    The organization and functions of the new academic information system are explained by the use of the illustrated model comprising of four phases. A large sized computer center which is shared for the nationwide use is located at the center of the model. Through the trend of the wishes which the users of the large sized computer center have presented it is predicted it is predicted that centralized & specialized centers responding to the each phase or the decentralized systems will become independent from the computer center progressively. In the new comprehensive academic information system the computer center plays one of the key roles, that is, the role to link the components which are heterogeneous each other both in the centralized systems and decentralized systems. Geo-Database System GEODAS is considered to be the typical example of the information activities formulated in the model.

    “How information should be identified?” is the very fundamental matter to be considered when conduct information management. At present moment it seems that the question is not necessarily answered definitely. Examing the definition of “information” as well as the current usage of the word “Information” the author gives general consideration on them. It is found that the word “information” means 1) notices on matters, 2) information sources, 3) way of dealing with information sources or technique of information processing or devices. He considers that the traditional definition of “information” is not appropriate, and tries to set the new definition, that is, information is the element to give recognition on phenomena. The persons who are engaged in information should identify not information itself but phenomena which information indicates.

    In the existence of businesses offering information service, furnishing information on demand, in Europe, it has been clarified in particular, that SVP of France, which was the first in the world to commercialize the so-called “on-demand information service”, attended to by specialists as soon as a call is dialed to them, not only furnishes “hand-made” information to even individual homes but also has built up an international network of information service, attracting the attention of those concerned the world over as a “new industry” which strategically develops a multilateral information trade. What is called the information broker business in America has its root in Europe. The root is still very strong, and is promoting the international exchange of information.

    This paper first outlines the history from the manual output of Currnt Bibliography on Science & Technology in 1958 up to the present moment of operating JICST online service through terminals by use of public communication line, and describes subject coverage of JICST files, selection criteria of articles to be included in the files, and data elements outputted along with some examples. The classification structure as well as fundamental policy on assigning keywords and classification codes, and the corresponding examples are also indicated. Then it explains some matters to be paid attention when searching, examples of simple retrievals, searcher's aid on JICST Thesaurus, etc., and training seminars for users. Through the whole sections in this paper some modifications or change on JOIS-I, which are found in JOIS-II, are commented if necessary.

    This paper reports the result of studying primary sources that were covered to overlap in JICST file, CAC file and MEDLARS file in 1978. Checking sources to be overlapped was done mechanically by use of CODEN and ISSN and manually by use of abbreviated titles. It shows that 271 titles were overlapped among these three files, and the number of titles overlapped and its ratio were slightly increased compared with those studied in 1972.

    Using CAS and JICST files of JOIS-I the author discusses problems in detail which researchers encounter when they retrieve the literature on enzymes. He explains enzymic nomenclature based on the decision made by International Enzyme Commission as well as the classification method, and then firmly and then firmly requests that the items on this subject can be retrieved directly by the enzyme numbers rather than CAS Registry Number. Besides it is requested that keywords which are compatible with the subject demand of researchers should be assigned to each citation. He concludes this paper by mentioning some future improvements on the Databases.
