Fundamental human rights enlightenment is proposed in workplaces of social welfare. Neither the senior citizen welfare institution users nor the staff of the institution can understand fundamental human rights adequately because human rights is an abstract concept. As a result, the human rights security of the user is not sufficiently maintained and the acts of the staff of the institution are guarded because of the fear of violating the human rights the user. There is a danger that excessive stress causes elderly abuse by the staff of institutions. Therefore, I investigated, through an interview process, about the understanding of the core concepts of fundamental human rights by the staff of a senior citizen institution and some of the users in order to grasp the present conditions of understanding human rights and legal problems and to create a point of view for human rights training. This article, in particular, emphasizes personal dignity, civil liberties, and human rights adjustment.
