    "Internet" expanding so fast as a tool of new age that people may feel threatened, however, no other tools can be powerful and effective as the Internet. In addition, most of web sites open for free, giving equal opportunity to many people. Controlling patent information in the U.S. is also threatening for its speed of growing. Systems are changing frequently according to technology for the effective use of information. Different from International Patent Classification that had been reviewed every 5 years, the U.S. patent classification changes frequently. Away from its situation, the circumstance might be totally different, which damages time-and-cost efficiency. The U.S. PTO provides some information process system and search tools to back up such flexible systems. In this essay, patent database search and its search tools will be explained, especially for the searchers of the U.S. patent information.

    Americans regard the"People's Right to Know" as a self-evident right derived from the democratic principles, on which their country was established. This tradition of freedom of information nurtured an ideal society for developing science and technology - a society where people freely exchange their ideas. As the result of this special environment, the United States became a"technohegemony" unique in world history. This paper brings your attention to the democratic principles on which the tradition of free access to information is based. It tries to give some explanation of why social developments and the arrival of the cold war changed their tradition and the government's policies on scientific and technological developments. Finally, it gives some consideration to them in the post cold war era.

    Recently, environmental problems due to human activities are paid considerable attention, and we need to advance environmental preservation in the world. It is also necessary to reexamine the traditional practices of agriculture, and develop an agriculture, in which the use of pesticide and chemical fertilizer are repressed as much as possible. In Japan, agriculture in which reduction of environmental loading is considered is called as"Environment-reserving agriculture" or"Sustainable agriculture", and such agriculture is now recommended by the Ministry of Agriculture, Forestry and Fisheries etc. For Sustainable agriculture, there are various techniques such as soil improvement, fertilization, plant disease and pest control, cropping system, recycling. This report outlines recent trend of the techniques for biological control, physical control, sex pheromone, integrated control in pest control since 1998.
