    This is the lecture paper presented at the joint forum in commemoration of publication of GALE-NICHIGAI reference series titled "Development of new information services in the 21st century". The speaker first describes definition of virtual libraries, and then outlines of Internet which is deeply related to advent of virtual libraries. She also speaks what problems librarians hold in order to realize virtual libraries and a case of Toronto University where the virtual library has been realized successfully. Her mention is that serials are the first materials which receive great benefits from the virtual reality. The role of Internet and trends to be seen in electronic journals and how libraries should be ready to deal with new movement in information industry are described.

    This is the lecture paper presented at the joint forum in commemoration of publication of GALE-NICHIGAI reference series titled "Development of new information services in the 21st century". The speaker first identifies the definition of an electronic library, and outlines the present state of realizing them at national university, private university and public libraries. He seys that distribution of computers has been done considerably at each place, but network environment such as LAN is not available as a whole except for some national universities. He also says that use of electronic materials, particularly CD-ROM should be indispensable in terms of use of computing power. The current condition of the use is described. He ends his talk by saying that in order to realize electronic libraries which enable new type of services such as library use from a user's home, we should accept electronic information and the networking as significant impact and utilize them positively.

    The special lecture presented at “'93 Gifu Conference on Hi-vision Image Database Study.” The speaker talked about the database at Ministry of Culture and French Language Range, positioning of the image bank and those current progress situation/funture. He first described the role of the Ministry and introduced the most representative applications in this field, l.e.,Orsay Museum, Europe Project RAMA, the dessin room of the Louvre Museum, the Videomuseum. and two projects at Georges Pompidou Center Public Information Library. He also described future of image banks by micro computers, portable systems, Europe Project, and the standardization.

    Down-sizing, client/server model and multi-vendor type, which are current of the recent computer system, have brought renovation into system development. That is to say, it is the method to combine multiple package softs originally minimizing the efforts of developing original software.ALPS ELECTRIC Co., LTD. MAGNETIC DEVICES DIVISION constructed a document retrieval system and a patent information system as subsystems of integrated technical information system in which three units of hardwares, each made by different companies, and three kinds of commercial softwares are employed. The author describes the outline of these systems, and the concepts of each, compilation of thesaurus and the development steps.

    The GDB(Genome Data Base) is a database that is responsible for acquisition and distribution of the information generated by research of the international Human Genome Project. It is developed and maintained at Johns Hopkins University in federal and international funds. The six of international nodes have been established and the Japan node is open at JICST. The GDB is collecting genome mapping data such as loci, maps, polymorphisms, research materials, citations and OMIM(Online Mendelian Inheritance in Man).

    Databases related to Japanese law(statutes and cases)are not satisfactorily constructed in comparison with American databases such as LEXIS and WESTLAW. This backwardness derives mostly from the incapacity of computer machines to handle old Chinese characters, and the fact that Japanese legal profession had a bad image of computer databases. In recent years, however, the needs for legal databases became very large due to the internationalisation of Japanese society. Considerable improvement is made, yet there are still certain aspects where a new invention is reauired in order to make such databases really useful and proper. The University of Tsukuba (Institute for Advanced Legal Studies) is making efforts to create an idealistic database on law.
