    When we put three sequential stages of "Research, Development and Commercialization" in the process of Industry-Academia-Government Cooperation, the organization(s) in charge of each stage varies with the systems in USA and Europe. In the case of USA, working area of universities expands from research to development, therefore technologies originated by university easily transfer to industry. For supporting the transfer, education for entrepreneurship in universities and ample funds of angels and venture capitals are effectively working. In Europe, the mission of universities is thought to be basic research only. Thus, Europe has large scaled special institutes of which mission is development research. Role of government rises to be important for establishing institutes and supporting start-ups. Comparing Japanese system with that of USA and Europe, it is appeared that the development system in Japan is defective. One of the ways to complement the defect should be to train the innovation managers who conduct the proceeding of the development stage.

    University-industry-government collaboration has been promoted in Japan by the government since the 1980s. The persons involved in university-industry-government collaboration have made enormous efforts to promote university-industry-government collaboration. As a result, joint research between universities and companies has become vigorous; patent application and licensing by universities has become a common practice; and university spin-off companies have been created. In China, university-industry-government collaboration is also practiced vigorously. Thus, this paper, focusing on university-industry collaboration, conducts an international comparison between Japan and China. First, the paper examines the similarities and differences between Japanese universities and Chinese universities. Then, the paper clarifies the similarities and differences between Japanese university-industry collaboration and Chinese one, Finally, it discusses implications for the further development of the Japanese university-industry collaboration.

  • An Example of Automotive Industry

    In this paper, the industry and university collaborations in Indian universities and Indian companies, including Japanese-Indian ones, are discussed, focusing on the automotive industry. Technical needs raised from industry are also investigated. Various stages of the collaboration are classified as three stages, such as initial, development and advanced stages, and the progress of the collaboration in Indian universities and industry is analyzed. Auto companies and their suppliers expect advanced technologies of the university, as their technical levels are being increased for aiming to produce the world level products. Universities are trying to well collaborate with industry by preparing their collaboration systems, also cultivating capability of the research level together with education. Present collaboration stage is classified as development stage for both university and industry.

    From the end of the 20th century, the world economy from manufacturing to knowledge-based industries are moving quickly. Thus, the university recognized as a highly efficient production of knowledge of the subject, and the accumulation of the University of knowledge and skills that are utilized in the industry and to society has been a surge in demand for the spread. Cooperation in Korea since 2004, as established from the Industry-Academic Cooperation Foundation began to activate. Through a variety of support policies of the University is seeking to establish academic cooperation.

    Shizuoka University held the professional development training course for technology transfer managers entitled "AUTM Professional Development Session in Hamamatsu" under cosponsorship with AUTM in December, 2012. Four lecturers of AUTM who are the specialists in the field of technology transfer were invited from the U.S., and training session were carried out on the themes such as marketing, industrialization, contract negotiation, start-ups, and etc. for the purpose of a participant's skill improvement. In the actual session, the lecturer's seminars were not only the passive lessons, but also the lessons with participation practice and group work of the interesting case studies. In this report, a brief overview of AUTM Professional Development Session in Hamamatsu is provided and future deployment is discussed.

    The potential for obtaining external study funds at national university of science and engineering in Tokyo metropolitan area has been analyzed based on data of R&D revenue of researchers. The relative citation impact for scientific papers is well correlated to the amount of external study funds at each university. However, it is found that this correlation was caused by few percent of top researchers who obtained a large amount of external study funds. They were many 60s and 50s. Most researchers who are studying by big consignment or cooperative research funds do not get a large amount of Grants-in-Aid for science research funds. The microanalysis based on data of R&D expenditures of researchers is useful for supporting to obtain external study funds at universities.
