In this article, I compare Clifford Geertz’s discussions concerning religious rationalization, which appear in his essay “ʻInternal Conversion’ in Contemporary Bali,” to those of Max Weber. My aim is to investigate possibilities and enhancements of the concept of “rationalization” for the social analysis of modernity.

Geertz’s essay consists of three parts: (a)epitomizing Weber’s discussions on rationalization or rationality, (b) describing ethnographic data concerning traditional Balinese religion, and(c)sketching the changes of Balinese Hindu religion in the postwar age, which he grasped as the flourishing of a new “Bali-ism,” or the emergence of a particular type of religious rationalization.

Focusing upon the third part, I have pointed out in my previous research that his slightly rough sketches of the religious changes in Bali were insufficient to appropriately ascertain the contents and contexts of the constructive processes of Balinese Hindu religion. Furthermore, his essay had a logical split, as the ethnographic descriptions in the second part, described in the present tense, were inconsistent with the arguments of ongoing social changes in the third part. In this article, I focus upon the first part of his essay to examine how Geertz absorbed Weber’s ideas regarding rationalization. Although it is well known that Geertz was a Weberian anthropologist, there are no precise debates about the two men’s congruences and di erences, as far as I know. I hope this article might contribute to filling in that theoretical lacuna in order to provide a deeper understanding of modern Balinese religion and society.

In conclusion, there is a considerable gap between Geertz’s and Weber’s frameworks of discussions on religious rationalization. For example, Geertz’s concept of the “problem of meanings” is quite different from Weber’s concept of “Sinnproblem,” despite its having been derived from it. The most important thing is that Geertz failed to discuss the connotations of ambiguities and complexities of rationalization at all, while Weber placed great weight on them. For Weber, rationalization was so complex that various different streams of rationalization had to be grasped. Moreover, rational things from one point of view might be irrational from another. He argued that the concept of rationalization had to be defined and grasped on the basis of “value freedom” (Wertfreiheit)or cultural relativism.

Clearly, Weber’s concept or theory model of rationalization has more potential than Geertz’s. And yet it seems e ective to rearrange Weber’s model slightly in order to comprehend Balinese Hindu religion nowadays; i.e., not only can complex streams of rationalization be found on the level of total social systems, but also on the level of the religious system itself. I will examine the validity of a model developed from introspections and retrospections on both Geertz’s and Weber’s discussions to comprehend the complicated mechanisms of modern societies, including that of Bali, according to ethnographic data.

In Ouagadougou, the capital city of Burkina Faso, street children were first reported to exist in the late 1990’s. Initially, the number of such children was less than 100; however, a local NGO reported in 2009 that the total number of such children had reached 8,063. It is clear that the number of street children has increased during the 2000’s, despite the efforts by NGOs to enhance their services. I do not deny that poverty causes street children to exist, but other factors contribute as well, such as social changes and the increased complexity that comes with a globalized society.

This paper therefore aims to explain the paradoxical phenomenon in the interaction between street children and NGOs.

I first review the notion of street children. Although nobody paid attention to the plight of street children in Africa in the 1960’s, the circumstances changed in the 1970’s, when international aid agencies started to focus on children’s rights, aiming to promote them. Children who lived on the street seemed to have no rights, and needed to be distinguished from those living in more favorable living circumstances.

Based on that background, I focus on the way that street children survive making use of the activities provided by the NGOs.

Such activities indicate that aid agencies work toward the socialization and normalization of street children. Although NGOs have made an effort to support them, the number of such children increased in absolute terms in the late 2000’s compared with the 1990’s. I present three case below to explain that phenomenon.

The first case focuses on the interaction between a street child known as “Al” and NGOs. For three years, Al stayed both on the street and in NGO-provided accommodations. However, he shuffled between the street and his village, and his transportation was covered by an NGO. This case raises an important question: are street children the result of social problems caused by the lack of children’s rights? This case shows that street children sometimes interpret the context of NGOs, adapting or shifting their lives according to their convenience.

NGO programs not only address children’s survival on the street, but also tie in with socializing programs, such as food for education. The second case I look at shows the interaction between street children and NGOs from the perspective of how the children deal with such programs. It must be clarified that street children who took part in the programs did not do so for education, but for food.

The last case focuses on street children who had escaped from an NGO-provided accommodation, as it was not necessarily a good environment for them. It can be argued that the street itself supplies enough resources for such children to survive.

In my conclusion, I make the analysis that NGOs’ activities to protect street children in fact provide them with the facility to survive on the street, leading such children to exploit those services. To sum up, NGOs that try to improve the lives of children by addressing the social problems that they face probably lead to the perpetuation of the existence of street children.

Nearly twenty years have passed since Chiefs Today was published in 1997, yet it is still one of the most important works to consult for investigating the chiefs of postcolonial Oceania. Interestingly, while that book discusses the chiefs of contemporary Oceania, it makes almost no mention of the supernatural power, called mana, that the chiefs are believed to have. The absence of such a reference does not mean, however, that the chiefs no longer have mana on account of being completely demystified: indeed, Oceanic societies still maintain a strong belief in chiefs’ mana. The lack of attention to mana in Chiefs Today shows the intellectual trend during that time, when an interest in mana was waning, despite the abundance of research on the power. Now, general interest in mana seems to have increased once more, as it has become a key term in contemporary Oceanic societies again. In this paper, I will report on kata, a mana-like concept in Nanumea Atoll, Tuvalu, in Polynesia and will illustrate the chief’s mana today.

We cannot see mana directly; all we can see is its “effect,” so we can only know whether there is mana or not by its effects. The chief’s mana is often considered to enable fertility: more specifically, the fertility of the land and sea where he reigns. In Polynesia, there is a strong tendency toward pragmatism, or the thinking that what is “effective” is “true.” So, if they can show the effect of mana, the chiefs are considered to be true. Some point out that this tendency is the background of dynamism of Polynesian chiefs, whose positions are generally considered to be ascriptive and hereditary, though they often gain their power by practical efficacy. However, the connection between effect and truth is often ambiguous in practice. Some cases indicate that although the effect of the chief’s manaa has been made evident through abundance in the land’s fertility, it does not always mean that the chief is true. Some also consider that just because the land is plentiful does not mean that this is direct evidence of the effectiveness of the chief’s mana. Therefore, instead of assuming a strong connection between effect and truth, or that the chief’s status is justified unconditionally by the effect of mana, we should investigate in detail how the effects of mana are interpreted and how such interpretations are actually used to justify the status of chief. In this paper, I investigate a controversy involving a chief and the interpretations of kata in Nanumea Atoll as a case study in order to reveal those points.
