    National General Guidelines on the Method of Evaluation for Government R&D was established recently. The guideline is regarded as important key element for accomplishing the purpose of the"Science and Technology Basic Plan", and is applicable to the evaluation of not only R&D projects carried out at national research institutes, but those financially supported by the Japanese Government. It describes basic methods of the evaluation of R&D projects based on the following four principles:(1)The criteria and the process of evaluation should be clarified;(2)The outside evaluation should be introduced;(3)The results of the evaluation should be opened;(4)R&D policies should be decided, taking the results of the evaluation into consideration.

    China's economy has been growing very fast in recent years, and China becomes more and more open to the outside world. At the same time, the construction of the global information infrastructure has become a world trend. The Chinese government is promoting the construction of the China Information Infrastructure (CII), with regarding the Internet connection as one of its major concerns. This situation leads to Chinese electronic library development. This article introduces some electronic libraries, such as, The Documentation and Information Center of the Chinese Academy of Sciences, The National Library of China, and The Tsinghua University Library. These electronic libraries not only have some general functions, but also some specials, for example,"virtual library","electronic reading room", etc. This article also introduces some electronic library networks in China and CII supporting electronic library networks. The latter are CHINAPAC (China Public Packet Switched Data Network), CHINADDN (China Digital Data Network), CERNET (China Education and Research Network), and NCFC (the National Computing and Facilities of China).

    Internet experienced growth with increasing speed in the recent past. At the present time, one of the most serious and popular problems in cyberspace is a conflict between domain names and registered trademarks. Because domain names are assigned, on a first come, first served basis, well known trademarks are often used as domain names by third parties, who have no connection with the trademarks, without leave. For the purpose of solving the problem, NSI announced a Domain Name Dispute Policy, on July28,1995.But, the attempt has ended in failure. Against NSI's will, the policy merely involved NSI in many litigation. Now, IAHC and WIPO are having new trial, named gTLD.
