    This is the presentation at Science and Technology Meeting, one of the events for 1991 Science & Technology Week. It was discussed from the viewpoint of a journalist that environmental problems occur at regions or places where information shortage is obvious, so that information is essential to cope with increasingly serious environment of the earth. Information delivery was marathon at ancient times, and nowadays it is represented by sophisticated and versatile information networks. However, such advancement has brought about information disparity among regions, that gets worsen environmental problems. With this situation non-governmental information networks play significant role. Information distribution, and information networks are urgent for preverving the earth environment. Now it is the age that we know the future of the earth and behave properly through the networks.

    The game theory proves that rational two players could reach the equilibrium point which belongs to the Pareto optimal set. In the case of "the Life-Science Symposium" held in Tokyo, however, the players could not sufficiently cooperate to attain the Pareto optimality. The symposium was supposed to make the public needs clear and to spotlight the necessary science and technology to improve the public living standards. This paper discusses the reason for the "irrational" behavior of the players and the importance of the communication.

    This paper describes the outline of databases of German patents and utility models on STN, PATDPA and PATGRAPH. Also EP and PCT applications with Germany as the disignation country are recorded in PATDPA. PATDPA contains about 1.90 million patents from 1968 to date. It enables to search the data of how patent examination is progressing in the courses starting from application up to patent registration. It also enables to get patents and technical literature examiners referred to be searched. PATDPA search is available in German language because all the records contained are in German.

    Value of information resource is unlimited, but information have to be properately managed in accordance with its characteristics. Roles of information in achieving efficiency of governmental activities, improving public services and upgrading quality of policies are highly expected. Even though information resource is very difficult to control, we have computer facility for better management of information. It is enabling to provide users with adequate and timely information. At the moment it is a critical issue for each information division of the ministry to establish management and coordination function within each ministry for information utilization. This new information management might need new organizational structure so that information in an organization be utilized effectively and and efficiently.
