    How small and middle size corporations should be armed technologically is the important strategy under the era of technology management such as today. However, it seems difficult that small companies promote technology or new product development by their own technology and human resources. Thus they are likely to expect technology transfer much more than ever. It is pointed out that if we proceed into technology transfer, we need to have such systems that technological information is available any time, and technology transfer is assessed whether or not it is preferable. Nikkan Kogyo Industrial Research Institute has developed general-purposed technology assessment system of which major aim is to promote technology transfer, and has carried on the business of it. This paper describes thinking about technology assessment, and outlines the technology assessment system.

    The Japan Information Center of Science and Technology(JICST)developed JICST free term file which enabled searchers to search JICST Files by free term, and loaded on JOIS-III , new version of JICST Online Information System. The authors outline its system and the process of development of this file, and show how to use it in JOIS-III, giving explanations on the necessary search commands. In addition, how to search homograph, homonym and term with identifier, etc., are shown by using sample output. To enhance its functions to find optimal term, FT-CT co-word dictionary constructed through co-word analysis, which lists up controlled terms appeared in the article concurrently with its title words(free term) in the order of frequency, is merged into FT-CT conversion dictionary which was constructed manually. The number of free terms in this file amounts to some 310,000.

    JICST Chemical Substance Safety Regulation Database is based on the Database of Safety Laws for Chemical Compounds constructed by Japan Chemical Industry Ecology-Toxicology & Information Center (JETOC) sponsored by the Sience and Technology Agency in 1987. JICST has modified JETOC database system, added data and started the online service through JOlS-F (JICST Online Information Service-Factual database) in January 1990. JICST database comprises eighty-three laws and fourteen hundred compounds. The authors outline the database, data items, files and search commands. An example of online session is presented.

    Full text databases of primary sources have become integral parts of the online searching. The number of full text databases online is also increasing. Users, however, have not adopted these files for use at the same rate. This paper describes several reasons for the slow adoption of full text, the present services and uses, technical problems, usefulness and influence of full text databases compared with secondary databases.
