The author considers changing interpretation/meaning of “information” in terms of the interface between information and domestic and foreign circumstances which continue to innovate, discusses access methods to collect information effectively, and proposes what new information management should be to meet requirement of the times by expressing it in the chart. External on-line systems, which are computer-minded and take advantages of resource sharing, seem a principal axis of information management from now on rightly. Among them the representative domestic and foreign on-line systems were studied concerning over-all characteristics, points to be paid attention, examples of judging files effective or not. Searching flow chart which was derived from complex-multi-searching process is introduced. These are effectivly summarized for use. The classification of business information needs by business item, some analysis of JOIS-II, and NIKKEI are added as information source to promote strategical information management. The author introduces an information retrieval system which is able to give flexible interpretation of an query meeting the query criteria, and to retrieve not only the precise data but also more related data efficiently. The system is based on the Relational Model, and employes QBE (Query-by-Example) method in user-interface. However, both methods are functionally enlarged to perform the system capabilities as described above. The method to prescribe the relational structures among data, and the supporting tool are described. The whole functions of the system including the supporting tool are under successful operation in Information System Laboratory of Faculty of Engineering, Hiroshima University, which the author is in charge.
