    この計画は, IEA加盟の西側先進諸国が協力し,原子力と非原子力を含むエネルギー技術関連文献の英文2次情報を総合した共通データベースを作成し,各国で利用することを目的としている。1987年1月に発足し,運営機関としては米国エネルギー省科学技術情報局が当り,わが国では新エネルギー総合開発機構と日本原子力研究所が締約機関として参加している。
    本稿では,同計画発足の経緯,運営法の要点,現状等について解説する。

    The Robotics and Intelligent Systems Program (RISP) at Oak Ridge National Laboratory was started in 1986. The roport describes summary of research activities on the RISP and the main facilities developed in the RISP. The contents in the report are based upon the lecture of Dr. C. R. Weisbin, director of the RISP, presented at the Forth Seminar on Software Development in Nuclear Energy Research, Sep. 1011, 1987.

    Introduced is the activities of the Joint Research Project Team on Thorium Fuel organized by mainly university researchers in Japan and supported by the Ministry of Education, Science and Culture for seven years since 1980. Four major groups were organized; (1) nuclear data, reactor physics and design, (2) nuclear fuel, (3) down stream and (4) biological effects of thorium.
    The first group covered measurements and analysis on nuclear data of thorium related nuclides, experiment and analysis on nuclear characteristics of thorium containing cores, basic engineering on a thorium molten salt reactor, and designs of several types of reactors. Fabrication and irradiation tests of thorium oxide fuel, and basic studies on new type thorium fuels (e.g. carbide and nitride) were studied by the second group. The third group covered the use of solutions in reprocessing of spent fuel, behavior of fission products, immobilization of high level radioactive waste, and continuous reprocessing for a molten salt reactor. The fourth group performed the trace study for patients who had been intravascularly injected with thorotrast for diagnosis of war injuries during the Second World War.

    The decommissioning program for JPDR has been conducted by JAERI since 1981 under contact with the Science and Technology Agency of Japan. The development of cutting tools for dismantling the JPDR is one of the important items in the program. An underwater plasma arc cutting technique was selected for dismantling the JPDR core internals. The study was concentrated on improving the cutting ability in water. Various cutting tests were conducted changing the parameters such as arc current, supply gas and cutting speed to evaluate the most effective cutting condition. Through the study, it has been achieved to be able to cut a 130mm thick stainless steel plate in water. In addition, the amount and the characteristics of byproducts were measured during the cutting tests for the safety evaluation of the dismantling activities. Final cutting tests and checkout of whole plasma arc cutting system were conducted using a mockup water pool and test pieces simulating the JPDR core internals. It was proved from the tests that the cutting system developed in the program will be applicable for the JPDR core internals dismantlement.

    Circulation pump behavior has large effect on coolant discharge flow rate in case of reactor pipe break. Experiment of two-phase pump performance was conducted as a joint study of Japanese BWR user utilities and makers.
    Two-phase head and torque of three centrifugal pumps in high temperature and high pressure (around 6 MPa) steam/water were measured. Head was decreased from single-phase characteristics when gas was mixed in liquid flow in condition with normal flow and normal rotation directions. When flow rate was large enough, two-phase head was about the same as single-phase one in reversal flow conditions. Two-phase head was smoothly increased as flowing steam volumetic concentration increased when flow rate was small and flow direction was reversal. Changes of torque with gas concentration were correspondent to those of head. This suggested that changes of interaction between flow and impellers due to phase slip effected on torque which caused head differences between single- and two-phase flows. Dependence of dimensionless head and torque of three test pumps on steam concentration were almost the same as each other.

    In order to demonstrate the safety of high efficiency particulate air (HEPA) filter units from seismic phenomena, HEPA filters and HEPA filter units were shaked with sine waves and seismic waves. Acceleration responses, decontamination factor and air tightness were measured.
    The fundamental natural frequency of an HEPA filter was higher than 40 Hz and that of the filter unit higher than 20 Hz. The degree of amplification for filter units under seismic shaking was, therefore, nearly unity. Filter units, subjected to seismic excitations with 400 gal maximum horizontal acceleration and together with 200 gal maximum vertical acceleration, kept their performance during and after shaking tests.
    To estimate the seismic margin, filter units were subjected to acceleration higher than design base one, and it was found that filter units withstood to the earthquake with 4, 000 gal horizontal floor acceleration.
    From the results mentioned above, it was shown experimentally that the HEPA filter unit was sufficiently strong against earthquakes.

    To investigate a proximity effect of ducts on shield performance against γ radiation, an experiment was performed at JRR-4 by entering the γ-ray beam into a concrete shield wall of 100 cm-thickness with 3 or 5 straight cylindrical ducts of radius of 4.45 cm placed in a straight line or crosswise at interval of 8.9 cm. The dose rates were measured using digital dosimeters on a horizontal line 20 cm apart from the rear of the wall with 0, 1, 3 and 5 ducts, and with the incident angles of 0°, 7°, 14° and 20°, respectively. The dose rate distributions depended on the number of ducts and the incident angle, and the dose rate ratios of with-three-ducts to no-duct distributed within 3.612, 1.35.0 and 1.14.3, for the incident angles of 7°, 14° and 20°, while those of with-single-duct to no-duct within 1.27.1, 1.12.7 and 1.01.9, respectively. The experiment was analyzed using a multigroup single scattering code G33YSN able to deal with the geometry of the ducts exactly. For each incident angle, the calculation agreed with the experiment within a factor of 2.

    An automatic control rod operation method using rule-based control is proposed. Its features are as follows: (1) a production system to recognize plant events, determine control actions and realize fast inference (fast selection of a suitable production rule), (2) use of the fuzzy control technique to determine quantitative control variables.
    The method's performance was evaluated by simulation tests on automatic control rod operation at a BWR plant start-up. The results were as follows: (1) The performance which is related to stabilization of controlled variables and time required for reactor start-up, was superior to that of other methods such as PID control and program control methods, (2) the process time to select and interpret the suitable production rule, which was the same as required for event recognition or determination of control action, was short (below 1s) enough for real time control. The results showed that the method is effective for automatic control rod operation.
