    This is the lecture paper presented at '92 International Seminar, KIT-DC. The author reviews history of libraries, and looks at the present and the future. It seems that there will be no great change in libraries at the earlier part of the 21st century, but we will see increase in non-printed materials there. Moreover, CD-ROM will bring drastic change in compilation of information and access to information. Many libraries are likely to enter into electronic information age in a few years. Technology transfer also has wide-ranging impact on libraries of the 21st century. The author introduces some collaborative efforts toward realizing future libraries. During the discussion time after lecture North-South problems in information, and increase and excess of information amount and so on were mentioned.

    Generally databases are protected from unfair use, or rights of database producers are preserved under copyright law. Also in Japan copyright of databases became given by revision of copyright law enacted in 1986. On the other hand, databases which are unlikely to claim ownership of copyright such as fact databases have increased, that brings the matter on how they should be protected legally. The proposal for EC Council Directive which was issued in January, 1992 by the Comission has been drawing attention because it evaluates time and labor effort spent when we produce databases from the viewpoints of database raising and developing, and then proposes to establish “rights to prevent unfair extraction” of even databases which have no copyright. This paper describes how databases are dealt with under copyright law in Japan, and outlines the EC Directive.

  • Utilizing online searching

    Information retrieval consists of two processes, storage and search of information. Information storage process includes database production, indexing, and preparation of document file and index file (inverted file). Search process includes understanding information need of the user, formulating search objectives, making up search statements, execution of search, and evaluation of search results. Online searchers are required to understand not only these processes but also various search functions, that is, boolean logic, truncation, proximity searching and so on, commands of IR system, search strategy construction, selection of index terms, and so on. Many of CD-ROM search systems are easy to use and share common concepts and principles of retrieval with online systems, while some systems have hyper-text features.
