    Experiment of differential GPS (DGPS) to study the effects of distance between a reference station set in Yokohama and user stations, was conducted in a fixed point close to the reference station and domain five ports using an observation ship in mooring condition at the port piers. The distance varies from 3m (Yokohama) to 945km (Nagasaki). The relationship between the DGPS positioning accuracy and the distance is reported in this paper. The DGPS correction here was made using the pseudo range correction value by a post processing. It is concluded from this experiment results that the definite effects of correction by DGPS at each experiment point were confirmed, and the DGPS positioning error increases with the increasement of distance from the reference station.

    The positioning accuracy is evaluated by the transmission delay of the correction data in DGPS system. The correction data of pseudo range and its temporally varying rate are acquired every second at the monitor station, while at the user station the pseudo ranges and the positions of the satellites are acquired every five seconds. There at some instant of every 5 seconds, the positions are fixed every one second by means of the pseudo ranges which have been corrected by the data sent from the monitor station, delayed from 0 to 60 seconds. The value of 2drms is deduced for 1000 positions at each delay time. The result shows that the value at the delay of 20 seconds is only 1.3 times as large as that at no delay. The present results imply the effectiveness of the DGPS data broadcasting systems now on planning.

    Two frequency satellite EPIRB has been globally common, but is authorized, since November 1994 in Japan. A new satellite EPIRB applying a new antenna with simple configuration is developed, which has a unique vertical pattern to reduce defraction wave from edges of a common disk reflector for pattern measurement at COSPAS-SARSAT type approval test. An average reception level of the EPIRB measured at SARSAT satellites is increased by about 3. 5dB under simultaneous comparison between the new one and a reference EPIRB installed at CNES Toulouse for the system calibration. The new EPIRB is expected improving immunity against un-desired signal as well as S/N ratio for Doppler frequency measurement. One sigma accuracy of 410m based on an independent positioning category is obtained during satellite qualification test.

    Fixing by two horizontal angles has some remarkable features. It enables to determine ship's position at coastal area without special navigational instruments such as a radar or a compass. However, this method is seldom used because the procedure of measuring horizontal angles by a sextant and determining the position by a station pointer is considerably bothersome. Authors made experiments to validate the measured horizontal angle of selected objects on a photograph satisfies the requirement for fixing a position in coastal area. Some problems are found to be solved hereafter, but the result suggests this method to be feasible, we believe. New methods to determine the position by calculation are also proposed.

    In order to determine the Under-Keel Clearance in shallow waters, it is required that navigators estimate the sea level from the Tide Tables. Based on the one-year long data at 5 main ports in Japan (Tokyo, Nagoya, Osaka, Kobe, and Shimonoseki Ports), accuracy of the Tide Tables' estimated values, the height and time at high and low water, were examined. The differences between estimated and observed values (observed value minus estimated value) fluctuate with a period of ten some days. The monthly mean of the height difference is positive in spring and autumn, and negative in summer and winter. The monthly mean of the time difference is positive in autumn and negative in spring in Tokyo and Nagoya Ports, but in the other 3 ports the monthly mean fluctuate twice a year. The monthly means of the height and time differences are bigger in Osaka and Kobe Ports than in the other 3 ports.

    The visual perception of the targets at sea is the most important factor for safety and for a good lookout in preventing maritime traffic accidents. This study shows the conditions for being able to perceive the visible horizon between the sky and sea surface and this. Author shows the visual and nautical conditions thereof ; they are as follows; 1. The conditions of visual perception of the line of division between the sky and sea surface is that the luminance difference of the sky (about 2 degrees over horizon) and sea surface (about 2 degrees under horizon) is more than the luminance difference threshold. 2. When nobody can perceive the above line of division (horizon), the visual and nautical environment is indicated as follows; (1) The luminance of the sky (about 2 degrees over horizon) is 0.3cd/m^2. (2) The luminance of the sea surface (about 2 degrees under horizon) is 0.03cd/m^2. (3) The difference luminance threshold is 0.27cd/m^2. But in the case of 0 degree which is a relative direction towards the direction of the sun. 3. A sun altitude with above the mentioned condition is -6〜-9 degrees (1/3〜1/2 duration of astronomical twilight), which is connected with the relative direction towards the direction of the sun. 4. The luminance of the sky and sea surface and the illuminance of the sky have gone up and down with the sun's altitude, and they change rapidly and widely with the case of the time period from sunset and sunrise to -9 degrees of the sun's altitude. 5. When under way the time period from sunset and sunrise to -9 degrees of the sun's altitude is needed to keep a special caution for a good lookout and the safety of the ship.

    The authors had developed picture recognition lookout support systems using neural networks. Clear picture, which is taken by reasonable photo-scale and correct bearings of the exposure axis, is indispensable to improve the recognition accuracy. This paper concerned with search for signs of a ship using a genetic algorithm. A problem of matching signs of a ship for a model figure is regarded as a problem of search for maximum matching ratio in 5-dimensional parameter space (position, aspect, scale and rotation angle). And the problem of search for maximum value is solved by the basic genetic operations (selection, two points crossover, mutation). A genotype corresponded to the 5-dimensional parameter space is 29 bit sequence and population size is 30. The genetic algorithm input data is a binary picture which is converted color navigational environment picture. The model figure is adopted a square. Characteristics of the genetic algorithm output is analyzed and a possibility of search for signs of a ship is investigated.

    In an approach by the human factor for prevention of the sea disaster in fishing vessel, it is very important to realize the fishing environment for the fisherman. We often hear that the fisherman works in the condition of lack of sleep or fatigue. In this paper, the authors investigate the relationship between insufficient lookout on the collision of fishing vessel as a human factor of the sea disaster and fishing environment by a case study. As a result, the following items were obtained for prevention of the collision. 1) To prevent a doze during the operation of fishing vessel, fisherman have to prevent the overwork, especially for not to remain the fatigue to the next day. 2) In the trawler, it is necessary to station the operator of the ship and observer of a fish detector respectively. 3) It may be necessary to develop the fishing machinery in consideration of possibiliy of lookout during fishing when the fisherman operates the ship.

    A discrete vortex method is applied to the two dimensional flow field enclosed with a hull and curtains for preventing spilt oil diffusion. The effects of the applied conditions such as a time interval, a treatment for viscous vortices and the number of separation points are investigated. The strength of a vortex to be shed into a shear layer, Γs, oscillates with time. In order to decrease the amplitude of the oscillations and make the flow steady, the following conditions must be considered. (1) The shorter the time interval of a vortex shedding is, the less the amplitude of the oscillations decreases. (2) When proper separation points are selected by try and error, the flow pattern becomes steady. (3) When some vortices are replaced by an equivalent single vortex and a vortex which approaches too close to the body face is eliminated, the flow pattern becomes steady.

    Maritime accidents of fishing boats have occupied 40% of the whole maritime accidents. Nevertheless, it does not seem that these accident reports are made the best use in the field fishing activities. In this report, we discuss the mathematical models to estimate the maritime accidents. The obtained results are summarized as follows: 1. Researching small and middle scale accidents, we can understand the real state of the maritime accidents. 2. The 68% of the accidents occurs in fishing operation or on the way back to harbor. The main reasons of the former accidents are engine troubles and human errors in fishing operation and the later ones are collisions with floating materials and human errors in ship handling. 3. As a method of finding the relation between cause and effect of many factors of the accidents and the kinds of the accidents, Hierarchy Neural Network is a very available one. For the sake of good estimation, it is necessary to arrange the kinds of accidents in order from large scale and to reduce the kinds into small number.

    The authors investigated marine disasters (insurance "collision" accident) of the small fishing boats less than 20 gross tonnage, which comprise 98% of ships registered in Nagasaki Prefecture, in order to clarify the relationship between fundamental factors of the accident. Data were obtained using 709 insurance claims spanning 5 years, from 1989 to 1994. The fundamental factors analyzed (10 items and 53 categories) included month, hour, gross tonnage, crew number, kinds of underway, speed slacking or not before the accident, action to avert collision, attentiveness of lookout, seamanship concerned with human factors of own ship, kinds of fishing boat, and underway of other ship. After quantification-III analysis and assignment of scores to categories we discerned two patterns in the collision accidents of these small fishing boats, one was while underway (going to, returning from, and cruising around the fishing ground), without engaging fishing and the other was while leaving or mooring at the pier and engaging in fishing. The former accident was caused by lack of attentiveness to the other vessels engaged in fishing or underway around the fishing ground, and the latter one was caused by mishandling of the ship around other mooring and drifting vessels.

    Artificial reality is the technology which realizes advanced simulation, tele-existence and virtual product. This technology appears to be useful for effective freight terminal management, such as layout design, location planning, remote control, operation support, training and so on. As the object of the application of this technology we have chosen Container Freight Station (CFS), constructed an artificial reality system on a personal computer, and examined the possibility of the application and problem to be solved. Evaluation results of reality (computer response, presence, interaction and autonomy) and hyperreality of the system shows that it is feasible for constructing the system on a personal computer. In order to realize the system for freight terminal management, accurate vehicle modeling and easy movement of sight line are important.

    So far Jananese ports and harbors have produced national wealth by playing the role as trading bases. However, the vacuumization of industry is inducing a chain reaction of vacuumizations of employment, shipping and ports. Although numbers of containers handled in the port of Kobe are increasing gradually year by year, the shares of the containers handled in ports of East Asia are decreasing rapidly. The Great Hanshin earthquake accelerates the transfer of the hub function of port of Kobe toward East Asian ports and makes aware of the importance of redundancy, i.e., the dual system of ports. We propose several scenarios to revive the port of Kobe as follows: (1) In order to decrease the consumer prices, shopping centers and manufacturing plants should be gathered in ports and the cost of truck-hauling should be decreased. (2) Port of Kobe and Port of Osaka should co-operate to increase the efficiency of investment. (3) The availability of ports should be equalized with those of other East Asian ports.

    In this paper, the effective training methods, the characteristics of the learning process and the evaluation techniques are discussed. It is pointed that the measuring scale must be established in order to discuss the evaluation of maneuvering skill and training processes. The measuring scale is proposed. As the efficiency of training largely depend on the trainee's tension and the training process, the training efficiency are studied concerning the difference of trainee's tension and training process. The maneuvering skill is not only satisfied with completion of the handling object, but they have also ability to spare to treat the unexpected situation. The following results are obtained from this study, 1. The proposed measuring scale concerning fairway tracking ability well corresponds to the degree of the maneuvering quality. Therefore this scale is useful to make the training plans. 2. The progress of skillness are preceded by getting the margin in the learning process. It is not enough for evaluating the degree of learning to estimate the maneuvering skill.

    The purpose of this study is to examine the effct of a round trip voyage between Japan and Hawaii on Body Composition and Blood Circulation of watchkeepers. Body weight, skinfold thickness, blood pressure, accelerated plethysmography (APG), and sleeping periods were measured before and after east and west voyage in a round trip voyage. The subjects are five watch-keepers of the the training ship "Ginga-Maru". The results obtained are as follows; (1) %FAT and diastoric pressure tended to increase, and APG Index to decrease during east voyage. (2) %FAT is inclined to decrease, and APG Index to increase during west voyage. (3) Total sleeping hours of east voyage were 7.5 hours and that of west voyage were 8 hours. And main sleeping hours of the former were 4.3 hours and that of the latter were 5.8 hours. A positive correlationship between total sleeping hours and changes of APG Index (arrival data-departure data) was found in both east and west voyage.

    A workload is the concept for synthesizing a stress and a strain, which contains watch-keepers' performance connected with casualties caused by human errors. This report explains analyses on the relationship between casualties and stress in an aspect of biological characteristics. One of data for these analyses is the time-related frequencies of domestic vessels' casualties (n=1,005 vessels). The second data is the number of watch-keepers engaged in the job for every hour (n=4,725 days). The third data is an oral temperature, a critical flickering frequency (CFF), and subjective feelings for a fatigue and a sleepiness from the field research on board (n=59 days). Analyses based on maximizing entropy method make clear that powerspectrums have peaks of power in around a half day and about a leastsquares methods make clear approximate cyclicalfunctions that temperature at 0:30 p.m., CFF at 1:40 p.m., fatigue at 1:00 a.m., and sleepiness at 0:30 a.m. These analyses suggest that the increasing casualty in midnight and early morning is related to a circadian rhythm in biological function rather than traffic conditions. It is important to prevent casualties that we investigate a workload under influence of environmental stress, task demand, physiological and psychological response, and performance for task, and so on.

    Slow drift ship motions in irregular waves can be an important and practical problem. The large horizontal oscillations cause large forces in mooring lines, which may break in extreme cases, and difficulties in cargo handling even in less extreme sea state. This paper deals with a mathematical model of first- and second-order ship motions in irregular waves. Firstly, the first-order problem is calculated by the boundary integral equation method using Green's function. First-order quantities calculated there are then used as input to the second-order model based on the perturbation method. Both models derived from potential theory, are fully three-dimensional, and include the effect of a flat sea bed and arbitrary shape of the floating body. Some details about the model are given in the first section. There is also an examination of the facet sizes required for accurate estimation of second-order forces. The section after presents numerical results of second-order wave forces compared with a physical model of a barge. In the final section, the verification of the model is continued by comparisons between ship motions, including long period oscillations, predicted using the mathematical model and movements measured in physical model tests.

    Ships in rough seas probably encounter the asymmetric waves with heigh steepness. However, at present the information on the roll characteristics derived from the wave asymmetry is not shown yet. In this paper, the roll behavior of a ship on the asymmetric waves is studied by solving numerically a simplified equation of roll motion. The above asymmetric waves are described by using symmetric waves and a deformation function. The results are summerized as follows; (1) The maximum roll angle of the ship on the solitary and asymmetric waves increases in proportion to the numerical value of a deformation parameter AA, and the increasing ratio remarkably enlarge in the wave period more than the natural roll period of the ship. (2) The roll amplitude of the ship on regular waves is not clearly different between on the asymmetric waves and on the symmetric waves. But in case of the wave asymmetry to be noticeable, the irregular feature appears in roll motion. (3) The wave asymmetry seems to stimulate the occurrence of chaotic roll.

    Japanese small fishing vessels have un-smooth bodies (Fig.1), threfore we can not apply the old damping function in single degree of freedom rolling equation with no excitation to such vessels. This paper presents a new type damping function which is applicable to small fishing vessels, outlines a method for detetminating parameters in the nonlinear equation of free rolling and describes characteristics of roll damping of small fishing vessels.

    This report gives some examples of numerical solutions for the nonlinear optimal control problem for ship maneuvering motions. The optimization is made by minimizing a performance function made up of quadratic forms. In this report, course changing maneuvers for a tanker-type ship using a rudder and a bow thruster as the control inputs are examined. Comparing the nonlinear optimal solutions with the linear optimal solutions, influence of the nonlinear hydrodynamic derivatives on characteristics of the optimal control inputs are discussed. As a result, considerable differences appear in the time to reach the execution of rudder deflection to an opposite side and the maximum rudder angle after the opposite side deflection. It is considered that the tendency arises from difference in characteristics of course stability evaluated from the nonlinear equation and the linear equation.

    One of the theoretical calculation methods of ship maneuvering in confined water is slender ship theory. In this theory, fluid field arround a ship hull is separated inner region and outer region and velocity potential is obtained by matching in boundary of both regions. The hydrodynamic force acting on the ship hull also varies, while the ship's heading angle changes. Thus, the effect of heading angle must be considered in the simulation. In this paper, at first the calculation method of fluid force based the slender ship theory is described. And ship's motion is simulated with the effect of heading angle or without it. As the results, in the case without the effect of heading angle, the fluid force is calculated smaller than the case with it.

    This thesis is a fundamental research exclusively on wavemaking phenomena generated by a planing flat plate. In the theoretical treatments of wave generation, the operations of generating plate is substituted by a model, moving pressure disturbance on water surface. In the first report, it is shown that in the case of pressure disturbance of infinite span the wave profiles calculated analytically by a model are in good coincidence with the experimental ones as a whole. From those results, this paper deals with the analytical computations of waves generated by pressure disturbance of finite span. As results, it is found that the analytical computational methods are partially efficient for the smaller incident angle of a planing plate.

    This paper describes a new approach to the strategic route selection problem at the departure time using neural network which is known as a powerful tool of pattern recognition. The 5-day mean 500hPa heights over the North Pacific Ocean for the first 5 days and the latter 5-days during the voyage were input to a neural network. The teacher signals were prepared by calculating the route scores (scores determined by passage times) of 18 routes from San Francisco to Tokyo. Learning of a neural network was performed for 105 voyages during 5 winter seasons. To verify the generalization ability, a new set of 5-day mean 500hPa heights in the different winter seasons were input to a trained neural network. As a result, compared with the recommended routes based on the zonal index, a trained neural network could provide much more advantageous routes.

    It was the entry into force, on 15 June 1977, of the Convention of London of 1972 on the international regulation for collision prevention on the sea that made obligatory the Traffic Separation Schemes which had been only recommended routes before that date. Occasional overlooking of that fact leads to somewhat confusing argument about mandatory nature of the rules on the TSS. We are apt to forget that a law never loses mandatory force even when offenders are not prosecuted because either of a special limit of the law concerned or of a lack of jurisdiction. After considering domestic laws, descisions of some national courts and national practices mainly on the Straits of Dover, the ways to promote judicial cooperation in implementing the Convention are sought by the authors. One possible measure is suggested to be constructive inclusion of infringement of the TSS into the concept of the [abstractive] danger to navigation. But as is pointed out, it may be desirable to introduce legislation specifically against contravention of the TSS which is not covered by the Japanese Criminal Code dealing whith punishable extra-territorial crimes in order to incriminate Japanese seamen aboard foreign vessels in the foreign territorial sea for that kind of contravention.

    In the previous report, the new investigation method on the marine traffic condition was proposed. The main structure is that the marine traffic situation is analyzed from view point of the effect of the factors that compose the marine traffic. In this report, the way of estimation for the real marine traffic condition using the proposed analyzing method is discussed. The contents of estimation are follows; 1. The form of fairway which means ship's track, the traffic density, ship's length and ship's speed are selected as they are main factors of traffic condition. 2. The traffic form is classified into three types, crossing fairway, merging fairway and converging fairway. 3. The real traffic density, the ship's length and speed are examined for every classified fairway type and the evaluation values are calculated using the stock data. The real traffic condition are estimated using the above standard procedure. We got the satisfied results. Furthermore when we need more exact estimation for the local area, it is possible to improve the estimation accuracy as a result of taking account of the influence affected by crossing point or merging point to the surrounding area.

    In order to improve the traffic safety in port, a signal control system is introduced against geographically restricted fairways or congested fairways. However we don't have any effective operational criteria to judge the necessity of the control system or improve the operational method. The most significant research work to establish the operational criteria of the signal control system is the evaluation of the safeness and also mariners' preferences based on the quantitative index. In the present paper, an evaluation diagram which can show the allowable level of mariners for the meeting of two vessels on a fairway is proposed. And a modeling approach is shown to make an operational criteria of the signal control system using this evaluation diagram that the allowable level of mariners for the combination of the size of in-coming vessel and out-going vessel does not exceed the specified limit allowed.

    We made a ship navigation simulation system for evaluation of navigation functions. The ship navigation simulation system is made with an object oriented system development tool "G2". This has following functions. 1) Function for describing complex functions of navigation as a module, 2) Function for monitoring and changing the states and the valuables of simulation when simulation is calculating, 3) Function for recording simulation states manually and automatically at some event, 4) Function for communication with other computer and simulator in real time. Using this simulation system, we carried out the simulation for assessing the influence of closing the traffic for 1 hour at the Kurushima straits. As a result, we found some index of the influence for closing the strait such as additional required time for passing the strait and the duration of the influence. Through developing and carrying out the simulation, we found that the functions of this simulation system are very effective for describing any levels of navigation functions and assessing the influence of navigation functions.

    In this study, the effect of the air temperature on the flight performance of B747-400 was investigated for climbing and cruising and the correction coefficients corresponding to the deviation of temperature from the international standard atmosphere were computed. By applying these correction coefficients to the basic flight performance in the standard atmosphere, we can easily obtain the flight performance in arbitrary air temperature. Based on the flight performace corrected for the air temperature, a number of minimum fuel route simulations using forward dynamic programming were performed. From the results of the simulations, it was found that compared with the present daily routes provided by the U.S. Air Route Traffic Control Center, about 3% fuel saving was achieved on the average on the minimum fuel routes between Narita and San Francisco.

    As a new concept of high speed marine transportation, the Techno Super Liner is expected to realize and also her safe long-term navigation should be assured previously. On the other hand, a modern domestic mariner with an one-man bridge operation system is under developped to achieve comfortable accommodation for mates and highly economic performance. The new navigation support system for one-man operation is also expected to assure safe long-term navigation and to have sufficient support aids to reduce the operator load. In this paper we assess the safety of the long-term navigations of a high speed large cargo ship and a one-man operated modern domestic tanker using a maneuvering simulator. These navigations are assessed from the view of safety mergins for the long-term watch. As the results, both of the high speed large cargo and the modern domestic tanker can be operated safely in long-term navigations by the one-man bridge operation system. The main function of the support system for the high speed cargo operation is a collecting the imformation about the navigation environment, and the main function for the modern domestic tanker is a planning the collision avoidance maneuver.

    Variations of ECD (envelope to cycle difference) of Loran C propagating over the Kuroshio Current were observed at Kagoshima during 1989 and 1990. A big variation of ECD happend when a weather front passed through the coverage of the Loran C, 9970, in the spring and fall seasons. When the center of depression situated northward to the propagation path, the phenomenon was enhanced. This weather construction caused the rich water vapor and resulted in the greater refractivity N of the atmosphere. This variation was depended upon the water vapor, the rest of factors such as temperature and atmospheric pressure scarcely contributed the refractivity.

    It is well known that the marine traffic simulation is a useful technique for evaluating the condition. But there are some problems when we discuss the marine traffic condition using simulation technique. One of them is the time comsumption that is needed for computer simulation, another is its procedure, the simulation is done for the specific situation, so it is difficult to estimate another situation through the simulation results which were done before. In this paper, formulation of evaluation of the marine traffic are proposed in order to get design technique for the fairway system. The formula is composed with the term of the standard condition and another terms adjusting the difference between the standard condition and the specific condition. The possibility of formulation are discussed through evaluating traffic condition of crossing point. It is decided by 4 traffic factors-as traffic density, crossing angle between two route which compose the crossing point, length of traffic vessels and their velocity. The following results are obtained: The proposed analysing procedure makes the relation between the factors and the marine traffic condition clear. The quantity evaluation can be described by proposed formula. The adequate accuracy of estimation is given by using 2nd order terms of adjustment.
