely manner, has a major impact on government policy.

This report discusses the mechanism of maintaining an antenna shop based on: an analysis of the shop operation system ; the purposes of operation and the participation of shopping street associations and local municipalities ; and the evaluation of a shop that is set up and operated by a shopping street association with the participation of multiple municipalities. The number of antenna shops in the wards of Tokyo has increased since the 1990s. Among these antenna shops, this report selected "Toretate Mura," located in Itabashi Ward, and conducted a hearing and other surveys with the Happy Road Oyama Shopping Street Association, which operates this antenna shop, along with shop employees and 12 participating municipalities. As a result, it was revealed that "Toretate Mura" was developed as a project to deal with vacant stores on the street and that the association offers food "safety and reliability," along with a sense of "hometown," as newly added value to its customers. Meanwhile, participating municipalities obtained the advantage of opening a shop at low risk and low cost. Some municipalities, however, do not feel any remarkable effect from the shop. The participating municipalities vary in attitudes of participation and in their evaluation of this antenna shop, and municipalities that are flexible regarding the policies of the shopping street association tend to see larger sales. Furthermore, the stability of the businesses that are located on the shopping street and the continued commitment of the participating municipalities are essential to maintain "Toretate Mura." It is thus necessary to establish, maintain, and develop a mechanism that satisfies the purposes of the operation of this store and the participation of the shopping street association and the municipalities involved.
