    Archives are documents made or received and accumulated by a person or organization in the course of the conduct of affairs and preserved because of their continuing value. Society of American Archivists has approved the guidelines for the graduate archival education for three times in recent 20 years in order to build a firm basement of the archival occupation. University of British Columbia in Canada started the first Master of Archival Studies (MAS) Program in North America. There are several controversies over the proper background for the archival profession and the emergence of information technology in recent years had a great influence on archivists. For the next decade, the development of MAS programs will be the final goal for the archival society in the United States.

  • The Fifth International Conference on Japanese Information

    The Fifth International Conference on Japanese Information was held from July 30 to August 1,1997 at the U.S. Library of Congress in Washington D.C. The first conference was held at Warwick in the U.K. on February in 1987, which was ten years ago. First of all, the author compared each paper presented in the past four conferences in order to grasp distinguished themes and subjects on the information world. Next, recognizing the awareness of the events and the environmental changes (new evolution for facilitating information flow like effect of the Internet, etc.) occurring in the current age helps to understand individual paper, the questions with which American and European countries are grappling, such as free MEDLINE access through the Internet, Report of NRC, information policies in France and Germany, EU Database Directive, recommendations of ICSU/UNESCO Conference on Electronic Publishing in Science and the follow-up for the recommendations by ICSTI, were described.

    Nikkei Telecom21, a Nikkei's advanced business information service, was developed from the multimedia electronic newspaper experiment called `Nikkei Hyper Press' which was first introduced through an open experiment as one of our memorial events for the 120th anniversary of The Nihon Keizai Shimbun. The service corresponds to the Internet and intra-company networks (Intranet), and is available on a versatile WWW browser to supply multimedia information by an easy interface with images, graphics and audio in addition to conventional text and numerical data. The fee structure of the service is also established considering large volumeusage which enables every client to access to the service through the Intranet with his PC.

    JST has developed a WWW-based factual database system"ChemSource" and the system has been publicly available since August 1997 free of charge. The system consists of three databases inherited from JOIS-F system:Kelvin (Thermophysical and Thermochemical Property Database), Angstrom (Crystal Structure Database), and Dalton (Mass Spectrum Database). The system realized GUI-based user-friendly interface and high-grade graphics display by using JavaScript, and Java. Prior formalities are not requested to use this system. This report on"ChemSource" describes mainly its operations.

  • Recent development of legal protection of databases

    A new legal system which has a proper balance between protection of non-original databases and smooth flow of information is needed. In March 1996, EU adopted Directive which took Sui generis right approach, on legal protection of databases and member states are implementing the Directive into national law. US took an new misappropriation approach changing from Sui generis right approach. In Japan the discussion about legal protection of non-original databases has just started. No consensus has yet formed on the idea of protection of investment which is fundamental in EC Directive Sui generis right approach and unfair competition law approach is rather gaining in power.
