Rapid progress of the information system causes not only the favor but also the crime the social trouble. There is a digital divide that is the difference adjusted to one between the person who has information technology and the person who doesn't have it. The basic research enumerates an essentioal problem of the digital divide, and is executed internationally now. What should be of the digital divide closing in the future is present based on the approach of the OLPC(One Laptop Per Child) project. This project is one appropriate approach that achieves the world peace.
Information society has brought about facilities and changes in our lives, especially business environments and social services. It has also brought digital divide, which is the gap at different socio-economic levels with regard both to their opportunities to access information and communications technologies and to their use of the Internet for a wide variety of activities. Digital divide is a serious demerit in modern society. Therefore, in this paper we analyze economic effects of the ICT industry in the process for reaching the information society and estimate benefits which are produced by solving digital divide based on this analysis.
The global digital inequality is a new phenomenon and the longitudinal research on the topic is scarce. Using the global digital divide index (GDDI), we find that changes have occurred among the leaders of information and communication technologies (ICTs) in the last years of the 00s. The data was gathered at two separate points of time-in 2009 (63 countries) and 2011 (65 countries). Both indices have 59 countries in common. This allowed to assess the vicissitudes within the leading group. We find that English-speaking countries have lost their leading positions, while European, especially Scandinavian, countries are solidly leading the world.
Although personal computers have become necessary tools for daily life as a means for people with visual impairments to collect information and to communicate, in fact a majority of them do not use the computers. ICT training classes offered by local governments and nonprofit organizations are very important, because using computers is too complicated to learn by themself. The present study eventually aims to clarify factors to discourage the people with visual impairments from learning ICT skills. At the beginning of the study, a survey was conducted to determine activities such as the ICT training class by the support organizations. The results indicated that there were many differences in the training classes offered by different organizations, and suggested that a guideline is necessary to ensure the effectiveness of the classes.
This paper attempts to examine the morality of Self-regulation especially in the area of expression. In modern society, increasing amounts of self-regulations take over the role and the realm of legal regulations. Self-regulation might be considered as "Soft Law" because it virtually practices legal enforcements. However it would be doubted that such self-regulations are completely autonomic and spontaneous. It is the problem that this paper critically reviews.
This paper focuses on representative works of sekai-kei(セカイ系)which came out in the 1990s and 2000s in Japanese subculture. Sekai-kei literally means "world-type", but セカイ("world" written in katakana) is different from 世界("world" in kanji).Then one question is, why is it that "world" is written in katakana? Furthermore, another question arises as to the storyline of the works of sekai-kei. In those works, a tiny relationship between two persons (you as a fighting cute girl and I as an ordinary boy) directly leads to a catastrophe of the world. What does the storyline mean? This paper illuminates the works of this genre in terms of sociocultural history of Japan.
Hypertext gives the opportunity to awake the readers' consciousness to an active behavior toward reading. It pushes them over the border between the reader and the writer and allows the act of reading to become an act of writing. However, is it such a simple process to transform the reading into writing? Is it even acceptable to think that creativity could be born from a process involving texts that have already been written? In this paper, we will ask ourselves how can one reach the creation of new information through the action of editing and what conditions this process requires.
This paper attempts to theorize the experiences of 'becoming cyborg' in an information society. The experiences can introduce objections to the gender order of real-life and reconstruct the order. In the world where we have cyberspace, most of us not only recognize the concept of 'becoming cyborg,' but also experience it. In this investigation, these experiences will be theorized by using the discussions of Francisco Javier Tirado, Gille Deuluze and Felix Guattari. The self as a 'cyborg' is not a solid entity between human beings and machines. It is argued in the notion of 'becoming' proposed by Deuluze and Guattari. 'Becoming cyborg' is an event, or a movement without pause, without brake and with a random speed, as Tirade says. For 'becoming cyborg,' interactions with machines are important because such interactions can break down the illusion of 'integration of the organic,' and create new connections with others.
We develop a method to analyze the changes of communication structures in the local SNSs. As part of the steady growth of new network communication tools, the expansion of social network services (SNSs) such as Facebook and orcut is greatly affecting societies worldwide. On the other hand, the local SNS supports not only activities of the local society but is expected as a network infrastructure to support activities responding to disasters. We use time series analysis to visualize the communication networks among SNS users.

This research focuses on the effect of the regional informatization by using social media. To transmit local information from North Ibaraki where having problems in making the network for women, three approaches which is 1) constructing the regional SNS called "Osanpo" for women in North Ibaraki, 2) creating the new website for Women's Center of Hitachi, 3) opening lectures about SNS in hitachiota where is a part of North Ibaraki,have been promoted. In this paper, the products of these activities are discussed. By analyzing these cases, a problem to be solved for regional SNS is appeared.
In the Tokyo Fire Department, problems of knowledge succession among firefighting professionals must be serious, because firefighters of baby boomers generation will retire within a few years. Many knowledge management systems are currently proposed, however, they seem not to work effectively in knowledge succession for firefighting professionals. In order to achieve succession of knowledge and experiences in the department, a knowledge succession support system is proposed. The support system is designed to integrate various materials in the department, and may contribute to share the knowledge and experiences among firefighting professionals, in that the system may work easy to access and exchange their knowledge and experience in the department by the SNS (social networking site).
We recognize the regional activation from aspects of economical functions and social functions, and we put shopping districts(SDs) and community people into the kernel of these functions. We did the questionnaire concerning 1) community ties and regional activation, 2) the relationship between community ties and applying ICT. We verified that community ties have some relations to social capital (SC). We confirmed to enhance social functions as a result in the region where SC indices were high. We also confirmed that that urban (bridging) type SDs were more positive than "territorial-bond type" SDs.
There are large regional differences in achievement level between municipalities on construction of infra-structure between urban areas and peripheral areas. Especially, the lack of infra-structure related to Information and Communication Technologies causes serious local problems in peripheral areas. Though municipal governments conducted various kinds of pro-information policies, they have not got great results in terms of local vitalization policies yet. As an official in charge of pro-information policy in Shizuoka prefectural government, I explore effective strategies to vitalize the information activities of business and people in peripheral areas. As a result, to reduce regional differences in the capability of getting information and to improve the situation against natural disasters and crimes in peripheral areas, I propose the establishment of cooperative systems between public and private sectors and the propagation how to use the ICT systems and the networks of local cable television.
This paper presents the overview of today's studies about public cultural facilities from the standpoint of the "citizen autonomy" and the impact of such a standpoint on today's town planning. Recently community formation through cultural activities is attracting people's attention. Going back to the history of community making through 'culture', we can see the origin of these attempts in cultural administration in 1970s. Cultural administration in 1970s had an attitude of "citizen autonomy", which tried to reorganize the whole community including its economy, social issues, and politics by means of civic culture.
This paper deals with the history of Women discount at film theaters in 1980s-90s. Using cinema sections of a Japanese magazine "Pia", this paper shows when and what kind of theaters started women discount, how the theaters offering women discount increased, and the character of the theaters offering women discount. In addition, we analyze the difference between 1980s women discount and 1990s women discount.
This article analyzes the impacts of mergers and acquisitions (M&A) on financial markets. As a result of intensive analysis, we have concluded that (1) dynamics of credit spread of companies which purchase another company are different depending on means for the purchase (cash or stock), (2) the differences become larger when financial markets are unstable, (3) problems of wealth transfer could arise under certain conditions, (4) differences in takeover premium could contribute to differences in dynamics of credit spread and stock prices. These results are significant from both practical and academic points of view.
In late years individual consumer's images are diversifying. Therefore the information distribution by the existing lifestyle analysis became difficult. This investigation performed lifestyle analysis from the subscription magazine of consumers mainly on a fashion magazine. Successively, this investigation performed the experiment about the product information distribution service that utilized the result. From a result, I understood that the information distribution using the lifestyle analysis with the subscription magazine of consumers was more effective than a method conventionally.
For twenty or thitry years video phone service has not diffused. Some reasons, such as the rate for calls, difficulties in its handling, an adverse reaction to face-to-face calling, were pointed out in earlier studies. We focus on the demand patterns inclueding users' attributes. In our research we found a intended party does not always to want to use video calling services. For example a 40's or 50's husband has a wish to make video calling to his wife but who does not hope so.
This paper reports the prevalence of Internet Addiction in Japan's adolescents. In autumn 2010, our research group made a statistical investigation on addictive internet use toward 1000 junior high school students in Tokyo city area. Statistical data on this topic is still now scarce in Japan. Therefore, this report itself may be valuable an information. We also analyze correlation between usage of internet services and degree of Internet Addiction. In consequent, services those are passive in communication (ex. weblog, video hosting service, online game) are revealed to be more strongly tied to Internet Addiction than interactive ones (ex. chat, e-mail).
We have conducted a project for making use of young people's skills, such as IT and design, to help NPO in Yokohama with public relations activity since last year. This project is called "Yokohama Action Planner" or "YAP" for short. In this paper, we describe the outline of the project and its results for 2010, and we discuss the way to make it easy for young people to take part in social action programs in their local community.
This paper reports the result and analysis for the internet survey of fathers having younger kids. Through the survey, we find the importance of social avocation. Sharing the avocational activities with others tends to make fathers' social networks supporting their child-rearing more diversified on the gender aspect. And diversified networks encourage fathers to participate on mothers' child-rearing activites. Communication media play an important role in the avocational acitivites and diversitfied networks.
A small village "Gujo" in Gife prefecture, how is the people communications means changed in their life. What change has it brought to their life ? We investigated the influence of information media, Telephone, Mobile phone, Computer and Internet in there. This report is finding that relation of residents' life and communications in "Gujo".
Based on recent increase in the elderly living alone who have a high risk of isolation,a model of "supporters support the elderly who have never used ICT" was constructed and examined. Nine elders (5 males and 4 females) living in a large housing complex in Tokyo tried e-mail and Skype by using a simple ICT machine for three months. Seven supporters helped them in operating a machine and promoting their communication. The result shows that the role of supporters is quite useful to promote communication among the elderly. It is very important to train supporters who can take roles of both helping in operating an ICT machine and supporting communication.
This paper analyzes the transition of the use consideration, the attribute, and the satisfaction rating of senior citizens life support system by using video conferencing telephone and call center in Okuizumo-cho which is located in in the intermediate and mountainous area in Shiamen Prefecture. This research shows the problem and the view of the possibility of the internet use of senior citizens and the system of life support for them by video conferencing telephone.
In the 1990s, Japan has reached advanced information society. We have also entered super-aged society since 2007. In such the social context, it is becoming more and more important to support a life of the aged with information technologies. However, problems of the usability of information technologies cause differentials of their quality of life and hinder fulfilling social welfare. Therefore, in this paper we discuss an ideal way of supporting old people with information technologies, which is a picture of the coexistence with advanced information society and super-aged society.
Recently , many panoramic photos are used in web pages. Especially, Google Street View is used by many people. But in this program, when a user wants to move his current position to neighbour position, the pictures around change suddenly. It is so unnatural and noncontinuous that users cannot understand intuitively where he is now. To solve this problem, we propose a new viewing method on the street. Our method provide continuous viewing even if the user position moves quickly. And by using our method user can get the natural moving and will not lost the way in the street viewing. In this paper, we describe the new viewing method and also the considerations about the taking panoramic pictures.
This paper shows how relationships in network affect information diffusion and what kind of bridge devotes to rewire network. There are patterns of bridge which can be found in tweets of Twitter or posts of Facebook over communities. This study depends on serveral social network analysis and previous studies of Granovetter, Milgram and Burt. Research objectives are international students of China and Korea studying in Japan, and this research implies to figure out how bridge can help communicate between different cliques.
The author claims that the Intenet may have serious side effects in decrease of high-quality contents and degradation of ability of thinking and making good human relations, especially for younger generation. First, Internet-related applications moves advertisement income from contents making sector, such as newspapers, TV stations, CD producers/sellers, and publishers, to platform sector. This may cause loss of best quality contents we have now. Second, the Web contents with their hypertext form may shallow our ability of thinking and obtaining systematical knowledge, as well as weaken human relations and make our society a mixture of mutually exclusive groups.
Since the late 1990s, social network services (SNS) are on a significant rise globally. Especially after the user surge of Facebook and Twitter, the influences of SNS on both Internet development and people's society are significantly evaluated. This research aims to explore the latest trends of social network, and try to rearrange and update the definition as well as the functions of SNS. Our findings suggest that fast-developing SNS have the possibilities to mix the functions of SNS and other fields. In this research, literature review, case study, content analysis and comparative research are used to investigate the inter-functional trends of SNS.
This paper shows a novel framework for realizing a secure and sustainable information infrsturcute. The proposed scheme provides that cloud collaboration and loosely coupled clouds integration by using a messaging network. A messaging network is a class of content-aware network and is constructed as a structured overlay network. The proposed framework can realize a loosely coupled integration of services and secure service collaboration without any changes of clouds. The proposed infrastructure will help cloud system for governments and municipalities.
It is necessary for stakeholders to accumulate, arrange, utilize and share 'Regional Knowledge', by communication. For that, this study aims to design and develop a Web-GIS for communication among users, taking up the example of the information as for regional resources. The GIS of this study is a geographical information system which integrates a Web-GIS, an SNS (Social Networking System), and a Wiki into a single system. Using the communication systems based on digital maps, it is possible for users to promote their communication about community-based information effectively. Moreover, anyone can input and update information on the Web-GIS anytime anywhere, using a mobile phone or a PC.
Recently, the Web technology enables people to watch VoD services such as NicoNico Douga. However, there are so many video contents in the site that "interesting but lower-rated" contents are sunk in them. To support users to find interesting video sunk in NicoNico Douga, a recommendation system of "interesting but lower-rated" contents is proposed. Tags of contents rated as "would be higher rated" are analyzed, and found typical tags attached to such contents. The typical tags may be useful to develop the recommendation system for users in NicoNico Douga.
Twitter, one of micro-blogging services, was focused on by the effect of US President Obama's speech in the world in 2008, and the number of its users is increasing. Researches in recommendation method with respect to who should be the proper user to follow can be classified into two types; i.e. collaborative filtering using the followee/follower relations, and content-based filtering focusing on the contents similarity among users. However, these recommendation methods reveal shortcomings, in that they do not regard user involvement, namely the extent of communications among users. In order to include the factor of user involvement in recommendation method, a new type of recommendation system will be proposed.
The purpose of this study is to examine the effects of cross-level interactions between individuals' Internet use and regional characteristics on local information acquisition behaviors. In this study, using a national survey data in 2009 and macro-data from official statistics, I examine the cross-level interaction effects. The results showed significant cross-level interaction effects. The regional differences of regional information gathering behaviors were discussed.
This paper shows the problem and subject perfoemed by the area being united. First, we mention the causes which make difficulty the performance of career education in Junior high schools. Next, I propose the new framework for promoting career education on based on those problems. The contents consist of overthrow of the community improvement which used (1) school as the core, and (2) vertical administrative system, and (3)sharing of information. Finally, I propose the framework which evaluates career education.
Big Cities in Japan are said to be in the stage of re-urbanization, after experiencing the stages of urbanization, suburbanization and counterurbanization. These re-urbanized cities have a new resident group whose members have a moderate relationship ("sarasara-type") with each other adapted to the matured urban societysocieties, in addition to conventional resident groups with a dense relationship ("betabeta-type") or a thin relationship("pasapasa-type"). Each resident group has its own characteristics. On the other hand, the number of the Internet users has increased drastically after the Japanese government implemented its"e- Japan" strategy. Between a Internet-savvy group and a non-Internet-savvy group a clear difference exists. But there is no statistically significant difference between their relationship preference for one of the three types above and their level of Internet usage.
This paper studies a dynamic disequilibrium model that integrates the New IS-LM model and the Iwai model. This model is consisted of 4 equations. Adjusted Dynamic IS Curve, Disequilibrium Inflation AS Curve, Disequilibrium Phillips Curve and the Talyor Rule. This model is an expanded edition of the New ISLM model by using the concept of normal demand-supply ratio and fundamental equations of Product and Labor markets. This model suggests that prices are given by rational expectation and noises. We expand this dynamic disequilibrium model to Hybrid model.
This paper examines an estimation method and some empirical results on the structures of industrial technology in Japan. The author defined industrial technology turnover rate of capital stock and estimated the rates from the IO table and SNA. It is difficult to distinguish the structural change and temporary change from the above results in macro data.
The business confidence is one of the major indexes of business fluctuations. However a few researches have been made about the index. In this paper, we make the property of business confidence clear, through exploratory data analysis of time series data for the index. In the analysis, we compare the trends of fluctuations between observed value and estimated value of business confidence and also compare them with industrial output.
This paper is a preliminary report on a challenge to analyze data obtained from online household bookkeeping site. Our research aims to produce core statistics from online data resources, which can be used in various socioeconomic analyses in the context of Cyber Physical System (CPS). In this research, household data of approximately 190 thousand users will be analyzed by using machine learning techniques to compute consumer prices across Japan.

SNS user is over 70 million, and we can see a topic about internet or SNS addiction on mass media and internet homepage. However there are few paper about SNS addiction. Thus we present this paper about how long, how often, what kind of service, and what kind of scene SNS addicted user use SNS, and what kind of burden and sacrifice SNS addicted felt by using SNS, and change and effects by SNS use.
This report aims to describe the audiences' perception about a performer's personality in social networking services(hereafter, SNS)by applying Goffman's analysis and his framework. By using Goffman's perspective and analytical framework, this study analyzed communications within SNS space and described the characteristics of SNS. Communication in SNS was identified by its relationship to face-to-face communication(hereafter, FTF)from the following three points of view: at first, high controllability of performances; and second, audience integration; and third, role distancing behavior to mediate role performance in FTF.

In my point of view, " Basic Law on the Formation of an Advanced Information and Telecommunications Network Society"adopts the concept of information security which means a moral right of information security and a safeguard of information security.
This paper discusses real-time and dynamic decision making process on information security incidents, under the game-theoretical assumption that an attacker will act to maximize illegal gain while an defender does to minimize loss due to the attack. The paper develops a decision making model corresponding to the process, where the gain and loss are assessed alternately by the attacker and defender, and attack and defense plans are sequentially determined. The proposed model is formulated and applied to a security incident in order to optimize a set of attack and defense plans.
