This study aimed to create Japanese-language materials on the historical development and current issues of psychological support in Ukrainian higher education institutions. A comprehensive review was conducted using legal documents, state reports, various statistics, and academic databases. Although Ukraine established the State Psychological Service in 1991, its implementation in higher education institutions has been limited. Since 2009, legal reforms have spurred discussions on the establishment and operation of these services. The primary role of Psychological Services includes supporting the adaptation of students and faculty and the professional and personal development of students. Emphasis is placed on comprehensive support programs involving multidisciplinary collaboration, encompassing activities such as diagnostics, correction, rehabilitation, preventive education, enlightenment, and psychological prognostication. These activities not only address issues but also promote individual and organizational development. However, the full-scale invasion of Ukraine in 2022 has jeopardized the existence of psychological services in higher education. Efforts to restore and develop these functions continue with support from both domestic and international sources.
