This study provides a method of estimating accidents occurring between two objects (vehicle types). Parameters of the estimator are generation rate of dangerous situations and failure rate of accident avoidance for each object. This model assumes accidents occur when one object creates a dangerous situation and another object fails to avoid it. The parameters estimated using Accident statistics indicate trends in safety quality.
