    Japanese economy is in recessive situation today. It would be caused by Japanese management system itself which has become inadequate to mega-competition in 90's. We will discuss about the innovation of Japanese management system to have a successful view for the 21st century in this article.

    At first we outline the change of management systems since the Industrial Revolution. And we will propose a new concept "Crelative management system" which would be based on co-creative relationship between customers and enterprises in the intellectual society. Secondly we compare Japanese management system with American one to clarify its characteristics and problems. According to them we refer to the scheme of innovating Japanese management system and realizing " Crelative management system. " Thirdly we mention the way for not only using organizational intelligence to innovate Japanese management system , but also realizing high organizational intelligence. Finally several examples about advanced management system would be introduced.

    " A Viewpoint as an External Constraint" - computer's guide as an external constraint for the changing viewpoints of a human- is an effective way to support organizational intelligence by combining the abilities of computers and humans. It can assist the creative thinking of a human and help us grasp the entire creation process that includes both human and machine intelligence. The results of an experiment involving Japanese R&D managers using an experimental system show that " A Viewpoint as an External Constraint" is an effective method for expanding the degree of thought, taking various viewpoints, and reorganizing empirical knowledge.

    In this paper, we develop a brokerage-type organizational intelligence model ( BOIM ) for analyzing characteristics and effectiveness of a brokerage-type interorganizational structure.

    First, observing an initiative of broker, we select a typical company as a case of the brokerage-type inter-organizational structure, employing our alternative retailer broker maker(ARBM) model. Second, focusing a decision making and information flow in the case, we develop a brokerage-type organizational intelligence model ( BOIM ) and a traditional wholesale-type organizational intelligence model (WOIM ), employing our organizational intelligence model ( OIM ). Finally, we contrast the brokerage-type organizational intelligence model with the traditional wholesale-type organizational intelligence model, and confirm a sort of generality of the BOIM, observing cases except the former one.

    As a result, the brokerage-type inter-organizational structure reveals the characteristics such as an adoption of enrollment system for ordering, a parallel access of firms for filling an order, and a standardization of merchandise and transactions. Moreover the structure realizes effectiveness with respect to an increase in a competence of planning and development, a promotion of coordinated transaction, and a lowering price by a bidding system and the standardization.

    In conclusion, the brokerage-type organizational intelligence model( BOIM ) would be an effective model in discussing the characteristics and effectiveness of brokerage-type inter- organizational structure.

    Hirano(1997) proposed "market intelligence" as one of contrastive concept of "organizational intelligence". In this paper, considering "market intelligence" in term of the financial equity market, we clerify that the concept of "market intelligence", which is emerged as the result of people's cooperative intelligence different from "organizational intelligence".

    And we conclude that "market intelligence" is realized on three basic functions: fair common rule, competition and information transmission system and it has functions of recognition in terms of statistical data's feedback cycle.

    And finally we mention some information systems that support " market intelligence ".

    Traditionally, the dominant methodologies for design of the standard for the personnel evaluation system are based on an analytical approach, and are not suited to collaborative work -style oriented organizations in regard to diversfication and identification of standard properties.

    We propose a descriptive model for the standard and methodologies for design of it successfully by means of the Hierarchical-Poly-Agent Organizations, which are not based on the analytical but creative approach.
