    Picking up dinosaurs as an example of extinct species, what and how the traditional database producers should do is discussed. Effect of Internet and Intranet on chemical information, particularly on patent information, the use of Markush files and document delivery systems are discussed. It is recommended to establish cooperation among such relevant parties as patent offices, primary information suppliers, database producers etc. Importance of changing the management policy of database producers is emphasized to make themselves survive in the rapidly changing environment.

    In a study that has received wide publicity through The New York Times and is currently in press, CHI Research showed that there is a growing dependence of U. S. industrial technology on public science. That finding may be interpreted as indicating that U. S. industry has been very efficient in making use of the vast pool of publicly-sponsored scientific research available to it. This paper will extend some of that finding to Japanese-invented U. S. patents.

    "STN Easy" and a new STN service on Web site"ChemPort" are described with page examples. STN Easy is a Web based service that provides both end-users and a new generation of information professionals user-friendly access to a wide range of selected databases on the STN International. It also offers GUI in Japanese language and two levels of searching. Through new Web site, ChemPort, more than 200 electronic journals from eight leading publishers are accessible. User can access easily to these journals from CAplus database on STN Easy/ChemPort connection.

  • Recent trends of copyright law issues in the U.S. and Europe

    Development of digital technology and network environment creates new copyright issues. The World Intellectual Property Organization agreed on the adoption of two copyright treaties, but there are many remaining problems. Efforts have started in the U.S. and Europe to implement the treaties and modernize the current copyright system, including issues regarding transmission over network, temporary storage on memory devices, and circumvention of copyright protection measures. Excessive copyright protection may cause serious problems such as a monopoly of information and a stifling of technological innovations. All related people, especially users of the information such as researchers and scientists, have to participate these debates in order to maintain the well balanced copyright system in the future.

    Internet connects applications in the public sector with those in the private sector. Therefore, legislations for the public sector compete or conflict with those for the private sector on the Internet. Under these environment, for non-profit applications, copyright law competes or conflicts with 'Freedom of Speech', privacy laws of the management of government information resources, rules of the technical standardization or an idea of scientific communications.
