    This paper proposes a method to analyze people’s behavior using network data. To show the effectiveness of the proposed method, this paper analyzes people’s behavior toward the eco-point system and the Broadcasting Digitization in Japan. DNS query logs, i.e., the network data, are the information source used to analyze people’s behavior. By counting the number of viewers, the proposed method tries to find current issues that affect people’s behavior. The ability to analyze the relationship between different people’s behavior is the important characteristic of the proposed method and is revealed by experiments which use a three-year long country level DNS query log. Another important characteristic of the proposed method is that its analysis is not disturbed by stealth marketing. Since conventional methods analyze people’s behavior from the poster side, stealth marketers can mislead conventional methods by posting unreliable information. To solve this problem, the proposed method analyzes viewer’s behavior.

    This paper discusses the characteristics of social networks of the members of a software development project contracted by vender and user firms. Authors analyzed the functions of the social network focused on the interpersonal relationship among project members. Five projects for Japanese domestic business software development are adopted as case studies for the analysis. The three cases are projects in success; however, the latter two cases are in failure. In each case, we have investigated the communication network characteristic measures among members by anonymous questionnaire surveys. The results of the study are summarized as follows: (1) An Agent, who has an essential role to negotiate with the other team members, is necessary for the success in the project; (2) The Agent is in the center of the social network, however, he does not necessarily have most amounts of communications; (3) We have developed a procedure to identify the Agent from simple questionnaire analysis; and (4) The existence of only one Agent is indispensable in both the vender and the user teams for the success.

    The purpose of this study is to show the influence of several factors on the cost of information systems used for 17 municipal services and differences between municipal information systems. First, multiple linear regression analysis is used for each information system, the dependent variable of which is the cost. As a result, customization of software packages increases the cost, joint outsourcing decreases the cost, and the use of software packages does not decrease the cost. Next, the use of web systems and competitive procedures have different impacts on the cost between municipal information systems. Additionally, interviews on the analysis results are conducted with major system builders. Consequently, by not using software packages but by using the systems that municipal governments already own may decrease the cost, and uncertainty about contractual obligations through competitive procedures increases the cost.
