    Proposition and definition of specific method for R&D evaluation has being the major issue for public research institute in order to fulfill its responsibility toward sustainable development. However, the existing method of R&D evaluation is unable to structurally clarify the relationship between role of public research institute and preferential R&D from long term point of view. Therefore, this paper aims to propose new method of R&D evaluation for public research institute by planning gaming simulation of R&D experts, and validate the proposed method by trial experiment. The proposed method turns out that it can successfully clarify the relationship between role of public research institute and preferential R&D by trial experiment.

    We propose a method to quantify costs of an information security incident in Japanese national university corporation. In order to execute several corrective and preventive actions within a limited budget, we need some indicators to compare the level of urgency or importance on each action. The total amount of loss shall consist of not only the loss directly caused by the incident such as broken equipments and lost profits, but also the indirect cost to recover to the original state. We can calculate those indirect costs with the proposed method by defining the data item corresponding to the cost factor. We applied the proposed method to constructing ISMS in Yamaguchi University, and confirmed the effectiveness.

    The manifold information securities measure is necessary by the spread of Internet in the society.We propose about the method for presumption of information security incident in the enterprise. The method can presume that incident occurs by the importance and the attribute of IT assets.The attribute converts the warning log data that occurred and estimates the similar incident that does not occur. The information security measure in ISMS(Information Security Management System) is made for the incident presumed high incidence in future by the method.

    Many academic people and practitioners point out that it is hard to be supported by scenario analysis methods about actual problem situations, because the identification of an agent's decision making model representing plausible behaviors is very difficult The primary purpose of this paper is to propose a method of model building for making scenario analysis methods effective options. This proposed method starts from minimum model elements, and examines whether an additional element should be introduced in terms of plausible behaviors. We give a case study of introducing visitor's preference in the theme park problem. The result of this case study suggests that the visitor's preference has a strong relationship to the phenomena which could be observed at an actual theme park.

    It is said that the success rate in a present software development project does not come up to 40%. It is said that the uncertainty of the crude sheath project plan of the project scope management exists in the basis of the cause of the failure.
    The purpose of this research is to make the project plan visible by mounting knowledge and the skill for "Avatar" of the "Second Life" space. It proposes the method of making the more best project plan as a result. In addition, the proposal with a new creation of job opportunity in the talent procurement is done by using the made simulation. The proposal that this simulation system is used and the creation of job opportunity in the talent procurement is new is made.

This paper demonstrates one model in which multiple alternatives can be presented and one of them is to be chosen as the conclusion of the discussion. The number of the participants are fixed, however, their attitudes to the alternatives are changeable in the deliberation.

    The problem what coalitions will be formed is important in the decision situations of corporate alliance. Comparison of coalition influence contributes to resolve the problem. Coalition formation situations are formally expressed as games in characteristic function form. Relations are used to compare coalition influence. Three relations are proposed in this presentation. First relation compares coalitions with respect to how much they can make other coalitions not produce profit. Second relation compares coalitions with respect to how much they can reserve thir profit against deviation of members. Third relation compares with respect to how much the coalition can increase profit by cooperation. Some properties which the proposed relations satisfy are given.

    This paper aims to provide a systems-theoretical representation of "technologies" and to develop a new technology evaluation method based on a "connection" of technologies. In this paper, two types of technologies are defined as special classes of input-output (I/O) system. One is called "efficient technologies" and the other "weakly effective technologies. " Defining a connection of technologies, the author in this paper gives the following two facts: 1) a connection of efficient technologies is always an efficient technology, and 2) a connection of weakly efficient technologies is NOT always a weakly efficient technology.

    In general, obtaining the conceptual model in the real world becomes difficult as the range of object domain grows. In that case, the object is divided into some overlapping parts, and conceptual model is obtained by integrating models of each part. Or, the object is recognized at a higher abstraction level, and conceptual model is gradually improving. In this paper, we consider formal semantics of ER diagrams (ERD) in order to explore its possibility for the integration modeling approach.

    Usually we think that the insufficient definition of the requirement at the upper process in IS development causes the "Systems Failure". In this paper, we insist on the effectiveness of a qualitative research methodology to investigate and analyze an interaction between user side and the developers as a personal action, through the activity of the requirement definition. We interviewed and observed using M-GTA in this case of the IS implementation process a few times. And it became clear the problems in this process by using the result chart derived from qualitative data analysis and UML chart, which is universal modeling language.

    IT investments in Japanese organizations have been considered to be improving; however, many believe that the return on IT investments for Japanese organizations have been quite low compared with other developed countries'. An effective IT investment will be one of the key factors for an organization to remain competitive in the global market.
    Although many Japanese organizations have the ability to develop high quality software, it appears that they have difficulty using IT investments to improve their organizational effectiveness.
    To discuss the improvement of their return on investment in software development, data from some real cases have been analyzed and discussed, in order to identify the factors for success and failure of software development.

    UGC(CGM) sites are now popular in exchanging information among Internet users. Though users in Japan tend to hide their real name and be anonymous, they make good use of such user-generated contents. The author did a survey on Internet users to figure out their behavior towards anonymity on the Internet, when they collect or exchange information via UGC sites, based on the authors former classification of anonymity; Treaceability and Linkability. As a result, firstly, users do not care of real names but focus on their profile and history. Secondly, they tend to hide their personal info in order not to be traced. Thirdly, the dominant cluster shows the tendency that they care of traceability not linkability.

    Quite a lot of e-Marketplaces have been closed, so the word of "e-Marketplace" itself is about become a thing of the past. Nevertheless, a few e-Marketplaces are growing to be a platform of the business field. In this paper, service innovation and the innovative change processes of successful e-Marketplaces in Japan are visualized with the innovation architecture, and the successful circumstances are analyzed.     In this research, we consider a serial production line as a part of a business process, and study some effective methods to improve the system performance with an analytical approach. The theory of token transaction systems is employed. We evaluate the system performance with respect to the average work-in-process (WIP) and the system throughput. By using the concept of critical circuits and applying the Little's law, the performance measures are calculated.

    The approach for many kinds of risks becomes important by the acceleration of change speed under the global severe competition. From this trend, ERM(enterprise risk management) in which risk is defined by all risk items to prevent to realize the total business object is in the spotlight. This situation is the same as SME's. Recently, total research of the approach for risks at Tohoku area's SME's(industry) was done. Now, data was reanalyzed from the viewpoint of the influence by the intangible assets (sense of manager, collaboration between manager and employee, employee's moral, approach to utilize IT, etc.). As the result, it became clear that intangible assets accomplish the important role in the approach for risks as the same as IT approach.

    Under what conditions does a software firm place its head office in regional city? The bulk of software firms are in the urban area, specifically in Tokyo. It is explained that the work of software-making have to communicate the customer in many times. Whereas there are some software firms placed their head office in regional city, and they have grown up. In this report I view the reason that some software firms locate its head office in regional city, not in the urban area, and show the activity of some developed software firms to make use of local resources.

    Taiwan and Philippines are neighboring countries with different strategic positions in global market. The former is leading player in OEM/ODM industry, while the latter is known for its cost-effective yet competitive labor pool. Despite the difference in global focus, the two countries are able to complement each other's strengths. This paper talks about how Taiwan and the Philippines support and maximize each other's asset to boost their respective economic, and gain dominance in the industry clusters where they belong. Their governments' significiant roles as well as interlinked factors indentified by Michel Porter serve to explain their mutual relationship.

    To promote a local economy, it is important to enhance the entry of local firms to industrial cluster. Therefore, the entry of local firms to industrial cluster and its requirements are researched by comparing with LCD, semiconductor, solar cell and automobile industries. I categorized the clusters to modular cluster based on the division of labor, and integral cluster based on knowledge creation integrating tacit knowledge. The higher a degree of modular business architecture is, the higher the local firm ratio is because of the division of labor as module. The higher a degree of integral business architecture is, the lower the local firm ratio is because many strategic partners enter into the cluster at the same time.

    The derailment accident in the Fukuchiyama line in April 2005 was shocking accident because it was caused not by technical factors but management errors. In this research, we will discuss about the appropriate pattern of organizational learning by agent-based-simulation to such a type of accident by an agent-based-model. In this model, agents have "mental-model" which has a hierarchy, and their mental-model are updated between agents. Owing to the interaction, we cannot predict the effectiveness of each learning, so in this research we discuss the effectiveness by using agent-based-simulation.

    This study aimed to clear the effect and cost of the web site use, construction and management, taking up the woman entrepreneur in the region as an example of a small business. By the questionnaire research, it was cleared that differences between an accomplishment group and an aim unachieved group are kind of business, starting point of opening web site, and whether she had own URL concerning the profile.According to the canonical correlation analysis, it was resulted that whether a woman entrepreneur utilizes the web site and satisfies it with accomplishment of a goal was relation to the acquisition of own URL, the consultation to a specialist, the consideration of retrieval by keyword and employing a full-time member.

  • Productivity of Manufacturing Enterprises in Japan

    The productivity of manufacturing enterprises, listed on the first section, Tokyo Stock Exchange are calculated as average net present values (NPV) on total, machinery and information investment during the past five years, assuming that the enterprise performance depends on the machinery and information investment as working hypothesis. The calculation results show that more than half of business types have minus NPV on total investment, the average machinery investment for all enterprises has minus NPV but the average information investment has plus NPV. Moreover, on the enterprises having highest value of total investment or information investment in each business type, the business architecture is studied based on the business outline described in the securities report.

    This paper proposes a method to analyse the research and development division of a enterprise based on the patent information of the company. This paper reports results the method applied to real companies. The relationship of the inventors of patents are analyzed using co-occurrences and are visualized as a graph. The graph reveals who is the key researcher and how may supporting researchers are working in a group. By changing the parameter of relation-strength between researchers, a characteristic of each company appears as the change rate of the graph. The rate reveals how each group of researchers influence tightly or sparsely.

    Balanced Score Card (BSC) is proposed as a method to translate an organization strategy into Key Performance Indicators (KPIs). How many KPIs are required for each perspective is an important research issue. It is hard to design appropriate KPIs to satisfy the required perspectives. Agent-based simulation can be an effective tool for managers' decision support about the KPIs design. In this paper, we clarify requirements for agent-based modeling for the design of KPIs. The requirements consist of defining the type and the characteristics of an organization, specifying assumptions, designing the parameters, and analyzing scenarios. The simulation satisfying the requirements can analyze effects of how KPIs are weighted in an organization under strategic questions.

    Process visualization requires huge costs for companies which seek for innovative continuous improvements of activities due to the resources for planning, design and system development required at each project, department and company. A standardized methodology for measurement and analysis of transaction is successfully developed to decrease the costs significantly. We deployed this methodology to a venture start-up which has limited resources but large requirements for external assistances resulting in high marks.

    For institutional management of R&D we applied a quantitative approach with Transaction Tracking System (TTS) which enables organization to measure each activity as a transaction element. Using TTS we demonstrated a pilot trial based on proposed theoretical frameworks derived from transaction cost economics. Thorough visualization of activities we obtained the following findings, differences in patterns of interactions at an institutional and individual level, common resource elements across units, and significant correlations between resource inputs and outcomes, which implies systematic management of resource flow and transaction processes.

    We report that we investigate satisfaction of taking Information Literacy for freshman by a questionnaire. The information literacy is closely related to the information science as general subjects in high school curriculum. Thus, we have to provide an instruction on the information literacy with various ideas. The questions that we have to ask here are whether high school students obey morality for information science. As our investigation of a questionnaire,there are many high school students who lack sense of informationmorality. We infer as they have never been conscious of information morality in their lives. On theassumption that it is very important to give an instruction on information morality in basic subject, we give an instruction by preparing a text.

    The promotion of project manager (PM) is not easy at all because wide expertise and the work experience are needed. Therefore, it can be said that the tool of OFF-JT to be able to virtually experience the system development concept besides OJT is effective. Takahashi (1997) developed the prototype of the training game that aimed at the ability promotion of PM. However, management of money and people of an indispensable management matter for PM are not expressed. In this research , management of people , money and material are taken to the training game and a realistic game was developed and executed. Effectiveness as the PM promotion means of the training game was considered by analyzing the change in the proficiency of knowledge as PM.

    I studied about the human capital investment of system engineers and organization factors theoretically and empirically.The data set is the secondary use of "Research on working person(2004)",by Works Institute, Recruit Co.Ltd.,stocked at Social Science Japan Data Archive.
    Self-investment of the system engineers is indispensable for successful ICT investment. Theoretically, employees will hesitate about self-investment if the reward is under uncertainty through organization factors. Empirical analysis shows that informal factors like stressful atmosphere as well as incentives affect the human capital accumulation.

    In this study, we discuss the project management to arrange hands-on training in a company or the university. The training is generally arranged with four phases as the following; plan, supply, setting and proof test. The training takes time for arrangement than the lecture. The planner must arrange it as possible in a short term. In this study, we take up training for mastery of the quality engineering as a case. Following two characteristics are necessary for the teaching materials of the quality engineering; easiness of the condition change and good plasticity. As the teaching materials along this demand, we adopt a 4WD mini-car. The aim of the project for arrangement is shortening of training time. We try the identification of problems when such a project is managed through this case.

    Japanese medical system is dramatically changing. Historically, clinical departments in each medical school played a crucial role, it called Ikyoku-system. Ikyoku used be a biggest supplier of physicians. But changing policy by the Ministries of Education and Health, Ikyoku system is not a dominant supplier in this time. We focus on the female doctor used be a minority in the Ikyoku system. How they find their potentiality in this circumstance? Is this circumstance is a fair wind for them? We will discuss the potentiality and networking of the female doctors.

    Precedent studies have been proposed several methods to quality function deployment analysis by using user comments and evaluation in web sites. There is room to develop these methodologies to get information about evaluation points of the user satisfaction. This paper proposes a new method to calculate the importance degree of demand qualities by using text mining techniques. We make a figure of the demand quality structure by analysis of user reviews on the evaluation Web sites for the mobile telephone market as an example. From the result of analysis, we give consideration about the effectiveness of our proposal

    Observation of the recent environmental changes in the marketing filed reveals that it is necessary to establish a marketing and sales system which places further emphasis on "interaction with the customer" and thereby accurately grasp the characteristics and changes in the customers preferences in a quantities manner regardless of preconceived ideas. In this paper, we examine a tendency what kind of customer comes to the dealers in each event quantitatively. We also establish "PMCI-DM" (Practical use Method of Customer Information for Direct Mail). We then apply this method at Company A, a foreign funded automobile sales company and are able to demonstrate its effectiveness.

    It is important for manufacturers to keep right inventory level of items for successful operation. Accurate demand forecasting is required for planning production schedules to keep right inventory level. Since it is difficult to apply statistical demand forecasting methods to new items just after the launch, diffusion models approach is used and it does work well in such a case. However, this approach does not have acceptable forecasting performance if new items have a past record of sales before launch date such as pre-order and initial sales. We will propose modified diffusion models with time lag and bias effects to forecast demand for such new items accurately. The result of forecasting performance evaluation shows that the proposed models are superior to traditional diffusion models.
