    Recent progress on ultra-intense short-pulse lasers enables us to have highly intense bursts energetic radiations (electrons, ions, and X-rays) from relativistic laser plasmas. The radiations are applicable to inducing nuclear excitations and nuclear reactions, and it is expected to open the new field of "Laser Nuclear Engineering". Ultra-intense short-pulse lasers, relativistic laser plasmas, and energetic radiations are reviewed, and some future applications are introduced.

    Since questionable points have been found in the previous reviews, a careful examination of the original study on streamwise oscillations of a circular cylinder under the transverse flow conditions has been performed. The present examination reveals the published reviews to contain errors in the citation of the wake frequency, and provides a consistent understanding of the relation between the vortex shedding frequency and the wake frequency. The original study on the oscillating phenomena of the cylinder associated with the symmetrical vortex shedding in the first instability region is summarized as follows according to the present examination: (1) The circular cylinder oscillates with a frequency of around its natural frequency (from 1 to 1.1) (2) The wake frequency is from 0.9 to 1.1 times that of the stationary cylinder. (3) In the double harmonic streamwise oscillation region, four eddies with the same rotational sense coalesce behind the cylinder and form one of the alternating eddies downstream. (4) Three or so eddies in the wake reconstruction region and two eddies in the locked-in region coalesce or disappear to form an ordinary alternating eddies.
    The results described above make it possible to understand correctly an oscillating phenomenon with a frequency nearly four times as large as the shedding frequency of the stationary cylinder.

    The cost of uranium recovered from seawater was estimated to extract the technical problems in the practical application of the fibrous amidoxime adsorbent synthesized by radiation graftpolymerization. Each cost of the adsorbent production, the dipping in seawater for uranium absorption, and the uranium elution from the adsorbent was estimated in three different mooring systems of a buoy, floating body, and chain binding system. The recovery cost was estimated to be 5-10 times of that from mining uranium. More than 80% of the total cost was occupied by the cost for marine equipment for mooring the adsorbents in seawater, which is owing to a weight of metal cage for adsorbents. Thus, the cost can be reduced to half by the reduction of the equipment weight to 1/4. The improvement of adsorbent ability is research subjects in the future also, since the cost directly depends on the adsorbent performance.

    The International Nuclear Event Scale (INES) is jointly operated by the IAEA and the OECD-NEA as a means designed for providing prompt, clear and consistent information related to nuclear events, that occurred at nuclear facilities, and facilitating communication between the nuclear community, the media and the public. Nuclear events are reported to the INES with the "Scale", a consistent safety significance indicator, which runs from level 0, for events with no safety significance, to level 7 for a major accident with widespread health and environmental effects.
    Since the operation of INES was initiated in 1990, approximately 500 events have been reported and disseminated. The present paper discusses the trends observed in nuclear events, such as overall trends of the reported events and characteristics of safety significant events with level 2 or higher, based on the INES reports.

    The SIRIUS facility was designed and constructed for highly accurate simulation of core-wide and regional instabilities of the BWR. A real-time simulation was performed in the digital controller for modal point kinetics of reactor neutronics and fuel-rod conduction on the basis of measured void fractions in reactor core sections of the thermal-hydraulic loop, which simulates thermal-hydraulics of a natural circulation BWR. A solid-state, series-regulated power supply, that plays a role of simulation output, was designed to attain fast response speed without loss of accuracy.
    A noise analysis method was performed to calculate decay ratios from dominant poles of a transfer function by applying AR method to time series of the core inlet flow rate. Experiments were conducted with the SIRIUS facility for the nominal operating condition of 3.13GWt natural circulation BWR. Channel and regional stability decay ratios were determined to be 0.38 and 0.54, respectively, which indicates sufficient margin for the instabilities. Experiments were extended to evaluate the stability sensitivity of the design parameters such as the power profile on the basis of three-dimensional steady-state analysis, the void reactivity coefficients, the core inlet subcooling, and the thermal conductance of the fuel rod.
