Municipalities have recently broadened their roles to address climate change and digitalization. Globally, they are adopting varied methods to respond to societal and citizen needs. Comprehensive urban management is crucial for their survival, involving strategic resource and organizational combinations to address policy needs and manage infrastructure projects sustainably. This approach is critical to enhancing urban competitiveness and sustainability, particularly amid population decline and technological advances.
The Finnish Kunta Konserni model exemplifies this strategy. It involves municipalities managing business divisions, owning public enterprises, and collaborating with the private sector to provide services like energy and education. This study reconsiders comprehensive urban management's role in securing financial resources and supporting the Nordic welfare system. It focuses on how profitable enterprises' decision-making processes and profits are integrated into city budgets and the collaboration between municipal departments and public enterprises.
The study examines Oulu City in Finland, where Kunta Konserni operates under city council strategies. A concern manager oversees city subsidiaries, aligning them with municipal strategies for financial integration, thus balancing resources and enhancing welfare state sustainability.
