    The Japanese scientific and technological information amounts to about 20% of the worldwide occurrence. According to the questionnaires about 70% of the respondants abroad experienced the use of literature written by Japanese within two months back from the date of answering. Japan is highly paid attention in a sense that she follows U.S. who is a leader in scientific and technological fields. Nevertherless only 5% of the total Japanese information has been introduced in major journals and international conferences of western world. Even information vendors have not provided information abroad actively. On the other hand it is necessary not only to provide information but also to promote mutual exchange of human resources concerning Southeast Asian countries. Considering the result of this questionnaires and trend in technology development the authors made the report on what international distribution of scientific and technological information should be. The outline of this report is described.

    The term ‘living’ has manifold meanings. The author interprets it in three reasonable ways : 1) sustaining one's life, 2) surviving under economic surroundings, 3) existing socially. Centered on ‘living structure’ which grasps static aspects of living and ‘living design’ which does dynamic aspects of living he investigates living phenomena and discusses their relationship to living information. The author also catches living phenomena from viewpoints as follows : 1) people, 2) corporation, 3) researcher, 4) administration, and investigates living information from the four viewpoints as above. The examples of classification for living itself as well as for living information are shown.

    In order to examine the concept of copyright for recent advance on information activities, a few of precedents for indices, abstract, home recording and rented records are introduced in this article. The precedents suggested difficulties to maintaine traditional concept of copyright through technological progress. It is expected that flexible application of “fair use” could be better solution for complicated and changefull situation on copyright aspects of information activities.

    Two kinds of keywords assigned in JICST Files, i.e. natural words and controlled vocabulary, were analyzed and the result was used as a useful tool for compiling the latest edition of JICST Thesaurus of Science and Technology. Particularly coappearance frequency of both natural and controlled terms is promising data not only for supporting the Thesaurus revision but also for providing useful tool of searching by natural words. Future vocabulary control system is required to meet versatile functions such as controlling index terms, multi-lingual searching, searching by natural words.
