    In Korea the new regulation for controlling offensive odor was enacted in Feb. 9. 2004. In the law, regulated odorous substances are specified by the national government, and the regulated areas are by local governments. The management of odor environment becomes one of essential duties of local governments. Local governments can hold more strict emission standards by their local regulations than the allowable emission standards of the law. Then local governments’regulative discretion will be widened. Odorous substances which shall be controlled are increased from 8 substances to 22 ones and also sensory odor shall be controlled by the law. At present for enacting the related rules, official measurement procedures including sensory measurement, compliance checking methods and other terms are being prepared. The odor problem which have been controlled by Atmospheric Environment Conservation Law will be treated by the Offensive Odor Regulation Law as a new part of environmental pollution other than conventional air pollution.
