University-industry-government collaboration has been promoted in Japan by the government since the 1980s. The persons involved in university-industry-government collaboration have made enormous efforts to promote university-industry-government collaboration. As a result, joint research between universities and companies has become vigorous; patent application and licensing by universities has become a common practice; and university spin-off companies have been created. In China, university-industry-government collaboration is also practiced vigorously. Thus, this paper, focusing on university-industry collaboration, conducts an international comparison between Japan and China. First, the paper examines the similarities and differences between Japanese universities and Chinese universities. Then, the paper clarifies the similarities and differences between Japanese university-industry collaboration and Chinese one, Finally, it discusses implications for the further development of the Japanese university-industry collaboration.
