    Tokugawa Shogunate hold called "Oniwaban" which was a unique secred service working for Shogun. "Oniwaban", one of the offices within Shogunate was created by the Eighth Shogun, Yoshimune. Its function was to enable Shogun himself to gather political and social information and get it reflected in his poltical affairs, under situation that leadership of the Government was moving toward "Roji" which controlled administrative structure. This paper describes how Oniwaban was created, its organization, position, responsibilities,activities at the the beginning, examples of survey on domestic affairs called "Engokugaya" and searching of isappropriate special vassal called "Hatamoto" based on the materials which have recently been disclosed.

    In order to provide the information on environmental radiation monitoring to the Science and Technology Agency of Japan and 47 local hygiene laboratories, a system of database for environmental radiation monitoring has been developed at Japan Chemical Analysis Center. This database which are relational database have been stored apporoximately 840,000 records on results of environmental radiation monitoring since 1957. These data are composed of spatial radiation dose, concentration of radionuclides such as 90Sr, 137Cs and 40K in environmental samples such as precipitation, soil, total diet, agricultural products, sea water, and marine products. This paper provides an outline of the subsystem on this database and concentrates on the information retrieval system by interactive design system for which an unskilled person on computer can easily search the database.

    7 databases are implemented in JOIS-F which 4 databases, such as DNA Database, Chemical Substance Safety Regulation Database, Crystal Structure and Material Strength Database for Engineering Steel and Alloys are recently added to Chemical Dictionary Database, Thermophysical and Thermochemical Database which were available from 1988. The outline in this report concerns the development process, the feature of each database, database constructing process and online function. And the functions for custmers management and change also reported.

    The National Institute of Science and Technology Policy is the body of which fundamental activities are to gather and analyze information. This paper describes how information is gathered, and what type of information is demanded and collected within this institute by showing examples of research practices. It makes clear that the fundamentals of information gathering activities rely on building of opened research system which is composed of staffs with diversified backgrounds as well as forming of broad human network linking the institute to the outer world.
