    Theoretic restrictions in representing earth on topographical maps are unavoidable, because the earth is big and spherical while a paper is small and flat. However, using such maps data, regional or global model which represent objects as 3 dimensional shape with temporal information can be organized. By this 3 dimensional geographic information system based on the general idea of models, land analysis, 3 dimensional facilities management,etc. are possible which are nearly impossible by the conventinal map database. Earth environment monitoring will be also one of the important applicaion of the system.

    L’Institut de I’Information Scientifique et Technique (INIST) is a French national organization whose mission is to facilitate STI exchange among researchers and industries. Our activities include database production, document delivery, translation service, and workshops. INIST's new policy stresses making vigorous use of new technologies to enhance its productivity and to develop value-added products. Our document delivery service of transferring digitized articles over data communications networks and development of a machine-aided indexing system exemplify what are perusing with our new policy. We are actively involved in promoting collaborative relationships with other organizations especially in terms of database production.

    The main objective of information management is to provide a user with the exact information he/she needs. It is necessary to shift passive type of services where libraries or information centers just wait for users to visit there to active type of services. Information departments from now on should act as an information consultant, information sender, information salon, and contribute to education responding to informationalization, and management strategy. To this end it is urgent for us to review tradictonal information management activities, reconstruct the existing framework based on the reviewing, and foster human resources who have information literacy.
