    Due to progress in information technologies, particularly emergence of electronic journals, scholarly communication is drastically changing. Besides current information environment we have seen is a distributed information one where repositories of publishers, abstracting & indexing services, local/consortial repositories & aggregators are located. On the other hand very stable and fulfilled information searching tools are available including standardized webs as searching tool, browsers as interface, HTTP technologies, standardized languages. Under such situations to build an information system by integrating those information resources and incorporating those tools is a big issue not only for information personnel but also for system designers to meet individual needs of organizations they are affiliated with. Here is XML technologies which enable to link resources and make an effective integrated information system. The speaker of this lecture describes the following items; change in scholarly communication, distributed information environment, details of XML technologies, metadata and linking technologies, trends or future of publishers and libraries of which roles are intermediary in scholarly communication, and Illinois Testbed Project, large-size journal full text project.

    A quality controlled subject gateway (QCSG) is a service on the Web which offers access to qualified scientific information resources. This paper surveys 25 QCSGs in the fields of natural science and technology, mainly focusing on their metadata descriptions on the resources. Most of those QCSGs are developed and operated by academic libraries or individuals in academics. There are three types of metadata descriptions: (1) those based on the existing metadata format such as Dublin Core or IAFA template, (2) those having an original element set, and (3) those not formatted. Many metadata sets under (1) and (2) have a common element “Level”, defined neither in Dublin Core nor in IAFA. Standardization or interoperability of the subject descriptions in QCSGs is sought for in several research programs but not sufficiently attained yet.

    This paper describes the architecture of an automated reference service system developed for Kyoto University Library. The system employs two knowledge bases; the NDLC database for handling major questions at libraries such as “I am looking for books on ...”, and the general knowledge base written in natural language for handling other questions. Another characteristic of the system is to be able to conduct a conversation, not just return to one time response like existing information retrieval systems.

    JST has long produced a comprehensive bibliographic database with English citation, abstract and index (called JICST-E) covering the literature published in Japan on all fields of science, technology and medicine, and provided it for the overseas users through JOIS as well as STN-International. Since December, 2000 JST has used the JICST-E data remained not indexed yet to make the database and got it available on the Web for the public free of charge. This paper describes outline of the English databases and differences between new service and service we have provided so far.

    Phenomenon called IT revolution brings about tremendous changes in the today’s society. The influence of IT permeates among almost all spheres of our lives including information services and management in libraries and other organizations. After defining IT revolution and discussing fields on which IT makes substantial influences this paper mentions the initiatives carried out by the IT Strategy Headquarters of the Japanese government to boost IT and IT-related business. Then this discusses the effects of IT on and the changes in information services and management from several points of view such as new types of business for the information services, academic information transfer, paradigm in organization of materials, importance of management, organizational systems for providing information and user behaviors. Finally, this concludes with remarks how librarians and information professionals should react and behave adequately to the revolution.
