    The author describes significance in treating business forms of a company's own as information (regarding it as data) and the system outline. He also describes how the quality of information is involved in business activities and then transformed to business strategy. The process of linking to multiplication effect of such information strategy is explained. Relizing that business activities are interaction with pepole the author seeks how human nature should be reflected in information.

    The author describes activities of think tanks in the form of public service corporations (non-profit research institution), which have given good products in science, economy, information and labor areas. The Institute for Future Technology authorized by Science and Technology Agency is featured by research on science and technology policy, energy, space and technology forecasting. Japan Center for Economic Research, related to Nihon Keizai Shimbun, Inc., is active in economic forecasts, forums and seminars. Research of Institute of Telecom-Policies and Economies authorized by Ministry of Postal Service and Telecommunications is featured by theoretical studies of communication, information and new media, and policy researches. Japanese Trade Union Confederation Research Institute for Advancement of Living Standards, related to Japanese Trade Union Confederation (Rengo), enhances studies of labor employment, living and economic society.

    After comparing characteristics of policy researches with those of academic studies, author points out significance in independent researches by think tanks. Then he explains why policy proposition by Japanese think tanks is inferior from such aspects as Japanese bureaucracy featured by information monopoly,grasp of needs from industry, not so active policy researches at university, poor financial backgrounds of organization. He summarizes that current bureaucracy forces to emphasize continuance of policies, policy where interests are mainly cordinated beforehand and so on. It is pointed out that think tanks should play an important role as information provider for active dispute among the public.

Among it the most important thema is organization development which is required to push strategic management forward. It is also dynamic organizational strategy necessary for realizing personality and creativity of employees as organizational power of a company while both are enhanced. For this purpose a personnel department seeks not traditional static information but dynamic personnel information which meets flexible organization development.

    New electronic media have convenient additional functions, for instance, retrieving and processing of information by computers, but the cost to purchase and maintain them is very high. Corporations are usually prepared to pay higher prices after considering profits and efficiency of particular new media. On the other hand, there is a limit, which is usually small, on how much individuals can spend on them. In the light of this, online services including databases are gradually spreading to corporations, but not to individuals due to their prices which are still not within reach of individuals. Yet, some individuals are expressing their wish to use online services, particularly business information, so there must be scope for service providers to think out of better ways to provide information or price structures and so on. Meanwhile, services designed for individuals, such as PC-VAN, NIFTY-Serve, are fast growing as a way of communication; at the same time they are drawing attention as new electronic networks.
