    In carrying out ship weather routing, it is very informative for the shipmaster if the standard deviations of predicted passage time and fuel consumption on the recommended route can be estimated at the departure time. In this study, the accuracy of forecasted winds, waves and ocean currents was represented as the covariance matrices of the forecast errors and the correlations between successive forecast errors. Based on these covariance matrices and correlations, a method of estimating the standard deviations of passage time and fuel consumption on a particular route was described. Using 10-day wind/wave forecast data and information on the accuracy of the forecast for the North Pacific Ocean, numerous stochastic weather routing simulations were performed. From the results of the simulations, it was concluded that the standard deviations of passage times and fuel consumptions on the various routes could be accurately estimated at the departure time.

    The domestic shipping in Japan plays the leading part of the domestic physical distribution making good use of their voluminous and low cost transportation with long distance. On the other hand, it is said that the number of crews and ships of advance age is increasing in Japanese domestic shipping. We operated the questionnaire survey of the domestic shipping for making clear such situations of the crews and ships, and finding out the improvement points for the future. 1, 500 copies of survey sheets were sent by mail to 154 shipping companies including ferry ones, and the survey replied from 392 persons (RCVY 26.1 percent) were obtained in this time. The analysis for this survey was carried out, and the effective results became clear.

    In Japan the truck has been the leading mode of the cargo transportation as ever. Then, we are suffering from the external diseconomies such as air pollution. The external diseconomies are called "the market failure". Therefore, the control by the government is necessary in order to correct this failure. In this paper, the authors studied on the route choice model of the truck transportation, and the policies of modal-shift. Firstly the authors will show a route choice model of trucking with the canonical discriminant analysis. Secondly, we will investigate the factor of route choice. Finally, we will describe the effective policy for the modal-shift in Japan.

    Ship-handling requires relative slower operation than other transportation. In ship-maneuvering, navigators need to avoid relative slowly sailing ships through slower rudder under slower feedback. The present author guesses that ship-maneuvering gives them much cognitive workload. The purpose of this paper is to investigate this speculation through learning tasks. Participants had to respond timely to targets on schedule through their own estimation of constant time. As they needed to estimate longer time under slower feedback, more difficulties of learning came into existence.

    This paper examined display format of marine navigation environmental information of ARPA. The study deals with next 3 topics : (1) The statical analysis of the relation between dimensions and performance of the ship. (2) The estimation method of performance with observation of ship length by ARPA. (3) The modeling of risk evaluation indices of the marine navigation environment. Results are as follows : (1) The maneuverability of the partner ship can be estimated by the length of the ship observed by ARPA. (2) The region of the evading navigation was quantitatively modeling by turning performance and approach speed. (3) The marine navigation environmental assessment indices can be applied as collision risk see area information.

    In recent years, various kinds of maritime simulator have been set up to education, training and research organizations, and they are took the advantage in various fields of the maritime education, training and research. Also at present the possibility to substitute the embarkation career as a seafarer for the maritime simulator training are examined. However from the viewpoint of ergonomics and human information processing, there are many problems that should be solved, before the cadet who have a little career as a seafarer are trained by means of the virtual reality system called the maritime visual simulator. For example, how should trainee has an experience of ship's maneuvering and which degree or how should trainee get the cognitive distance to another ship? If we could investigate and solve those problems, the simulator training and training on board become more effective for the seafarer. When navigator maneuvers the vessel, he needs much information through his five senses. In the five senses the sight of sense has 80% of all information, besides in the sight of sense it is said that the "distance" information is the most important things in the judgment standard of risk of collision. In this paper, we describe the experimental results of two cognitive distances, one distance was took from the simulator experiment and the other from the real ship experiment on the sea. At last, we recommend that trainee should have the correct cognitive distance before maritime simulator training and for the safety of navigation it is necessary that navigator recognize the correct distance to another ship by means of Radar. and as a result of consideration we show the following things; (1) When the trainee's height of eye is not different from his usual height of eye on board and the trainee has a lot of embarkation career as a able seaman, the visual simulator is regarded as a most effective and valuable training instrument. (2) When the trainee's height of eye is different from his usual height of eye on board, it is attention that the trainee's cognitive distance has influence of the experimental and memorized distance, become incorrect. (3) The seafarer's cognitive distance from own ship to another ship has an influence of the angle between a horizontal line and a waterline of another ship. (4) The instruction of distance is effective to be correct cognitive distance for any trainee in simulator.

    It is very important to make foresight of the incidental and dangerous situation for preventing human errors. It is pointed out that almost causes of marine disasters are human errors. Authors propose the foresight training for preventing human errors by using the sample sheets including dangerous situations of vehicle transportation. In the industrial production field and the road traffic situation, excepting the marine traffic situation, the effect of the foresight training has been already confirmed. Especially in the marine traffic situation, the effectiveness of the foresight training is not confirmed yet. This research by using eye-movement analyzer ("Free-View") shows the characteristics of the foresight process relating to the human errors by using sample sheets including the incidental dangerous situations of the road traffic and the small boat. Based on the experimental measurements, the results are as follows; (1) There is a strong relationship between the characteristics of eye movement and the foresight ability of the incidental and dangerous situation, in case of judgement for the traffic situation. (2) The evaluation of foresight ability is strongly influenced by the static characteristics of eye movement of the average gazing position more than by the dynamic characteristics of the sight-line displacement.

    SRIC is a relational database system (RDB) constructed by the some data tables and many useful functions to analyze the reliability of ship equipment. The present database system has just become a useful system included 114707 field data about the failures and alarms of ship equipment pass the long time investigation. It become clear that the average failure rate of the whole of ship equipment was 7. 246 [Occ./1000Hr.] and the average work for repair was 5.0 [Man * Hr./Occ.] through the statistical analysis by using SRIC information. This paper reports the latest results of statistical analysis by SRIC database system and the influence on the ship navigation by the failure occurrence. The principal component analysis (PCA) also was applied to clear the relation between the failure and the influence. And, the remarkable facts had been clarified through the use of the multivariate analysis.

    There are some shipboard E-mail Internet gateways or servers on the market which of course can be used for ordinary ship-to-shore communications, such as telex or telefax. However, this does not seem to be enough for merchant ships as general E-mail communications because a special E-mail address or a special server with administration must be used, not a standard communications protocol. This paper describes a system for mariner on merchant ships, designed and tested by the authors. The system has also been made and installed for ordinary E-mail communications from an ocean-going vessel by satellite and maritime telephony with modem.

    Today, there are 39 pilotage areas in Japan, and 11 areas of them are compulsory. 769 pilots have been registered in the 39 pilotage areas. An average age of them is 63.3. They must have sufficient knowledge, physical capability, experiences and concentration for executing hard works in ship handling. In this paper, we made up a database about 426 casualties of pilots in the recent 50 years by using decisions of Japan Maritime Disaster Inquiry Agency, and analyzed the database. As the results, it became clear that the ratio of casualty of the pilots increased sharply, when their business experience became more than 21 years. Also, the number of casualties in Kanmon and Inland sea pilotage area was more than that in other pilotage areas. To decrease casualties, refresh education for pilots and improvement of navigation aid facility are necessary.

    The recent incredable development of high speed computer made it possible that many controllers which were theoretically possible but impossible to implement, is actually applied to many plant control problems. The Bryson-Ho variable gain algorithm (1) is one of such algorithms. In this paper, the Bryson-Ho algorithm which was described in their famous book Applied Optimal Control is applied to the course keeping problem and the course changing one for a middle type of training ship, 'Shioji Maru'. In order to assess this method, some simulations using a sophisticated MMG model as the mathematical model were implemented and then the actual sea tests were carried out. In these tests, it was proved that it is possible to implement this method for ship's maneuvering control problems and promissing to apply to other more difficult maneuvering problems like a berthing one for example, when the recent high speed computer is utilized for controlling.

    Marine seismic surveying vessels in operation have reported slowly-varying motions in the depth of their towed recording (streamer) cables. Full-scale measurement data have revealed that minor fluctuations in the course of the seismic vessel are capable of forcing the towed in-sea hardware in longitudinal and transverse directions. Deviations from the specified target depth of towed seismic cables may give rise to uncertainties and errors in geophysical measurements as well as causing coverage problems due to irregular horizontal movements of the cables. Thus, the operational efficiency of this kind of nautical operation may be negatively affected. The interaction between transverse (depth) and longitudinal motions has been argued to take place at the location of the depth-control devices that are mounted along the streamer cables.

    In the previous paper, the author proposed a new type of rudder with parallel auxiliary foils arranged to the both sides of the trailing edge of main rudder. This concept of using rear foils to obtain high lift performance is known among the field of aeronautical engineering as the circulating effect and recently applied to ship roll stabilizer fin. In this paper, it is reported that various model experiments such as open water test, behind propeller test and self-propelled free running test were conducted using the proposed rudder and compared with the conventional NACA0020 rudder. The result showed us that the newly developed rudder has a high lift performance at several fundamental trials.

    A simplified method to predict the maneuvering hydrodynamic forces in shallow water has been developed by Hirano and others. In the method. a ship hull is replaced by a single discrete vortex and shallow water effect on the hydrodynamic forces is expressed by using infinite images of the vortex. In the previous report, influence of the position of the single vortex on hydrodynamic forces evaluated for a ship moving obliquely was examined. In the present report, similar treatment is made for hydrodynamic forces on a turning ship. Here, characteristics of the position of the single vortex and the position where the boundary condition is satisfied are presented. It should be noticed that the characteristics for a ship in turning differ greatly from those for the ship moving obliquely.

    The scallop culture fishing is a major fishing in Uchiura-Bay, Hokkaido, Japan, and many small fishing boats are engaging in the fishing. As small fishing boats during fishing operation conditions generally incline from 6 to 10 degrees due to mooring to the culture facilities, it is vital for preventing the capsize to make clear roll motion during fishing operation conditions, especially for the difference of encountered angle of waves. Considering easiness of working on the fishing operation, most fishermen moor the ship to be encountered tides from her left side. We carried out tank tests and measurements by using a full-scale ship to verify the effect for the roll response during these mooring methods. Based on the roll response function and the characteristics of power spectrum generated in Uchiura-Bay, we estimated roll motion experienced in real sea and discussed the safety directions of encountered waves during the fishing operations.

    The wheel house front glass of a fore-bridge-ship was broken by the shipping of water in rough sea. This breakage of the front glass is incredible because the front glass was in 20(m) above the water surface. In order to analyze the reason of the accident and to avoid similar problems, we demonstrated a flow mechanism causing the strongly rising water flow to the wheelhouse, and then suggested a formula to estimate the rising flow velocity through water tank experiments (1) (2). In this paper, we study experimentally the characteristics of the crash impact water-pressure by using freely falling water mass, and then analyze the breakage condition of the wheelhouse front glass by comparing the above impact water-pressure with the maximum allowable pressure of the designed front glass. In addition a criterion for the breakage avoidance of a wheelhouse front glass is considered from the height of the shipping water level at the fore end over the bow deck. The results are summarized as follows : (1) The non-dimensional coefficient C_<pi> of the impact water-pressure was about 2.8 in the case of the crash angle φ being φ=90°. (2) The characteristics of C_<pi> for φ was able to describe as sin^<10> φ approximately. (3) The breakage of the front glass may occur under the condition that the shipping water level at the fore end reaches to about 2(m) over the bow deck. (4) The above water level would be a useful information for navigator to avoid the breakage of the front glass, because the information can be recognized easily.

    Bayesian modeling procedure is applied to an inverse problem of how to estimate directional wave spectrum from actual ship motion data. According to this procedure, it is shown that the directional wave spectrum can be estimated from the vector-valued time series recorded on a running ship even in following seas. This paper presents the methods to evaluate the longitudinal bending stress based on the estimated directional wave spectrum. The spectra of the longitudinal bending stress can be evaluated based on the estimated directional wave spectrum and theoretically calculated frequency response functions by New Strip Method. Furthermore, the significant value of pitching, rolling angle and longitudinal bending stress, which change easily by the change of ship speed or course, can be predicted based on the previously estimated directional wave spectrum. In order to examine the reliability of proposed procedure, the onboard tests were carried out. Comparisons between the results of the proposed method and the experiments show good agreements.

    In order to investigate capsizing in quartering and following seas, numerical simulations of the rolling motion were systematically carried out for a container ship sailing in short-crested irregular waves, e.g., directional spectrum waves. The obtained results are summarized as follows : (1) Low cycle resonance occurs for a container ship even in short-crested irregular waves. (2) The heading angle from the wave principal direction reduces danger of ship capsizing. (3) The short-crestedness of waves also reduces danger.

    The shipborne-type wave height meter-using microwave Doppler radar is capable to measure the ocean waves while she is steaming. Instruments of this type are already installed on more than 100 ships. The encountering wave period measured by the instrument onboard depends on the ship's speed and the course. But it has seemed that ship's speed and course do not affect the wave height. However, there are some recent reports that the wave heights measured at the almost same time in various ship's course are different from each other. So, we investigated the characteristics of waves measured by a ship under way using the numerical simulation technique. In the result, it became clear that the frequency distribution of the wave heights is affected according to the encountering period of component waves. The significant wave height is defined as the mean of the highest one-third of the waves. So, It is not strange that the significant wave height of following waves is smaller than that of the head waves. On the other hand, the value of estimated significant wave height, which is derived from the wave spectrum, is not generally affected by ship's speed and course.

    IMO (International Maritime Organization) recognized that chronic exposure to benzene vapor in air may cause leukemia even if the concentration is very low, such as a few parts per million. Since benzene is widely used to make some types of pesticide, paint, medicine and so on, large quantity of benzene is produced in Japan. About 1.3 million tons of benzene are transported by the chemical tankers for one year in Japan. The concentration of benzene gas emitted from the cargo tank of the chemical tanker engaged in the bezene loading operation isn't the order of ppmv, but percent in volume. An estimation tool is needed to evaluate the working environment level on the chemical tanker. Taking acount of mechanism of diffusion in the cargo tank, we developed a new calculation model to estimate the concentration of benzene gas emitted from the cargo tank placed in the chemical tanker during the benzene loading operation.

    In Japan, the occurrence rate of the work accidents in the fishery industry is higher than all industries, so that it is necessary to study the factors relating to the work accidents in the fishery. The professional fishing is a tough job, and fishermen have high skill of the fishing often performed under severe environmental conditions : wet, cold, and high seas. The purpose of present study, evaluate their skill in trawler workers. We study different types of boats and different types of technologies on trawler workers. The labor hazard factors about trawler workers analyzed the fundamental factors. The occurrences of work hazard by wave in all highest were-29 years old age, and the occurrence of work hazard by risk behavior in all highest were 30-39 years old age. We analyzed fisheries skill and position in different types of boats and different types of technologies on trawler workers.

    Authors planed a questionnaire and investigated into watch-keepers' Performance Shaping Factor at maritime incidents. And, authors could collect many useful responses by the efficiency of three times of the investigation that was carried out previously. There was a key of the know-how in a design of the questionnaire and procedures of investigation. The positive attitude to this investigation increased. And also, it became possible to collect objective data of incidents in dangerous situation by this investigation. Analyzing the data shall make clear the important factors. It makes us to know and to practice more effective safety measures. Authors found the high possibility of the incident investigation, examined by IMO. In this paper, authors describe for the matters in the questionnaire, the process to get the positive response, the rate of incidents-experience, and actual conditions in the incidents as the result of the questionnaire survey.

    During the last few years, we are doing the research that checks the characteristics of the protective device by the model experiment and numerical analysis. In the previous paper, we discussed characteristic of the time that the ship penetrated head-on at the center of protective device. These results almost agree with the numerical analyses and experiments. In the present paper, we report about the research result in the time that the ship penetrated with the protective device and change the direction, in other words, penetration position and penetration angle. The following results are obtained. (1) When the penetration position approaches the edge, the reaction force decreases and the slope of a reaction force-bow penetration curve becomes gradual. Also, the reaction force increases and the slope of a reaction force-bow penetration curve becomes steep, when the width of the protective device became enlarged. (2) The reaction force-bow penetration curve in the fan shape protective device becomes the curve that has 2 strange tune points when the side of ship penetrates. (3) Also in either condition these results almost agree with the numerical analyses and experiments.

    Recently, many studies on long-period waves induced by group of short-period waves through non-linear wave-wave interactions and free long waves have been done around the world. Also the problems on excessive motions of moored ships in harbor basins have been revealed in many harbors. It is well-known that the problems are caused by a resonant of both the natural period of surge and the long waves. However we found a different type problem where the long-period motions were induced by a resonant large roll motion during long waves where the waves from the outside harbor acted on the moored ship as almost beam seas. We have proposed the time domain analysis of moored ship motions in a harbor considering harbor oscillations in our previous work. The results of the field observation to accurate the simulation method were where the wave direction was near to head waves and the distance from the quay wall to ship hull was relatively large. In this paper, we conduct an another field observation for 45, 500DWT bulk carrier's ship motions moored at a quay wall in a harbor and investigate the long-period ship motions induced by the resonant large roll motion during long waves.

    Mooring troubles due to moored ship motions in a harbour facing the open sea are very serious problem from the point of view of the port operation. Some studies about a wave prediction are carried out, however, the accuracy of the prediction isn't still enough exact, especially in case of a rapid wave growth at stormy weathers. In this study, we focus on a harbour facing the Pacific Ocean, and research on mooring troubles which are happened in 1997-1998. Furthermore, observed wave data by NOWPHAS system and typhoon data are analyzed. Thus, we consider the relations among mooring troubles, observed wave conditions, and typhoons from the point of view of the mooring criteria.

    Under the law named "basic law of proceeding the recycling society" starting from April in 2001, the used household appliances : refrigerators, air-conditioners, televisions and washing machines would be required to be recycled. Generally, the transportation of the used material, green logistics, is not required to be transported rapidly, what is called JIT. In this study, we suggest that the maritime transportation system would be most useful. That is, this transportation takes time longer, but will be able to handle the shipment of larger amount of recyclable appliances, and will emit fewer harmful gases than that of truck transportation. The obtained results are summarized as follow : 1. The appointed stock places would be able to substitute the high rank 5 cities which have a great number of population, under the condition that the volume of transport appliances is minimum. 1. We make clear the calculation methods of amount of the used household appliances, and the average number of them carried on 10 tonnage truck, and the number of required trucks. 3. Recycle centers are set near the big cities for short transport distance. 4. Every recycle center has capacity of treatment. We can grasp two kinds of areas within and without possible treatment. 5. When we set 10 recycle centers, we find out that many appointed stock places in the areas without possible treatment are faced on harbors. We propose the possibilities of the maritime transportation in the areas without possible treatment.

    The basic recycling law named "basic law of proceeding the recycling society", which contains several individual laws, has passed in May 2000 and it will be into effect from April 2001. Japan will then finally start building new recycling society for the future. However, there is no holistic system proposed yet. Therefore, it is time to establish ideal maritime transportation system. In order to build ideal recycling society, a new maritime transportation to accommodate the new recycling society is proposed. The maritime transportation can accommodate more flexible disposition of recycling factory than that of truck transportation. The new maritime transportation system will reduce the impact to environment and will diminish the total emission of CO_2, gas up to 1/3 comparing truck transportation. There is also a high possibility to create a new industry to apply new maritime transportation for the future material recycling society.

    In a design stage of large bridge over an important sea rout, many investigations such as observations and/or predictions of the sea traffic volume and researches on an effective support system for sailing have been considered. In the study on ship collision to piers, some considerations, namely a selection of target ship dimensions, the collision patterns, calculations of the collision energy and so on have been done. However, few researches have been carried out on the probability of drifting-ship collision to the pier on each parts of it. In practice, some large fenders as the shock absorbers have been installed on the four sides and corners around the pier, respectively. It is important and difficult to arrange the shock absorbers around the piers, safely and effectively. In this paper, a study on calculation method of probability of drifting-ship collision to a rectangular pier due to wind and tides were carried out considering positions of the pier. And a case study for a Japanese famous large bridge was demonstrated.

    In this observation, the authers set two observation lines in parallel to the latitude for investigating the structure and the characteristic of the tidal front formed in the Kurushima Channel, and carried out CTD observation of 12 times in total from April to October, 1999, and verified the reproducibility of the tidal front formation place. And we carried out ADCP observation of the shoal influence in the Higi Island northern part two times. The following results were obtained; As for CTD observation 1) The tidal front formation place on the both observation lines was almost corresponding to the numerical value shown by the expression, log_<10>(H/U^3)=2.5-3.0 and the reproducibility could be confirmed. 2) In the sea surface, the space distribution shape of tidal front was not so clear and the geographic characteristics of that were not observed enough in this observation. As for ADCP observation 1) The flow of the upper layer was greatly influenced by topographical features in the downstream part on the shoal and the neighbour. 2) The clear tidal eddy could not be confirmed around the shoal.

    Authors investigated the effect of on-board working condition on finger pulse of crew members. In this paper, the pulse of a captain and sailor were measured under various situations like the departure and the arrival, anchoring, heaving up anchor, passing through a narrow channel and so on. We carried out the presumption the mentally and physically burden by the work and situations. And in these experiments, the rate of increased pulse established by the measurement during sleeping condition, to compare the change of pulse between differ subject. The cases of this rate is more than and time of keeping higher is longer, the work or situation burden to the subject. And the cause of increased pulse is mentally by the strained or physically by the working estimated by the recording the behavior of subject. From these measurements, maneuvering during entry into port is found to be more stressful than departure from port. Peak of the pulse of the captain during berthing is found to depend on number of times of berthing operation. The pulse of the watch officer is also dependent on the navigating environment.
